HomeMy WebLinkAbout1988 [04] Apr 07 1577 April 7, 1988 Pursuant to due call and notice thereof, the City Council for I the City of St. Joseph met in regular session on Thursday, April 7, 1988 at 7:30 p.m. in City Hall. MEMBERS PRESENT: Mayor Mike Loso; Councilmen Donald "Bud" Reber, Steve Dehler, Leo Sadlo, Ross Rieke. Clerk/Adm. Rachel Stapleton. AGENDA APPROVAL: Rieke made a motion to approve the agenda; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. TREASURERS REPORT: Dehler made a motion to approve the February Treasurers report as presented; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. BILLS PAYABLE: Sadlo made a motion to approve the bills payable as presented; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. VARIANCE REQUEST: Mike Deutz discussed with the Council his request of a variance of fifteen feet on the side yard set back and allow him to build up to the lot line in an I industrial zone. He is requesting this to build an additional stall on the car wash building. The Planning Commission had a hearing on this request on April 4 and recommended approval of the variance. The Council would require him to have a survey taken prior to construction, in order to determine the exact location of the lot line. The Council requested the Clerk to notify the Planning Commission to discuss at their next meeting the facts and conditions which exist in this situation which allowed them to recommend the variance to be allowed, according to the terms of the ordinance. The Council will reconsider this matter after the Planning Commission reconsiders it. OUTDOOR PERMIT FOR CONCERT: Pat Redding of KSJU, St. John's University, discussed his request to hold an outdoor rock concert at Millstream Park on May 7, 1988. He stated that there Hould be no alcohol allowed, would have 4 or 5 bands, and would be held from 2:00 p.m. to about 6:00 p.m. on May 7, 1988. He would fence off an area to control the crowd. The Council requested that he talk to the Stearns County Sheriff to hire four deputies and get assistance in traffic control. Council also discuBsed the parking problems. Mr. Redding will keep in contact with the City concerning the progress of the plans. I Mayor declared a recess at 9:10 p.m. Mayor declared the meeting back in session at 9:19 p.m. WELL #3, QUOTES: Joe Bettendorf, City Engineer, presented quotes as opened on May 5, for construction on Hell #3. Jack Fisher Well 10,873.00 Traut WellB, Inc. 11,857.60 alternate (not according to specs) 9,967.60 Donabauer Well & Pump 12,077.00 Reber made a motion to accept the quote of Jack Fisher Well for construction of Hell #3 of $10,873.00; seconded by Rieke. FIRST AVENUE SOUTHEAST: Sadlo made a motion to accept the feasibility report aB modified, from the East Baker Street report, to include only First Avenue Southeast, for construction of a bituminoUB overlay on First Avenue Southeast from the entrance to Kennedy Elementary School to Minnesota Street, with concrete curb and gutter to be installed at those locations where none currently exists or I is in need of replacement. Total cost of the project estimated at $23,750. The motion was seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. Motion by Dehler to have the Clerk set a date for the Public Improvement Hearing for the project; seconded by Reber. Ayes: LOBo, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. EAST BAKER STREET: Mr. Bettendorf also reported on hiB discussion with Jim Lee of School District #742, and his reluctance to recommend the school district convey an area of property currently known and used as East Baker Street to the City of St. Joseph. Council diBcussed the need for improvements of this Btreet area and requested the Mayor meet Hith Bchool repreBentativeB to make them aware of the needs of the Btreet area, for the general good of the people. ST. JOSEPH APARTMENTS: Mr. Bettendorf discuBsed the construction of the St. Joseph Apartments, and that no culvert has been installed by the apartments. Drainage is of concern, and Hill revieH the situation with Dick. He also discussed their request for sidewalk to extend to the existing sideHalk to the east. City policy is that sideHalk I may be constructed at the expense of the Bidewalk installer. PETERNELL'S WELL: Kim Peternell, property owner adjacent to 15'70 ~u the site of proposed well #3, is concerned that in the future the new city well will have an effect on their well, they would like assurance that the City would assist them in their needs. Council discussed that Peternell's could present a proposal, along with allowance to test their well. The City is also considering requesting a utility easement on the edge of their property for electricity to the new well site. BUDGET FOR 1988: Dehler made a motion to approve the budget for 1988 as follows; seconded by Rieke. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. CEDAR STREET: Dehler made a motion to request that Stearns County post no parking on both sides of Cedar Street; seconded by Rieke. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Bud Reber and Dick will look at the situation and consider at the next meeting. Mayor extended the meeting 30 minutes at 10:30 p.m. per Council resolution. ELECTION EQUIPMENT: Stearns County proposes to purchase an optical scan ballot counter if enough precincts wish to contract Hith them for ballot counting. Dehler made a motion to notify the County that the City iB not in favor of the ballot counting proposal. The City Hill use our OHn equipment if allowable and paper ballots as mandated. LOSS CONTROL WORKSHOP: Rieke made a motion to approve the attendance of Rachel, Bill, Dick, and Joe Braun at a loss control Horkshop in St. Cloud on May 20; seconded by Sadlo. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. CAPITAL OUTLAY: Sadlo made a motion to approve neH tireB for the patrol car at $275.48 with a request for a mileage log; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Reber made a motion to approve the capital outlay request of the maintenance department for a 1971 Ford - F600 dump truck at $5500 Hith a trade in allowance of $1000, actual COBt $4500; seconded by Sadlo. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. Councilman Reber received a thank you from the Council for his efforts in refurbishing the fire bell in front of City Hall. MAYOR REPORTS: Mayor presented quotes received for a new patrol car. Polar Chevrolet Caprice 11,910 Celebrity 11,885 Caprice 11,660 (The above had various optionB and did not include adapt ion as needed for patrol car, or trade in.) Gilleland Chevrolet Caprice 11,506 (ThiB included trade in of $2250 and adaption for patrol car. ) A motion was made by Dehler to purchase the patrol car as quoted from Gilleland Chevrolet with no trade in which would 1581 make total price of $13,756; Reber seconded. ~ Ayes: LOBo, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. - Dehler made a motion to sell the old patrol car outright, as Burplus property, when new car arrives; seconded by Rieke. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. Reber requested the curb on the corner of Baker Street and First Avenue Southeast, by Kennedy School be painted yellow, to allow for better traffic flow.
