Pursuant to due call and notice thereof, the City Council for
- the City of St. Joseph met in regular session on Thursday,
January 21, 1988 at 7:30 p.m. in City Hall.
MEMBERS PRESENT: Mayor Mike Loso; Councilmen Donald "Bud"
Reber, Steve Dehler, Leo Sadlo, Ross Rieke (arrived at 8: 15
p.m.) . Adm. Secretary Judy Weyrens.
AGENDA APPROVAL: Sadlo make a motion to approve the agenda
with miscellaneous additions; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo.
Nayes: None.
MINUTES: Dehler made a motion to approve the minutes of
December 21, December 23, and January 7 as presented;
seconded by Sadlo.
Ayes: Loso, Reber, Dehler, SadIo.
Nayes: None.
COUNCIL REPORTS: SADLO: He will be meeting next week with
the City Engineer and Dick Taufen to discuss the new well.
REBER: Mike Scherer is using his accessory storage building
as an office, which is in violation of his building permit
and the zoning ordinance. Mayor Loso confirmed the request
by Councilmen Reber to call the City Attorney to see how to
proceed.
DEHLER: Requested the City Clerk to check into the
possibilities of insurance for the swimming program.
MAYOR REPORTS: 1) The Frank Reber family sent a thank you
note to the City. 2) At the regular APO meeting, the
possible alternatives to funding the completion of Highway 15
before the year 1992 were discussed.
EAST BAKER STREET: The Council discussed the right of way
issue along East Baker street between the western edge along
eastern park and second avenue southeast. (Councilman Rieke
arri ved) . After discussing the recommendations by the City
Attorney, (approaching the school district and seeking a quit
claim deed or letting it go), Councilman Reber made a motion
to send a letter to the school district requesting the school
district to transfer right of way to the City with a Quit
Claim Deed; seconded by Sadlo.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None.
CLERK/ADM. REPORTS: 1 ) Dick Taufen requested approval to
attend a water quality workshop at St. John's University, he
I also suggested that councilman Sadlo might want to attend.
Rieke made a motion pay $35 for each Dick Taufen and
Councilman Sadlo to attend the workshop; seconded by Reber.

2) The Lions have requested a site 2 gambling license to be
located at the Midway Bar. 3) NSP raised street lighting
rates 9% during the interim period. 4) February 16, 1988
their is a legislative conference in St. Paul for any of the
City Officials that would like to attend.
ADJUSTMENT IN MEAL ALLOWANCE: Sadlo make a motion to
increase the meal allowance to a maximum of $25 per day,
verified by a receipt; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None.
POLICE MATTERS: The Council discussed the coverage needed in
the police department and allowing patrolman Steve Erickson
to work additional hours. After discussion, Dehler made a
motion to allow Steve Erickson to work up to 39 hours per
Heek excluding the months of June, July, and August, subject
to review at the end of May; seconded by Sadlo.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None.
The Council requested the City Clerk, Hith the input of Mayor
Loso, to send a letter to the Police Chief stating the
additional hours patrolman Erickson is alloHed to work, and
reiterating the importance of scheduling patrol hours for the
needs of the City rather than the individual. The Council
also discussed the possibility of having a professional come
in to suggest more efficient means of scheduling.
Any repair work that is needed on the police car will be
directed to Bill Wasner, and he will makè the determination
whether or not to send it to Tenvoorde for repair.
ATTORNEY REQUEST: Mayor Loso received a request from a local
attorney requesting the City to consider diverting the police
litigation to his office. He will appear before the Council
on February 18, 1988 at 8:00 p.m. to present Hhat services he
has to offer the City.
ADJOURN: Reber made a motion to adjourn at 9: 12 p.m. ;
seconded by Sadlo.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
