MEMBERS PRESENT: Mayor Nike Loso; Councilmen Donald "Bud" Reber, Steve Dehler, Leo Sadlo, Ross Rieke. Clerk/Adm. Rachel Stapleton. OTHERS PRESENT: Duane Sorenson, ivlike Deutz, Joe Bettendorf, Bill Hanson, Dale Salo, Greg Kacures, Ted Klein, Edmund Kremers, Eileen Kremers, Dan Schmitz, Rosie Diedrich. AGENDA APPROVAL: Sadlo made a motion to approve the agenda; seconded by Reber. Ayes: Loso, Reber, Sadlo, Rieke. Nayes: None. Notion carried. BILL PAYABLE: Reber made a motion to approve the bills payable as presented to include Giroux Construction for the Fire Hall remodeling project; seconded by Sadlo. Ayes: Loso, Reber, Sadlo, Rieke. MAYOR REPORTS; 1) Louis Jambois, Director of Small Cities Development Program, which the City applied to for a grant for a water tower, sent a letter to Jeff Bertram thanking him for his interest in the needs of the City of St. Joseph. 2) A meeting is scheduled for tomorrow with County representatives tCI disc:uss a more equitable cost share for the CSAH 75 Signal project. Councilman Dehler arrived at 7;45 p.m. COUNCIL REPORTS - SADLO: Sadlo discussed the proposed Federal requirements for identifying and controlling lead and copper minerals in drinking water. They appear to be excessive and of minimal benefit to the utility customers. SadIo introduced the following resolution and made a motion to approve it and to send a letter of explanation along with the resolution, to the district congressmen. The motion was seconded by Reber. Nayor requested the Nike Deutz prepare a written proposal, with I sketch within thirty days, for Council's consideration. DEHLER: 1) Women of Today donated $100 for the Parks. 2) Needed repairs to the bathrooms at Nillstream were quoted by Giroux Construction at $712 each, or $1424 for both, to extend the vents, install new metal urinals, install new roofs, and other minor repairs. Rieke made a motion to approve the repairs as quoted; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. APO SEWER DISTRICT PROPOSAL: Bill Hanson, Director of APO, presented a synopsis of the Sewer District feasibility study recently completed by APO. He discussed the financial differences of the participating entities in the St. Cloud Wastewater Plant and projected future outlook. Council discussed that storm water containment should be required if the District becomes a realit.y. The Mayor declared a recess at 9:20 p.m. The Nayor declared the meet.ing back in session at 9:26 p,m. ALLEY IMPROVEr-lENT: Nrs. Al Diedrich present.ed a petition requesting improvement. of the east. - ¡-Jest alley, parallel t.o Ninnesota Street East, bet.ween First Avenue Northeast and Secónd Avenue Northeast in Block 1 of Loso's Second Addition. Rieke made a motion to accept. the petition and approve the following resolut.ion: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ST. JOSEPH, r'lINNESOTA: 1. A certain petition requesting the improvement of the east - west alley. parallel to IV]innesota Street. East, bet.ween First Avenue Northeast and Second Avenue Northeast in Block 1 of Loso's Second Addition, filed with t.he council on May 4, 1989, is hereby declared to be signed by the required percentage of owners of property affected thereby. Notice of adoption would be sent to area Realtors and banks and posted on public bulletin boards. 4. A notice informing property owners, would be included on rental license applications. WATER TOWER PROPOSAL: Reber moved to approve the following plan to finance the proposed water tower; seconded by Sadlo. Proposed SCDP Grant Funds 600,000 City Set Aside Revenues 200,000 Bonds 300,000 Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. ALLEY VACATION REOUEST: Reber made a motion to accept the petition for vacation of the north - south alley of the south half of Block Ten ( 10) , Original To¡,msi te of St. Joseph, which extends from Minnesota Street, to the east - west alley of Block Ten. The said alley lies between College Avenue and First Avenue Northeast. A hearing date of June 1 is set for this vacation. Rieke seconded the motion. Ayes: Loso, Reber, Dehler, Rieke. The Mayor extended the meeting 15 minutes at 10:30 p.m. FIRST AVENUE SOUTHEAST: Joe Bettendorf discussed the items needed to be completed or corrected on First Avenue Southeast prior to contract completion by Hardrives. One area needs a small amount of black dirt and finish, and some curb and gutter and driveway aprons need corrections. Hardrives, Inc. have been contacted to complete this work. STATE DEMOGRAPHER POPULATION ESTIMATE: Reber made a motion to reject the State Demographer's population estimate of 3251, with 667 households, and review a more accurate count; seconded by Rieke. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. CLERK/ADMINISTRATOR REPORTS: Chief of Police has requested an alley in Block 12 of the Original Townsite, be repaired for traffic safety. CLOUD METROPOLITAN AREA IN tvinDOT' SF, 'r' , 94-95 HAJOR CONSTRUCTION PROGRAM WHEREAS, the City of St. Joseph is located in the St. Cloud Metropolitan Area; and WHEREAS, the new T.H. 15 alignment t,hrough the St, '-i"'1 , (_'1.
