January 5, 1989
I Pursuant to due call and notice thereof, the City Council for
the City of St. Joseph met on Thursday, January 5, 1989 at
7:30 p.m. in City Hall.
MEMBERS PRESENT: Mayor Mike Loso; Councilmen Donald "Bud"
Reber. Steve Dehler, Ross Rieke. Councilman Sadlo absent due
to vacation. Clerk/Adm. Rachel Stapleton.
OTHERS PRESENT: Duane Sorenson.
AGENDA APPROVAL: Dehler made a motion to approve the agenda
with additions; seconded by Rieke.
Ayes: Loso, Reber, Dehler, Rieke.
Nayes: None. Motion carried.
MINUTES: Minutes of the December 1 & 15 meetings were
approved with a motion by Dehler; seconded by Rieke.
Ayes: Loso, Reber, Dehler, Rieke.
Nayes: None. Motion carried.
TREASURERS REPORT: Dehler made a motion to approve the
November Treasurer's report; seconded by Reber.
Ayes: Loso, Reber, Dehler, Rieke.
Nayes: None. Motion carried.
BILLS PAYABLE: Reber made a motion to approve the bills
payable as presented: seconded by Rieke.
Ayes: Loso, Reber, Dehler, Rieke.
Nayes: None. Motion carried.
MAYOR REPORTS: 1 ) Several problems emerged on the EI Paso
addition. The plans did not provide for the correct fire
rating for the use of this commercial building. After
several meetings the problems are now resolved and
construction wìll include materials to provide for the proper
fire rating.
2) New Years resolution is to insist that reports will be
done on time, each month, for all departments.
COUNCIL REPORTS: REBER: No report.
RIEKE: 1 ) Requests follow up on the Scherer situation.
2) A thank you letter should be sent to Phil Durkee for his
many years on the Planning Commission. Dehler made a motion
to send a letter of commendation and a certificate to Phil
Durkee for his nine and one half years on the Planning
Commission and for functioning as secretary for his duration
on the Commission. The motion was seconded by Reber.

DEHLER: The Park Board met and discussed:
1) Dan Stark is preparing a winter recreation program for all

ages.
2) Consider hiring out jobs to be done in the Parks, or a
part time maintenance person in order to get projects and
jobs needed done in parks.
3) Would like Millstream Park driveway kept open for winter
use of the park.
4) Would like window put in warming house in Baseball Park.
5) Would like monthly communication from maintenance on jobs
accomplished during the month.
6) Skating rink is operating now and police will check on it
once each day.
OATHS OF OFFICE: Mayor Mike Loso and Member of the Council
Ross Rieke took the oath of office for their new term, upon
being re-elected. Councilman Sadlo will take the oath on his
return from his vacation.

1989 APPOINTMENTS: Dehler made a motion to approve the
Mayor's appointments for 1989; seconded by Rieke.
Ayes: Loso, Reber, Dehler, Rieke.
Nayes: None. Motion carried.
ORDINANCE AMENDMENTS: Dehler made a motion to approve
amendments to the code of ordinances Section 57.4, which
allows permit fees to be established by resolution; and
Section 55.15, which deals with the manner compliance orders
will be handled. The motion was seconded by Reber.
Ayes: Loso, Reber, Dehler, Rieke.
Nayes: None. Motion carried.
HEALTH INSURANCE: After Council discussion, Dehler made a
motion that the City would pay 85% of the monthly premium for
health insurance for each employee and the employee would be
required to pay the remaining 15%. The motion was seconded
by Rieke.
Ayes: Loso, Reber, Dehler, Rieke.
Nayes: None. Motion carried.
FIRST AVENUE SOUTHEAST: Reber made a motion to approve the
application for payment #2 of Hardrives, Inc. of $539.60;
seconded by Rieke.
Ayes: Loso, Reber, Dehler, Rieke.
Nayes: None. Motion carried.
WELL #3 (1988 MUNICIPAL WELL IMPROVEMENT): Rieke made a
motion to approve application for payment #2 (final) of Jack
Fischer Well Co. of $5,757.55; seconded by Reber.
Ayes: Loso, Reber, Dehler, Rieke.
Nayes: None. Motion carried.
Dehler made a motion to approve application for payment #3 of
Molitor Excavating; seconded by Rieke.
Ayes: Loso, Reber, Dehler, Rieke.
Nayes: None. Motion carried.
Rieke made a motion to approve application for payment #4 of
Pruesser Construction of $2,031.18; seconded by Reber.
Ayes: Loso, Reber, Dehler, Rieke.
Nayes: None. Motion carried.
ENGINEER RATE SCHEDULE FOR 1989: Rieke made a motion to
approve the rate schedule for 1989 as presented by the City
engineer; seconded by Reber.
Ayes: Loso, Reber, Dehler, Rieke.
Nayes: None. Motion carried.

WASTEWATER SCHOOL: Rieke made a motion to approve Jim
Marthaler's attendance at Wastewater school in St. Cloud,
February 14; seconded by Reber.
Ayes: Loso, Reber, Dehler, Rieke.
Nayes: None. Motion carried.
OFFICIAL NEWSPAPER REQUEST: The Council considered the
request by Stearns Morrison Enterprise to appoint that
newspaper as the official newspaper. After discussion the
Council felt that currently Stearns Morrison does not have
adequate saturation in the area to adequately inform our
citizens of needed information. If in the future that
newspaper can show adequate saturation in our area the
Council will then consider it.

motion was seconded by Reber.
