MEMBERS PRESENT: Mayor Mike Loso; Councilmen Donald "Bud" Reber, Steve Dehler, Leo Sadlo, ROSB Rieke. Clerk/Adm. Rachel Stapleton. AGENDA APPROVAL: Sadlo made a motion to approve the agenda; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. MINUTES: Minutes of the September 1 meeting was approved with a motion by Dehler; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. Dehler made a motion to approve the minutes of the September 15 meeting; seconded by Rieke. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. Dehler made a motion to approve the minutes of the September 22 meeting; seconded by Sadlo. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. NayeB: None. Motion carried. MAYOR REPORTS: Mayor reported that he will meet with Sister Kathleen next week on annexation, the 911 Bystem problems, and precinct 3. COUNCIL REPORTS: SADLO: 1 ) Maintenance Department would like to see an easier method of reading meters. Need to get a computerized utility system implemented as soon as possible, for ease of setting up meter routes. 2) All indications are that refuse rates will be increasing drastically when the contract expires. Request that Jerry Henkemeyer come to a meeting and discUSB any information which would be helpful in containing the rate increase. REBER: 1 ) City engineer should be notified that the contractor should get 1st Avenue Southeast cleaned up expediently. 2) Al Maleska no longer does architectural drawings, as requested for facelifting the front of city hall. Council requested Bud Reber to draw up plans for it, and he agreed. 3) The street restoration by Mrs. Roman Reber's still has not been done. Need to contact the contractor of that job and require him to do it or the City will do restore it. 4) Seventh Avenue Northwest needB street lights. Rieke made a motion to have the City Attorney compose an ordinance amendment Hhen recommended by the Planning CommiBBion; Beconded by Reber. Ayes: LOBo, Reber, Dehler, Sadlo, Rieke. Nayes: None. The Planning Commission Hill hold a hearing as a Board of Appeals on October 25, to conBider a rental housing license compliance order, as requested by William Cerney, for the property located at 134 9th Avenue Southeast. Sadlo made a motion to requeBt that the City Attorney be present at this hearing; Beconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. NayeB: None. Motion carried. STEARNS COOPERATIVE ELECTRIC ASSOCIATION: Mark Pendergast discussed with the Council, hiB company's request for a franchise in the City of St. Joseph. The Council requested the Bection on tree trimming to include "alloHable trimming of trees and Bhrubs and spraying of herbicides to be limited to 10 feet on either Bide of the center line of the pole and 6 feet beloH the Hire. " The Council also requested that the ordinance Btate that regulationB and ordinances, including the excavation ordinance, shall apply. Mayor Btated that this franchise request would be reconBidered when theBe additions are included. Mayor declared a recess at 8:45 p.m. Mayor declared the meeting back in session at 8:50 p.m. COUNCIL REPORTS: DEHLER: 1) Local organizations are planning to install the jogging equipment course thiB fall and will require some concrete and supplies. 2) The Boy and Girl Scouts cleaned up the parks this fall. 3) The Lion's Club requested that the City reconsider their request for the storm damage reimbursement for the Boy Scout building. They felt that the roofing job which they did Has larger than Has planned as a project, prior to the Btorm. Also they would like to keep the flexibility to alloH them the decisionB on Hhat projectB they wish to do for the City, rather than to be constricted by City requirements to one building. Rieke made a motion to reimburse the Lion's Club 25% of the insurance claim for the Boy Scout building, Hhen the City receives the money, and put the other 75% in a fund for the Lion's or any organization to use for Boy Scout building needs. The motion was seconded by Sadlo. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. 16°1 r, ('., I , ----," -'1_ MILLSTREAM PARK HOUSE: Council discussed the cOBts of roofing the Millstream Park house, the future of it, and need to tidy up the area around it. Also discussed were removal of the out buildings, possible destruction or restoration of the house to the original log cabin. Council stated that the maximum amount of time the renter could live there is three more years (to 1991). Also discussed the need for a right turn lane entrance into the park. Paul Cotton requested reimbursement of $920 for the labor of reshingling the roof. Reber made a motion to reimburse Paul for the labor costs of reroofing, to be added to his rent over a three year period; seconded by Sadlo. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. PARK RENTAL FEES: Reber made a motion to set the park fees at $25 per time, for everyone who rents the parks; seconded by Sadlo. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. tvlotion carried. LA PLAYETTE NON-ALCOHOLIC NIGHT: Bill Lorentz, Chief of Police presented plans from the La Playette for controls for a non-alcoholic night. Also discussed that he was providing adequate security. Reber made a motion to approve the plans as presented; seconded by Sadlo. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None. Rieke abstained. CAPITAL OUTLAY REQUEST: Rieke made a motion to approve the capital outlay requests of the Police Chief for a replacement scanner, at $104.45, for one which Has damaged by lightning, and a microwave at $74.99; seconded by Sadlo. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. Reber made a motion to approve Dick Taufen's attendance at Water Operators school in Waite Park, on October 26; seconded by Rieke. Ayes: LOBo, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. 3) Clerk presented gambling license applications of College of St. Benedict Athletic Department. Council discussed the applicability of this group. 4) Report of the summer recreation swimming program at St. Ben's Has given, aB received from Community Education. 5) Stearns County agreed to include stripping of Second Avenue in their contract. 6) A stop sign requeBt from the school district, for a stop sign at the alley by Swanson's Day Care Center. Council will consider at the next meeting. 7) The Police Chief preBented an offer for tOHing of cars. Dehler made a motion to approve the use of Joe's Countryside Auto for towing and storing cars as needed this Hinter. Rieke seconded the motion. Ayes: Loso, Dehler, Sadlo, Rieke. Nayes: Reber.
