Pursuant to due call and notice thereof, the City Council for
the City of St. Joseph met on Thursday, February 2, 1989 at
7:30 p.m. in City Hall.
MEMBERS PRESENT: Acting Mayor Donald "Bud" Reber; Members of
the Council Steve Dehler, Leo Sadlo, Ross Rieke. Mayor Mike
Loso was vacationing in Texas. Clerk/Adm. Rachel Stapleton.
OTHERS PRESENT: Duane Sorenson.
AGENDA APPROVAL: Dehler made a motion to approve the agenda
with additions; seconded by Sadlo.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
MINUTES: Minutes of the January 19 meeting were approved
with a motion by Sadlo; seconded by Rieke.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
BILLS PAYABLE: Sadlo made a motion to approve the bills
payable as presented; seconded by Rieke.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
ACTING MAYOR REPORTS: 1 ) Reber recommended sending the
Sno-Joes a letter of thanks for their assistance in
controlling snowmobile traffic problems in the City.
2) Krey Electric agreed to put necessary'adaption rings in
the electric outlet boxes in the City Offices so that the
wallpapering can be finished. The remodeling has required
that this be done in order to meet code.
COUNCIL REPORTS: SADLO: 1) Received a response from
Donabauer on televising well #2. Quote was $750 for
televising only. Total quote which included acid treatment,
etc. is $2100. Will have City Engineer review the proposal.
2) City Engineer is contacting the original company which
installed the tank in the water treatment facility, which is
showing corrosion. Will meet with their representatives and
consider corrective options.
RIEKE: No report.
DEHLER: No report.
EASEMENT REQUEST: The Council considered the easement
request of Douglas Inselman. He requested a release of the
existing easement in return for a new easement along the edge
of his property because the existing one is under a corner of
his house. Rieke made a motion to authorize the Mayor to
sign for the City, an agreement allowing the release of the
current drainage and utility easement and create a new
utility and drainage easement for future use over, under, and
across the Inselman property, and to approve compensation to

the City for any and all damages suffered as a result of this
agreement, the sum of $5,000. The property is legally
described as Lot ten ( 10) , Block One (1) , Hollow Park; Street
address: 403 Cypress Drive, St. Joseph, Minnesota.
The new drainage and utility easement is described as: An
easement for drainage and utility purposes over part of Lot
Ten ( 10) , Block One ( 1 ) , Hollow Park, Village of St. Joseph,
Stearns County, Minnesota, described as follows: the North
8.0 feet of said Lot Ten (10) , Block One (1) , AND a 5.0 foot
easement. 50.0 feet long, along the East line of said Lot
10, Block 1 , the center line of said easement described as:
commencing at a point on the North line of said lot 10,
Block 1, 2.5 feet West of the Northeast corner of said Lot
10; thence on an assumed bearing of South parallel to the
East line of said lot 50.0 feet South and there terminating.
The motion was seconded by Sadlo.

POLICE EMPLOYEES FEDERATION REQUEST: Sadlo made a motion to
deny the request of the St. Joseph Police Employees
Federation to consider an additional 2% salary increase and
an increase in clothing allowance; seconded by Dehler.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
APARTMENT RENT: Dehler made a motion to increase the
apartment rent to $300 per month for apt. #1, and $150 per
month for apt. #2, effective June 1, 1989.
TREE INSPECTOR: Sadlo made a motion to approve Jim
Marthaler's attendance at Tree Inspector Workshop on March
29th, in Alexandria; seconded by Rieke.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
WATER SUPERINTENDENT: Sadlo made a motion to approve Dick
Taufen's attendance at Water Operator's School, in Albany on
February 22; seconded by Rieke.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
The Council requested a short report on all school and
seminar attendance by employees. This may be a short, one or
two paragraph written report, or a short oral report to the
Council.
CSAH 75 SIGNAL PROJECT: The State has completed the Project
Path Report and the County as lead agency, is now prepared to
set a public hearing. Sadlo made a motion to hold the public
hearing on March 16. 1989, at 8:00 p.m. The motion was
seconded by Rieke.

FCC RADIO PERMITS: The Council recommended that the
Department Heads keep all permits current. Sadlo made a
motion to allow payment of the fees to FCC for the Police,
Fire Department, and Maintenance radios; seconded by Rieke.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
POLICE CHIEF REQUESTS: Council discussed the Chief's request
to have the radio removed from his old personal car and
reinstalled in his newer personal car and to remove the snow
bank behind the car so that he can get it out. The Council
discussed the need for the radio and will have the Police
Commissioner assess the situation when he returns from
vacation.
FREEZE RUN: Dehler made a motion to allow Bill Meinz
property, only, be charged at an average of the previous
months water usage during times of freeze runs, as the
situation may be caused by City alterations; the motion was
seconded by Sadlo.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
I CLERK/ADMINISTRATOR REPORTS: 1) Local Government Forum is
February 23rd in St. Cloud.
2) Minnesota Rural Water Association is requesting membership
of the City of St. Joseph.
3) Clerk presented the final grant application to Minnesota
Small Cities Development Program, for a water tower grant.
The meeting was adjourned at 9:05 p.m. with a motion by
Sadlo; seconded by Rieke.
