HomeMy WebLinkAbout1989 [06] Jun 22 1705 June 22, 1989 Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met in special session at 7:30 p.m. on June 22, 1989 in the St. Joseph City Hall. MEMBERS PRESENT: Mayor Mike Loso. Councilmen Donald "Bud" Reber, Leo Sadlo, Steve Dehler. Deputy Clerk Judy Weyrens. Councilman Rieke absent. REFUSE COST CONTAINMENT: Refuse costs have increased 25% in the past year. In order to contain the cost, the Council discussed numerous methods of cost effective alternatives, and approved the following methods in refuse disposal and the supplier contract. 11!lgI¡~1 ~Y~X 1~ !jI2! Dehler made a motion to remove all the absentee landlord rental properties from the City refuse contract and require them to contract privately for their refuse removal beginning October 1, 1989; Discussion: The reasoning being that a rental property with an absentee landlord is considered a business, and the City requires all business to contract privately for refuse removal. seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None. Motion Carried. Reber made a motion to make available to the residents the option of a bag system for refuse removal, and to have tags available to be pre-purchased for residents who have more than two cans of garbage. All tags and bags will be handled by the refuse hauler and will cost $2.50 per bag/tag; seconded by Sadlo. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None. Motion Carried. Dehler made a motion to raise the monthly refuse charge to $16.00 per month for regular customers, and to $8.00 for senior customers; seconded by Reber. (This service includes a 2 can, 30 gallon limit per can. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None. Motion Carried. Sadlo made a motion to designate a compost area for the City residents to dispose of yard waste and brush; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None. Motion Carried. Dehler made a motion to hire John Galama at $5.00 per hour to supervise the compost area; seconded by Reber. 1706 Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None. Motion Carried. Dehler made a motion to check into installing a recycling program at the same location as the composting with padlock bins if feasible; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None. Motion Carried. Dehler made a motion to present Harold Klein with accommodation for his conscientious effort in keeping St. Joseph clean; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None. Motion Carried. WATER BAN: Dehler made a motion to allow the public works director, Dick Taufen, to impose a watering ban when he feels it is necessary; seconded by Sadlo. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None. Motion Carried. BROKEN CAR WINDOW: Reber made a motion to pay the $50.00 deductible for the windshield that was hit by a rock while the City was mowing the park; seconded by Sadlo. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None. Motion Carried. ADJOURN: Sadlo made a motion to adjourn at 8:36 p.m. ; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None.
