HomeMy WebLinkAbout1988 [08] Aug 18 618 August 18, 1988 Pursuant to due call and notice thereof, the City Council for I the City of St. Joseph met on Thursday, August 18, 1988 at 7:30 p.m. in City Hall. MEMBERS PRESENT: Mayor Mike Loso; Councilmen Steve Dehler, Leo Sadlo. Ross Rieke. Clerk/Adm. Rachel Stapleton. Councilman Donald "Bud" Reber was absent. AGENDA APPROVAL: Rieke made a motion to approve the agenda; seconded by Sadlo. Ayes: Loso, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. MINUTES: Minutes of the Au~ust 4. meeting was approved as corrected with a motion by Sadlo; seconded by Rieke. Ayes: Loso, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. MAYOR REPORTS: 1 ) Sr. Kathleen at St. Ben's has not responded to inquiries of the power plant operators answering the fire phone on the night shift. during the ensuing school year, and relieve the City of this responsibility, which the City has been required to do durin~ the summer months. The Mayor will attempt to contact her again next week. 2) Governor sponsored Great River Cleanup, scheduled for Saturday, August 20, is an event to clean up the river banks I in the area by volunteers. Watab River banks in Millstream Park will be St. Joseph's area of participation in this project. 3) The police federation contract for 1988 will stand as written. for the 1989 the requested clarification by the federation, may be included in the contract. COUNCIL REPORTS: SADLO: Sadlo requested that St. Ben's give a formal notice on their status of answering the fire phone and be made aware that this is their input for fire protection. RIEKE: No report. DEHLER: Park Board discussed at their meeting, 1 ) Winter recreation pro~ram proposals for coming winter. 2) Police patrolling at Millstream Park needed. 3) Proposals for hockey rink, could be moved to baseball park if interested persons approve. 4) Park Board requested that two more speakers be purchased for the skating rink in the baseball park and that the existing wires need to be buried when the maintenance dept. has time. Rieke made a motion to approve the purchase of two speakers and necessary wirin~. up to $60, for the skating rink in the baseball park; seconded by Sadlo. Ayes: Loso. Dehler, Sadlo, Rieke. I j Çùo1 0 _0,-0 Rieke made a motion to approve the costs of the installation of natural gas hookup and a stove to the warming house in the baseball park; seconded by Sadlo. Ayes: Loso, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. MILLSTREAM PARK EASEMENT REQUEST: Rieke made a motion to approve an easement request of Northern States Power Company including the recommendations of the City Attorney, from a point in Millstream Park to County Road No. 2, to allow electric power to be provided to the Steve Reber property north of Millstream Park; seconded by Sadlo. The legal description is: that part of the West Half of the Northeast Quarter (W 1/2 NE 1/4) lying North of the Northeasterly right-of-way line of US Highway No. 52, in Section Nine (9) , Township 124, Range 29. The easement shall be limited to a strip of land 10 feet in width being 5 feet on either side of the following described line and extension thereof; commencing at the Northwest corner of the West half of the Northeast Quarter (W 1/2, NE 1/4); thence south along the west line thereof 335.07 feet to the point of beginning of the line to be described; thence deflect left 8<:f 35' 40" for a distance of 345 feet and there terminating. Ayes: Loso, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. HAILSTORM DAMAGE: Clerk reported that the Insurance Company has reviewed the hail damage and all the bUildings need repair, also the police car, maintenance pickup and some of the maintenance equipment will need repairs. Most of the damage is covered by insurance. Rieke made a motion to have all the building damage repaired except the far bathroom which is dilapidated, and the bathroom by the Lions shelter, both at Millstream Park. (The Lioness' intend to put in new bathrooms by the shelter.) Replace only the windshield on the 84' Ford Pickup. The motion was seconded by Dehler. Ayes: Loso, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. CAPITAL OUTLAY REQUEST: Rieke made a motion to approve a capital outlay request for the Fire Department, for 911 adaption equipment of $2,151; Sadlo seconded. Ayes: Loso, Dehler. Sadlo, Rieke. Nayes: None. Motion carried. CLERK/ADMINISTRATOR REPORTS: 1) League of Minnesota Cities regional meeting will be held in Cold Spring on September 21 this year. 2) A proposal to install sidewalk by the Elderly Apartments was presented, to consider at the next meeting. 3) The primary election will be held on September 13, the general election will be held on November 8 and the school district is having a bond election on October 18. ELECTION JUDGES: Rieke made a motion to approve the following persons as election judges for the upcoming elections. The motion was seconded by Sadlo. Tillie Wasner.
