PurBuant to due call and notice thereof, t,he City Council for I
the City of St. Joseph met on Thursday, AUgUBt 4, 1988 at
7:30 p.m. in City Hall.
ME£V1BERS PRESENT: Mayor Mike Loso; Councilmen Donald "Bud"
Reber, Steve Dehler, ROBS Rieke. Clerk/Adm. Rachel
Stapleton. Leo Sadlo HaB abBent due to vacationing out of
town.
OTHERS PRESENT: Brian Murphy, Bill Lorentz, Paul Cotton, Joe
Bettendorf.
AGENDA APPROVAL: Rieke made a motion to approve the agenda
with additions; seconded by Reber.
Ayes: Loso, Reber, Dehler, Rieke.

MINUTES: MinuteB of the July 7, July 1 ,-} and July 21

meetings were approved as corrected with a motion by Rieke;
seconded by Reber.

BILLS PA':{ABLE: Reber made a motion to approve the bills I
payable as preBented Hith one comp time request denial, due
to inadequate jUBtification; Beconded by Rieke.

TREASURERS REPORT: Dehler made a motion to approve the June
TreaBurers report aB presented; seconded by Rieke.
Ayes: LOBo, Reber, Dehler, Rieke.
Nayes: None. Motion carried.
t"1AYOR REPORTS: 1 ) tvlr. Rothfork haB agreed to allow the City
to purchase a parcel of property owned by him, on EaBt Elm
Street between College Avenue and First Avenue Northeast. An
alternate site is North of County Road 75 on the hill. The
alternate ·site would 10Her the costs of the tower, but would
require more easementB and watermain COBtS would be higher.
2) Krey Electric is checking on the Hiring in the annex
building. It appears that there is 200 amp service to the
building, t.-Jhich has not been connected. The proposal is to
hook up the 200 amp Bervice, leave the 100 amp service hooked
up and Beparate the apartments from the officeB for electric
service.
COUNCIL REPORTS: REBER: 1 ) Recommend getting plans drawn up
for facelifting of City Hall. Rieke made a motion to have Al I
MaleBka draH up plans for facelifting of City Hall; Beconded
by Dehler.

2) Reber also discussed a bent rim on the patrol car, caUBe
of it, and prevention of future problemB of this nat.ure.
RIEKE: Planning CommiBBion met AugUBt 1st and discuBsed
various issues. They intend to further discuss minimum lot
Bize and minimum lot width at the next regular meeting.
DEHLER: No report.
LIQUOR LICENSE VIOLATION: Brian £Ylurphy, representing Pink
Flamingo, Inc. d/b/a Mid\,.,¡ay on Main, appeared before t.he
Council to discussed a liquor license violation, and waived
the right to an evidentiary hearing. The violation was of
drinking after hours by employees and the owner of the Bar.
Brian admitted the violation had occurred. Reber made a
motion to recognize that a violation had occurred and that a
one day suspenBion of the liquor license of the Pink
Flamingo, Inc. d/b/a Midway on Main, would be imposed as a
penalty. The penalty is suspended on the condition that no
further violations OCCUr Hithin a six month period. At the
end of six months the penalty will be releaBed. The motion
Has seconded by Rieke.

The Council directed the Clerk to write a letter to all the
liquor licenBe holders as a reminder that drinking after
hours iB prohibitE:d in the bars. The Chief of Police was
directed to deliver these letters to the bar OHners.
CHIEF OF POLICE REPORTS: Chief Lorentz reported on 1 ) the
hail damage to the new patrol car, estimate $3,297.35. It
will take about ten days to repair. DiscusBed with the
Council on use of a loaner or rental car during the tie up
time.
2) The need to have a public bicycle sale on unclaimed
bicycles to provide more storage space. Dehler made a motion
to have a public bicycle Bale for unclaimed bicycles;
seconded by Reber.

WELL NU£V1BER 3: Joe Bettendorf, City Engineer, presented and
discussed with the Council, Preusser Construction CompanY'B
Application for payment #2, for the Well #'-" project. Rieke

made a motion to approve PreUBser Construction Company's
Application for payment #2, of $2,716.42 for Division A of
Well #3 project; Beconded by Reber.

At 10:30 p.m. the Chair extended the meeting 30 minutes.
FIRST AVENUE SOUTHEAST ASSESSMENT HEARING: Rieke made a
motion to approve a Resolution For Hearing on PropoBed
ABBessment to asseBS the costs of curb and gutter on First
Avenue Southeast; seconded by Dehler.
Ayes: Loso, Reber, Dehler, Rieke.
Nayes: None. Motion carried.
EHPLOYEE HEALTH INSURANCE CAP: Rieke made a motion to
clarify the employee health insurance cap, to alloH the City
to pay the health inBurance premium. up to the level of
payment in 1987, as establiBhed at the schedule. The cap
would stay the same for each employee aB it was in 1987. Any
decreaBe in spouse or dependent coverage would not affect the
cap. The motion \-Jas seconded by Reber.

CAPITAL OUTLAY REOUEST, MAINTENANCE DEPARTMENT: After
Council discuBsion of City needs, Dehler made a motion to
approve the purchase of the capital outlay requests of the
Maintenance Department for a 743 Melroe Bobcat-complete on
presentation of tHO quoteB, not to exceed $14,680, and a
tandem axle trailer at $1,675; Rieke seconded the motion.
Ayes: Loso, Dehler, Rieke.
Nayes: Reber. Motion carried.
Dehler and Rieke were appointed aB employee Balary
negotiation committee.
ADJOURN: The meeting was adjourned at 11:00 p.m. Hith a
motion by Reber; seconded by Rieke.
