Pursuant to due call and notice thereof, the City Council for
the City of St. Joseph met on Thursday, February 16, 1989 at I
7:30 p.m. in City Hall.
MEMBERS PRESENT: Acting Mayor Donald "Bud" Reber; Members of
the Council Steve Dehler, Leo Sadlo, Ross Rieke. Mayor Mike
Loso was vacationing in Texas. Deputy Clerk Judy Weyrens.
OTHERS PRESENT: Dick Taufen, Greg Kacures, Joe Bettendorf.
AGENDA APPROVAL: Sadlo made a motion to approve the agenda;
seconded by Dehler.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion Carried.
MINUTES: Minutes of the February 2, 1989 meeting were
approved with a motion by Dehler; seconded by Rieke.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion Carried.
ACTING MAYOR REPORTS: 1 ) Reber reported the 1984 Ford Truck
is in need of a new engine. Public Works Director, Dick
Taufen, presented an estimate of $550.00 for a used engine
and installation from Bill Wasner's Sales & Service. Sadlo
made a motion to purchase and have installed the used engine
from Bill Wasner for $550.00; seconded by Rieke. I
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion Carried.
2) The police car is in need of new brakes and tires. These
costs may be covered under warranty.
3) The new carpeting in the City Clerk's Office needs
protection from traffic in front of the door, suggested
renting a runner to lessen traffic lines. Sadlo made a
motion to have Leef Bros bring in a runner and replace every
two weeks for a 2 month trial period, at a cost of $7.05 per
month; seconded by Rieke.

COUNCIL REPORTS: SADLO: The Fire Board met on February 6.
After discussing the budget, they approved replacing two
pairs of boots for $300. They also discussed the role of a
computer in the operation of the Fire Department. The Fire
Board recommends contributing up to 50% of the cost of the
computer and the software. The remaining 50% would come from
outside sources.
RIEKE: The planning commission will met on March 6, at which
time the hearing for Scherer Trucking will take place.
DEHLER: The Recreation Association would like the City to
check with the legalities of the Assoc. applying for a
gambling license to conduct lawful gambling operations on the I
leased Millstream Park property. Dehler made a motion to
have the Mayor, Mike Loso, call the City Attorney when he

returns from vacation, to see if this is permissible;
- seconded by Rieke.

Nayes: None. Motion Carried.
(2 ) The Association is looking at improving the softball
field facilities at Millstream. In doing this, their is an
area on the South side of the leased area that needs to be
filled in with clean fill. They are requesting the Council
to ask the appropriate City employees to assist the
Association in directing contractors, home owners or others
to dispose of clean excavated gravel or dirt in appropriate
area. After discussion the Council felt that the association
should receive information from the Soil and Conservation
Department and the DNR to see what clean fill is defined as
and what they would allow to be filled into that area.
(3 ) The financial statement for the Recreation Association
was presented.
4) The Park Board requested a orange fence be purchased and
placed along the bleachers at the ballpark so when kids are
sliding down the hill the don't slide into the bleachers.
After discussion, the Council felt that the current system of
plowing 15 to 20 loads of snow in front of the bleachers
would be more reasonable than a fence.
CITY ENGINEER REPORTS: Joe Bettendorf, City Engineer,
presented proposed plans for the CSAH 75 Signal project. He
has been meeting with the property owners who are most
significantly affected by the improvement.
PUBLIC WORKS DIR. REPORT: 1) Dick Taufen, Public Works
Director questioned the water/sewer hook up charges that
should be charged on the St. Joseph Gas & Bait and the New
Dental Builidng on 2nd Ave. NW. Acting Mayor Reber asked Joe
Bettendorf to check into this matter. 2) Requested the City
purchase a key storage box to store the City keys. Rieke
made a motion to approve the purchase of a key security
control system for $100 from Brannan Locksmith; seconded by
Dehler.

REFUSE/RECYCLING: Councilman Sadlo volunteered to lead a
committee to look into possible methods of recycling and
alternative methods of charging for refuse collection.
CLERK/ADMISTRATOR REPORTS: 1 ) The police federation has
signed the 1989 wage contract of 5% wage increase and a 15%
participation by the employee on their health insurance
premium. 2) Ron Euteneuer turned in the building
inspection fees for the months of December 1988, and January
1989. A motion was made by Rieke to approve the bills as
. presented by Ron Euteneuer; seconded by Sadlo.

3) The annual Clerk's Conference ¡'lill be held in Alexandria
on tv]arch 15-17, Sadlo made a motion to approve the City
Clerk, Rachel Stapleton, to attend the Clerk's Conference;
seconded by Rieke.
Ayes: Reber, Dehler, Sadlo, Rieke,
Nayes: None. !v]otion Carried.
4) When the City installed the alarm panels at the pump
station and water plant the system was set up to dial at Dick
Taufen and Jim Marthaler's house if the alarm was not
answered by the Clerk's office or police department. These
dialers require a touch tone phone service and Dick nor Jim
had this service to their house before the alarm panel
installation. They are requesting that the City pay the
$1.20 per month for the touch tone, Sadlo made a motion to
pay $1.20 per month for touch tone service to Dick Taufen and
Jim Marthaler's house; seconded by Dehler,

4) The Spring Training Institute For Police Chiefs. Rieke
made a motion to approve Bill Lorentz's attendance at the
Spring Training Institute For Police Chiefs in Mpls, March
21-23; seconded by Sadlo.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes; None. !10tion Carried.
5) Crime Prevention School. Sadlo made a motion to approve
Jeff Young's attendance at Crime Prevention School; seconded
by Rieke.
Ayes: Reber, Dehler, Sadlo, Rieke.

6) Wastewater Operators School. Sadlo made a motion to
approve Jim Marthaler's attendance at Wastewater Operators
School; seconded by Rieke.
Ayes: Reber, Dehler, Sadlo, Rieke.
Nayes: None. t']otion Carried.
The meeting was adjourned at 10:36 p.m. with a motion by
Sadlo; seconded by Rieke.
