MEMBERS PRESENT: Mayor Mike Loso; Councilmen Donald "Bud" Reber, Steve Dehler, Leo Sadlo. Clerk/Adm. Rachel Stapleton. OTHERS PRESENT: Joe Bettendorf, John & Martha Kierzek, Gladys Schneider, Jim Kacures, Greg Kacures. AGENDA APPROVAL: Reber made a motion to approve the agenda; seconded by Dehler. Ayes: Loso, Reber, Dehler. Nayes: None. Motion carried. MINUTES: Minutes of the May 19 meeting were approved with a motion by Dehler; seconded by Reber. AyeB: Loso, Reber, Dehler. Nayes: None. Motion carried. Minutes of the April 27 Board of Review meeting Here approved with a motion by Reber; Beconded by Dehler. Ayes: LOBO, Reber, Dehler. Nayes: None. Motion carried. MAYOR REPORTS: Mayor reported that he will be out of the area (fishing in Canada) for ten days and that Acting Mayor Reber will be in charge. COUNCIL REPORTS: REBER: 1 ) Kay Lemke iB wondering if she would have her Bidewalk removed if she would have to replace it. The sidewalk is not in good condition. Council preferred that she would replace it. The City Hould remove and dispose of the old sidewalk if she Hill have it replaced. 2) Minnesota Masonry InBtitute representative, Gene Abbate, has expressed his concerns of the quality of workmanship and materials in the homes being built in Cloverdale EBtateB Thtrd Addition with wooden basements. Bud has talked to him, and met with Dale Salo after Salo had met with FmHa officials, who have inspected the homes. They assured him that proper inspections have been made and have met approval of FmHA, and the City, and that the appropriate requirements of the Building Code have been met. DEHLER: No report. BILLS PAYABLE: Reber made a motion to approve the bills payable; seconded by Dehler. Ayes: Loso, Reber, Dehler. Nayes: None. Motion carried. Motion carried. t1ayor declared a recess at 8: 10 p.m. Mayor declared the meeting back in session at 8:15 p.m. FIRST AVENUE SOUTHEAST STREET IMPROVEMENT PROJECT: Dehler made a motion to approve a resolution to advertise for bids for conBtruction of the First Avenue SE project; seconded by Reber. Councilman Sadlo arrived at 8:35 p.m. WASTEWATER FACILITY PROJECT: Reber made a motion to approve change order #4, for LandHehr Heavy Moving, Inc, as presented by Joe Bettendorf: seconded by Dehler. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None. t'lotion carried. vJELL #3 PUMP: Joe Bettendorf diBcussed the quotes received for Hell #3 and delivery dates. Dehler made a motion to approve change order #1, for Jack Fischer vJell Co. of an increase of $4,538.20, Hhich ¡'JOuld alloH the Company to purchase the pump and guarantee installation, and delivery of the pump ~-Jould be in tHO YJeeks plus delivery time of the order. The motion was seconded by Reber. Ayes: LOBO, Reber. Dehler, Sadlo. Nayes: None. Motion carried. WELL #3, PREUSSER CONSTRUCTION, INC. : Sadlo made a motion to approve change order #1 for Pruesser Construction, Inc. to increase the contract by $1,054.00 to allow for upsizing the piping and meter from four inch to 6 inch; Beconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo. NayeB: None. £Vlotion carried. 1 ~"'r 0 ¡"-tL~~j VUU I RENTAL HOUSING PROBLEMS: Jim Kacures appeared before the Council to discUBB problems he and his neighbors had with noise, bonfires, vandalism, theft, and parties in nearby rental properties. Members of the audience also expreBsed their concern. The general feeling of all present was that the students are good neighbors until they party, a yearly springtime ritual. No adequate methods were brought to the floor to control the situation. Mayor Loso stated that the Colleges of St. Benedict's and St. John's were concerned also, and had met with him to discuBs solutionB to these problemB. They wish to work Hith the City and were receptive to his Buggestion that they hire certified patrolmen to assist the enforcement problems. The Mayor Btated that the City will continue to enforce the peace in all residential neighborhoods, including those Hith student rentals. If anyone has an innovative idea on how to handle the situation, the Council Hill consider it. Mayor declared a recess at 9:47 p.m. I Mayor declared the meeting back in sesBion at 9:49 p.m. POLICE MATTERS: Jeff Young, Acting Chief, brought before the Council his concerns on interpretation of Chief Lorentz' policy requirementB. He asked where breaks may be taken, the patrolling policy at St. Ben's, when the patrol car and patrolmen may be out of the City. The Council stated that breaks may be taken in the City. When out of the City, a rare occaBion, the Officer must use a common senBe approach to breaks and not leave the City unprotected an undue length of time. The log mUBt be kept current and updated every 30 minutes or oftener. The Council wished to have the area of Baker street patrolled to control excesBive speed and dust problems for the residentB. The Mayor stated that a common sense approach and knoHledgeable attitude on all police matterB is expected, and the Patrolmen answer to the Chief and abide by his requirementB. Officer Young also requeBted to have his vacation time when he requested it. The Council stated that this is an internal matter and the Polic:e Department would have to work it out themselves.
