Pursuant to due call and notice thereof, the City Council for
the City of st. Joseph met on Thursday, March 2, 1988 at 7:30
p.m. in City Hall.
MEMBERS PRESENT: Mayor Mike Loso; Councilmen Donald "Bud"
Reber, Steve Dehler, Leo Sadlo, Ross Rieke.
Clerk/Administrator Rachel Stapleton.
OTHERS PRESENT: Duane Sorenson.
AGENDA APPROVAL: Dehler made a motion to approve the agenda
with additions; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
MINUTES: Minutes of the February 16 meeting were approved as
corrected with a motion by Dehler; seconded by Sadlo.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
TREASURERS REPORT: Sadlo made a motion to approve the
January Treasurer's report; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
BILLS PAYABLE: Sadlo made a motion to approve the bills
payable as presented; seconded by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
EMPLOYEE VACATION: Dehler made a motion to require all
employees to submit dates of requested vacation time, yearly,
by January 30, to their department head. Requested dates
must include any balance of vacation time from the previous
year plus 3/4th of the vacation time granted for the current
year. The motion was seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
MAYORS REPORT: 1 ) Researched the request to remove a police
radio from the Chief's old private car prior to his disposal
of the car, and have it installed in his newer private car.
The cost of removal and reinstallation does not justify the
minimal use of the radio.
2) Research of the legality of a request for a gambling
license, by St. Joseph Recreational Assn. Inc. on the City
owned property which they lease has indicated that gambling
under these conditions is allowed.
COUNCIL REPORTS: SADLO: 1 ) Attended Local Government Forum
meeting. Discussed the new tax law and to lower the burden
of taxes for some groups and its effect on other groups.

2) Any abandoned well must now be properly capped by an
approved well driller.
3) Well #2 - the draw dOí-m is going down tremendously.
Donabauer Well and Pump Company quoted $2141,25 to acid treat
the well, clean it with air, and televise it to determine any
problems. Reber made a motion to allow Donabauer Well and
Pump Company to service the well as quoted; seconded by
Rieke.

4) Sadlo, as requested, as committee of one, checked on
controlling refuse volume and costs. He met with Jerry
Henkemeyer and toured the plant and digester. His company is
doing an indepth amount of recycling.
5) Water filter tank report - insulation on exterior of tank
should be removed and epoxy applied. An inspection by a
representative from the company which originally installed
it, Tonka Equipment Company, believes that there are holes in
the bottom of the tank. The liner and other repairs will
cost from $20,000 to $40,000. t-1ay consider installing a new
tank.
REBER: No report.
RIEKE: Scherer Trucking variance and special use hearing
will be held at the next Planning Commission meeting.
DEHLER: Centennial Committee has approved a logo designed by
Mary Blommer. Rieke made a motion to purchase, with funds
set aside for centennial purposes, 2500 buttons at $.44
a piece, to be sold to celebrate the centennial and raise
money. The motion was seconded by Reber.

WEED MOWING CHARGES: Reber made a motion to raise the
charges for mowing weeds from $15 per hour to $30 per hour,
with one hour minimum; seconded by Sadlo,
Ayes: Loso, Reber, Dehler, Sadlo, Rieke,
Nayes: None. Motion carried,
CLERK/ADMINISTRATOR REPORTS: 1 ) Clerk presented gambling
license applications of St, Joseph Lions Club and St. Joseph
Recreational Association, Inc.
2) Board of Review is set for April 26 at 7:00 p. TIL
3) Police Chief request to attend Legislative Day in St.
Paul. Dehler made a motion to approve the Chief of Police to
attend Legislative Day and give a written report to Council;
seconded by Rieke.
Ayes: Loso, Dehler, Sadlo, Rieke.
Nayes: Reber. Motion carried.
CAPITAL OUTLAY REQUEST: Reber made a motion to approve the
capital outlay request of Administration for a typewriter for
$549; seconded by Rieke.

CITY ATTORNEY BILLING RATE: Sadlo made a motion to approve
the request of the City Attorney to establish the hourly
billing rate at $70 per hour, effective March 1, 1989;
seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
SUPERINTENDENT OF PUBLIC WORKS REPORTS: Dick Taufen reported
on school attended, water tower painting advised to be a
light color for least expansion and contraction, discussed
well abandonment and water born diseases.
ADJOURN: Sadlo made a motion to adjourn; seconded by Reber.
