HomeMy WebLinkAbout1988 [10] Oct 07 1551 I ,J anuary 7, 1988 Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met in regular session on Thursday, January 7, 1988 at 7:30 p.m. in City Hall. r--JEtvlBERS PRESENT: Mayor Mike Loso; Councilmen Donald "Bud" Reber, Steve Dehler, Leo Sadlo, Ross Rieke. Clerk/Adm. Rachel Stapleton. OTHERS PRESENT: Gerri-Anne Zubich, Bill Hanson, Joe Bettendorf. WINTER RECREATION PROGRAM: Gerri-Anne Zubich, Winter Recreation Director, presented the winter recreation program to the Council and discussed the programs and events offered. Also need to check on insurance for the swimming program at St. Ben's pool. Also discussed costs of programs. AGENDA APPROVAL: Sadlo made a motion to approve the agenda with miscellaneous additions; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. I Nayes: None. Motion carried. TREASURERS REPORT: Sadlo made a motion to approve the treasurer's report as presented by R. Stapleton; seconded by Dehler. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. MINUTES: Reber made a motion to approve the minutes of the December 17, 1987 meeting as presented; seconded by Rieke. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. t"1otion carried. BILLS PAYABLE: After a discussion of costs of maintenance of the police car and request to have Police Chief to check ¡'Ji th local repair service for maintenance, Sadlo made a motion to approve the bills payable as presented; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. COUNCIL REPORTS: SADLO: Partial maintenance has been done on well #1. The screens were plugged and the pump ¡'Jill have to be pulled in the spring for maintenance. We will have to set up a schedule to do maintenance on each well every three years, on a yearly rotating basis. AIBo, if the Engineer is I in agreement, would like to increase the size of the casing and pump on well #1 to increaBe production. REBER: No report. RIEKE: Planning Commission did not hold meeting in January. DEHLER: Seven people were hired to attend the warming houseB for the skating rinks. EMPLOYEE DIRECTIVE: Sadlo made a motion to deliver a directive to exempt employees (department heads) , defining call out policy. TOWNSHIP ROADWAY PLANS: Bill Hanson, APO, presented the St. Joseph Township'B roadway plans for the future, to the City Council for review, prior to their public hearing on them. He discussed alternate plans. He also stated that they were attempting to keep the roads along property boundaries and aHay from water and swamp areas. The Council thanked Mr. Hanson and the Township for an opportunity to review the plans. COUNTY HIGHWAY 75 SIGNAL PROJECT: Mayor Loso asked Bill Hanson about the status of the signal project. He stated the new County Engineer is reviewing it and will respond to the City and APO. Mayor Loso called a recess at 9:00 p.m. and re-opened the meeting at 9:09 p.m. NEW WELL (#3) : Joe Bettendorf discussed proposed well #3, are waiting for the State Health Department's results of the tests on well #2 before proceeding with the project. Because #2 is in the proximity of the test well, the Health Dep't did not feel it necessary to do the full tests on the new well. Council was in general agreement to have the City Engineer prepare the plans and specs as soon as the test results are available.
