April 21, 1988
Pursuant to due call and notice thereof, the City Council for I
the City of St. Joseph met on Thursday, April 21, 1988 at
7:30 p.m. in City Hall.
MEMBERS PRESENT: Mayor Mike Loso; Councilmen Donald "Bud"
Reber, Steve Dehler, Leo Sadlo, Ross Rieke. Clerk/Adm.
Rachel Stapleton.
AGENDA APPROVAL: Reber made a motion to approve the agenda;
seconded by Sadlo.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
MINUTES: Minutes of the March 17, March 28, April 7 meetings
were approved as corrected with a motion by Dehler; seconded
by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
COUNCILMEN REPORT: SADLO: No report.
REBER: 1) Owners of rental units need a reminder that the
ordinance allows only 5 renters per unit. A written notice
will be prepared to be given to the owners during the yearly
inspection.
2) Sidewalks in the City must be cleaned of snow and trash.
Clerk may include a note with the water bills of the property I
owners responsibility to clean their sidewalks, with the
water bills.
3) Lettering for the City buildings to match the existing
letters may be purchased. Sadlo made a motion to purchase
the needed letters to label the buildings, City Hall, City
Offices, St. Joseph Fire Dept., Maintenance Shop; seconded by
Rieke.

RIEKE: No report.
DEHLER: Park Board met and recommended
1) installing sand boxes in the the tot lots, to be built by
the maintenance dept.
2) The jogging course for Millstream Park will be staked so
that the equipment may be installed. The Lions Club is
interested in installing the equipment.
3) They recommended a raiBe for the summer recreation
director; raise would have to come from the Boys and Girls
Club, as the employer, through the City agreement with them.
4) suggested that the slides be put in Memorial Park and/or
Millstream Park.
5) recommended purchasing SB9-ABC Gym Set from Big Toys
Company, to be installed in Centennial Park. Dehler made a I
motion to purchase this gym set at a cost of about $8,025;
seconded by Reber.

6) Millstream Park shelter needs a notice to the users of the
grill to run the fan whenever the grill is in use. Also
discussed an automatic switch for it. Will check with
maintenance dept. to see if a sign could be placed in the
building with the instructions for use of the grill.
MAYOR REPORTS: 1) The Fire Dept. sent a letter requesting
that the proposed door between City Hall and the Fire Hall
would be more of a burden than a benefit. Reber made a
motion to recind the motion of March 3, 1988 approving the
installation of a proposed door linking the two buildings;
seconded by Sadlo.

2) Mayor recommended reserving funds for sidewalk repair.
Sadlo made a motion to set aBide $5000 for sidewalk repair; .
seconded by Reber.

3) Requested that the City Clerk set the office staff lunch
hours so that the office be open during lunch hour. New
office hours are from 8:00 a.m. through 5:00 p.m.
4) Had a report of the City patrol car being parked without
the lights on at night, on a crossover area of the highway.
Mayor will inform the Police Chief, again, that this is
against City policy and he must make his patrolmen aware that
they must conform to the directives of the City Council.
WELL #3 - BID ACCEPTANCE: Joe Bettendorf, City Engineer,
presented a summary of the bids for Division A and B, as
opened on April 20, 1988.

Mr. Bettendorf recommended awarding the bids to the lowest
bidders. Rieke made a motion to aHard Division A to the low
bid of Preusser Construction, of $42,482.30; Beconded by
Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
Dehler made a motion to aHard Division B to the low bid of
Molitor Excavating, of $17,000.00; seconded by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
KIM PETERNELL: Kim Peternell, resident of property described
as: lots 4, 5, and 6, and the east 1/2 of vacated alley
adjacent to lot 4, lesB the northerly 132 feet of lot 4, 5,
and 6 and the east 1/2 of vacated alley, all of block 6,
original tOHnBite of St. Joseph, adjacent to the neH well
site, appeared before the Council to express her concerns.
She stated that the property currently has an adequate well,
and expresBed her concern that the neH municipal Hell could
cause problems Hith her well supply. The Council discussed
how aBsurances could be made that the new Hell would not be
the problem, if her Hell Hould decrease in water supply.
Sadlo made a motion to drill a monitoring sand point type
Hell between her Hell and the city Hell to determine the
Hater table level whenever needed; Rieke seconded the motion.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
Kim also asked what Hould happen if the City did dry up her
Hell. Council Has in agreement that if the City Hell did dry
up her Hell, the City would restore her water supply by
digging her a neH well or an amount of the cost of digging,
would be deducted on the cost of installing city water to her
property. The Council discussed her request for a street
light in the alley by her property. They Hill look into the
situation. She alBO inquired where the po Her line for the
new well is proposed to be run. It is proposed to go dOHn
the boulevard of Third Avenue Northwest.
INSTALLATION OF GATE VALVES: Rieke made a motion to accept
the quote of Molitor Excavating, Inc. to install gate valves
at First Ave. and Able Street at $2110 and Minnesota Street
and First Avenue Northwest at $835; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Notion carried.
WASTEWATER FLOW METERS: Joe Bettendorf discussed the status
of the flow meters which monitor the flow from St. Ben's.
They are being repaired by the Company and the Company gave
assurances that they Hill operate properly.
POLICE OFFICERS 1988 CONTRACT: Sadlo made a motion to deny
the proposed police contract for those police employees Hho

belong to the St. Joseph Police Employees Federation, as
I worked out in negotiation. The proposed contract released
the cap on health insurance premiun payments and deleted
Martin Luther King Day as a paid holiday. All other benefits
stayed the same as were offered the other City employees.
Reber seconded the motion.

CAPITAL OUTLAY: Rieke made a motion to approve the capital
outlay request of Wastewater Dept. for nusery stock of
$90.00; seconded by Sadlo.

Nayes: None. Motion carried.
CLERK/ADMINISTRATOR REPORTS: 1 ) Board of Review is scheduled
for April 27, 1988 at 7:00 p.m.
2) Public Improvement Hearing for the First Avenue Southeast
street improvement project is scheduled for May 5, 1988 at
8:30 p.m.
