PurBuant to due call and notice thereof, the City Council for I
the City of St. Joseph met on ThurBday, June 16, 1988 at 7:30
p.m. in City Hall.
MEMBERS PRESENT: Mayor Mike Loso; Councilmen Donald "Bud"
Reber, Leo Sadlo, ROBS Rieke. Clerk/Adm. Rachel Stapleton.
Councilman Steve Dehler was absent, due to vacationing out of
the area.
OTHERS PRESENT: Tina Reinert, Joe Bettendorf.
AGENDA APPROVAL: Sadlo made a motion to approve the agenda
with additions; seconded by Reber.
Ayes: Loso, Reber, Sadlo, Rieke.
NayeB: None. Motion carried.
MINUTES: Minutes of the June 2, 1988 meeting were approved
aB corrected with a motion by Sadlo; seconded by Reber.
AyeB: Loso, Reber, Sadlo, Rieke.
Nayes: None. Motion carried.
TREASURERS REPORT: Sadlo made a motion to approve the May
Treasurers report as presented; seconded by Rieke.
Ayes: Loso, Reber, Sadlo, Rieke.
Nayes: None. Motion carried.
tvJAYOR REPORTS: No report. JUBt returned from fishing trip I
to Canada (fishing poor).
COUNCIL REPORTS: SADLO: Pump house for well #3 is nearly
completed. Also just returned from fishing trip to Canada
and found fiBhing poor.
REBER: No report.
RIEKE: Planning Commission held a public hearing for the
rezoning requeBt of the Scherer Trucking property. They felt
a variance request and special use permit would have to be
considered in order to allow the rezoning. The variance
request Hould be for set back requirements for exiBting
buildings and the ordinance requires that for induBtrial
property a special use permit is required. SchererB intend
to apply for these requests. Reber made a motion to combine
the fees for the variance and special use requests if the
hearings are held together and mailings are Bent together,
(charge $100 for the hearings if held at a regular meeting.)
The motion was seconded by Rieke.

Rieke also diBcussed that Dale Jacobson and Jim Colt met with
the Planning Commission to discUSB a proposed new dental
office on Second Avenue Northwest. The Planning Commission I
recommended that they apply for a variance on the required

number of parking spaces required. Peter Omann also met with

them and discuBsed requirements needed if he would build a
neH building on College Avenue. The Council discussed past
variances granted and requirements yet to be met. They
requested a letter be sent to Mike Deutz indicating the need
to complete the fence behind his autobody repair shop, to
complete the landscaping, which is to include a grassed area,
in front of the auto shop, and no parking of vehicleB in the
area that has been declared the grassed area.
Rieke also reported on increased traffic on 4th Avenue
Southeast with the barricading of East Baker Street. Need
police patrolling of that area.
NEW FIREMAN: Reber made a motion to approve Jeffrey C.
Karnik as a fireman, as recommended by the Fire Chief;
seconded by Sadlo.

SUMMER EMPLOYEES: Council diBcussed part time or temporary
summer workers. Will discuss Hith Maintenance superviBor
to determine his needs and consider senior employees.
BUILDING INSPECTOR POSITION: Four applications have been
received for the Building Inspector Position. Reber waB
appointed to review them and make a deciBion.
PLAYGROUND EQUIPMENT: Joe Braun, Park Board Chairman,
discussed with the Council erecting the new piece of
playground equipment in Centennial Park. He stated that
the JayCees have volunteered to put it up, and he has
received donations by the motel for a room for the Company
representative which will help them, also a meal. He also
will need to have the area excavated and will need pea rock
installed under the equipment. Would like also $75 as a
donation to the JayCees for Hork on the project. The Council
Btated that they legally could not donate thiB, Joe posBibly
could get another local organization to donate it. Rieke
made a motion to approve up to $400 for excavation and eight
inches of pea rock to cover the area; seconded by Sadlo.

Reber made a motion to approve the cost of the neceBsary
concrete for the installation, if donation of it cannot be
obtained; seconded by Sadlo.
Ayes: Loso, Reber, Sadlo, Rieke.

CLOVERDALE TOWNHOUSES EASEMENT RESTORATION: Tina Reinert,
I manager of Cloverdale TownhouBes, discussed with the Council
her concerns in getting the easement area of her property
repaired, which was dug up during the inBtallation of
utilities to Cloverdale Estates Third Addition last fall.

She requested this area be repaired Hi thin 15 days, or she
Hould get three bids and have the 10HeBt reBponsible bidder
do the repair Hork. The Council stated that Dale Salo, the
developer, Has required to do this Hork, and that the bonding
company has been informed of the situation. The Council Hill
consult Hith the City Attorney to determine Hhat further
BtepB can be taken. £Vls . Reinert Has aBBured that the City iB
concerned and that the repair ~-Jork Hill be done as Boon as
the legalities can be Horked out. Sadlo made a motion that
the City Attorney send a letter to Salo's bonding company
requesting that the necessary repairB may be completed within
fifteen days; seconded by Reber.

FIRST AVENUE SOUTHEAST: Joe Bettendorf presented the bidB as
opened for the FirBt Avenue Southeast street improvement
project.

Hardrives, Inc. 21,815.00
Sadlo made a motion to accept the 10H bid of Hardrives, Inc.
of $21,815.00 for a curb, gutter, and bituminous overlay
project on FirBt Avenue Southeast; seconded by Reber.
Ayes: LOBO, Reber, Sadlo, Rieke.
Nayes: None. Hotion carried.
Mr. Bettendorf alBo discussed sodding and seeding on the hill
in the area of Well #3. He suggeBted that becauBe of the
drought, the contractor be required to level the black dirt
and grade the area nOH. Then, in a feH HeekB, he Hill come
in, at our request, and apply a herbicide, and then do the
Bodding and seeding. Sadlo made a motion to approve this
change in the contract; seconded by Reber.
Ayes: Loso, Reber, Sadlo, Rieke.
Nayes: None. t"1otion carried.
The Mayor declared a recess at 9:00 p.m.

LEVY LIMITS APPEAL: Reber made a motion to appeal the levy
limits as Bet by the State, because it is too early to
determine if the needs of the City may be met Hithin the levy
limits and if we Hill be using fund reserveB this year. The
motion Has seconded by Rieke. The Hayor stated that He vlOuld
be Hatching the levy, and only in dire necessity Hould He
exceed the levy limits.

CLERK/ADMINISTRATOR REPORTS: 1 ) Clerk reported that the
employees went Hith Principal health insurance after much
reBearch and discuBsion. I
2) A request for tree removal from the boulevard, by the
Elderly Apartments; Council requested more information before

3) A proposed ordinance was presented to the Council which
I would require permits to inBtall a private well.
4) A request for summer recreation equipment, (baseballs,
helmetB, etc. ) was presented from the recreation director at
a cost of about $70. Sadlo made a motion to approve the cost
of this equipment; Beconded by Rieke.

Nayes: None. Motion carried.
ADJOURN: Sadlo made a motion to adjourn at 9:35 p.m. Reber
Beconded the motion.
