MEMBERS PRESENT: Mayor Mike Loso; Councilmen Donald "Bud" Reber, Steve Dehler, Leo Sadlo, Ross Rieke. Clerk/Adm. Rachel Stapleton. OTHERS PRESENT: Tony Pelzer, John Scherer, Dale Salo, John Anderson, Kevin Blanchette, Joe Bettendorf, Bill Lorentz. AGENDA APPROVAL: Sadlo made a motion to approve the agenda with additions; Beconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. MINUTES: r"1inuteB of the June 16, meeting was approved Hith a motion by Sadlo; seconded by Reber. AyeB: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. BILLS PAYABLE: Reber made a motion to approve the bills payable aB presented; seconded by Sadlo. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. MAYOR REPORTS: The proposed agreement for the Bignal project on CSAH 75, waB diBcuBBed with Doug Weiszhaar, Count.y Engineer, at meeting, and came to agreement to change several partB. The City will take over the frontage roads when they are completed to City standards, and City and County liability in maintenance of the completed Bignal is to be spelled out in the agreement. Reber made a motion to approve the agreement with the changes and give the Mayor authorization to Bign it; seconded by Rieke. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. The signing program in the City will be completed by the end of July, with neH signs and replacement signs inBtalled in the places deBignated by the independent firm who did the Burvey. The Mayor alBo discussed No Parking on East Cedar Street, and Mayor LOBO made a motion to approve the folloHing resolution; seconded by Sadlo. Ayes: LOBo, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carriE:d. RESOLUTION WHEREAS, the City of St. Joseph deBires to secure the :l6°? ,,' ~ . __ - V· ~ at one end. The Council diBcussed it and Sadlo made a motion to resolve that the speed in the above alley area is a problem for the Bafety of the general public and the need exists to exercise more traffic control. Therefore the interBections are designated Btop areas and the speed limit iB reduced to 15 miles per hour. Four BtOP Bigns and adequate speed limit signs Hill be pOBted to inform traffic. The police department will be required to enforce these laws. Reber seconded the resolution. AyeB: LOBO, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. CLOVERDALE ESTATES THIRD ADDITION: Building Inspector Reber discussed a letter of complaint Hritten by Mike Phillipp, concerning building practices of houBe construction, in this addition. Council requested that the Clerk respond to the allegations, with the aSBistance of the Building InBpector and attorney. Dehler made a motion to request street lighting for this area from StearnB County Electric Coop; seconded by Sadlo. AyeB: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. The Council agreed to Btudy the area for signing needs in the future. Mr. Salo stated that he is prepared to present the plat for his next phase, to the Planning Commission. Council discussed the drainage iBsue with him. Mr. Salo stated that he had already had his engineers do a drainage study and is willing to deposit $5,000 in escrow, for future drainage work. The Council stated that they Hould consider allowing Mr. Salo to proceed with the second phase of development Hhen he haB everything completed, current and accepted by the City, with the firBt phase. Mayor declared a receBS at 9:17 p.m. Mayor declared the meeting back in sesBion at 9:28 p.m. CHIEF OF POLICE REPORTS: Bill Lorentz discussed with the Council contested cases of unlawful assembly from the May 20th incident. He inquired if the City wished to bear the cost, to pursue these cases to court aB a deterrent effect. After discussing options Hith the City Attorney, Reber made a motion to allow the charges to be reduced to a petty miBdemeanor; seconded by Sadlo. AyeB: Loso, Reber, Sadlo, Rieke. Nayes: Dehler. Motion carried. Chief Lorentz also diBcussed a bill for damages to a private car, alleged to have been damaged during the May 20th incident, which had been presented to the Chief of Police. Mayor agreed to discuss the situation with the Sheriff. I RESOLUTION WHEREAS, the City of St. Joseph deBires to Becure the -I n r\ r ... .. r-- :("I,! ;~. ~ - - "-' .,-,.j safety and welfare of all. and wishes to allot>¡ traffic to f lov¡ on all street in a safe manner, AND, Cedar Street East i ç: to narrO¡-J for the safety of I -~ traffic when vehicles are parked on that street; AND, that the City of St. Joseph, recognizes that there is a need to designate Cedar Street East a no parking zonE: on both sides of the street, THEREFORE, BE IT RES()L VED , that the City of St. Joseph prohibits parking on both sides of Cedar Street East, betl'Jeen College Avenue and Third Avenue East, and that the necessary signs ¡,¡i 11 be installed, and possible additional Stop Signs on Second Avenue NorthHest may be installed. Mayor Loso also discussed traffic problems on Second Avenue Northwest, and visibility problems at some corners Here discussed, Street Commissioner Reber agreed to look into visibility problems. COUNCIL REPORTS: SADL() : Pump for t·¡ell #3 is not installed YE:t, but should be soon. REBER: 1 ) Trees on by St. Joseph Apartments are just scrub t.rees and should be allowed to be removed as request,ed. 2) Building Inspector position: tHO applicants qualify. Council agreed t.o have the Council interviet-í these applicants. Clerk to set up intervie~-Js as soon as possible. RIEKE: Planning Commission will hold a hearing, for t'1ike Contardo for a variance request, on July 11. I DEHLER: Park Board met and discuBsed Band boxes in the tot lots; put up the Big Toy; recreation program going Hell; also Park Board discusBed ~'¡eed control in Millstream Park with Jim Marthaler; Board recommended appointment to fill vacancy on Park Board. ALLEY TRAFFIC: Kevin Blanchette and John Anderson discussed with the Council their concerns with traffic in their alley from Minnesota Street to Ash Street betHeen First and Second Avenues Northeast. Their concerns were Hith Bpeed and volume I of thru traffic to CSAH 75 and discussed possible HaYB to alleviate it.. They suggeBted cloBing the alley or at least j 6n/7 ," r IJ - -' \.",,, at one end. Block 10 of the Original TO~'Jnsi te. Requested a Compliance Order be issued to the OHners, that the building is unfit for ììuman habitation and to make safe and secure so that it is not hazardous to the health, safety and welfare of the public and doeB not constitute a public nuisance.
