HomeMy WebLinkAbout1989 [07] Jul 06 1707 I July 6, 1989 Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met on Thursday, July 6, 1989 at 7:30 p.m. in the City Hall. MEMBERS PRESENT: Mayor Mike Loso. Members of the Council Donald "Bud" Reber, Steve Dehler, Leo Sadlo. Clerk/Administrator Rachel Stapleton. OTHERS PRESENT: Richard Taufen, Ken Twit, Terry Loso, Peter Giroux. AGENDA APPROVAL: Dehler made a motion to approve the agenda; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None. Motion Carried. MINUTES: Dehler moved to approve the minutes of the June 15 meeting as presented; seconded by Sadlo. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None. Motion Carried. BILLS PAYABLE: Sadlo made a motion to approve the bills payable except No. 40 (Duane Pfannenstein) for further review I and an itemized bill. The motion was seconded by Sadlo. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None. Motion Carried. MAYOR REPORTS: A legislative wrapup session was attended by the Mayor and Clerk. Discussed were the different requirements of the unworkable current mandate of Truth in Taxation, and the vetoed tax bill. Expect the Governor to call a special session to work the vetoed tax bill out. In order to comply, local governments may need to comply with mandates of both bills. The Mayor also discussed taxable and non-taxable property in the City. COUNCIL REPORTS: SADLO: A water ban may be imposed if it does not rain soon. A letter informing the residents of the refuse rate increases and requirements was sent. Council discussed special rates for the disabled. REBER: 1) The garage needs to be cleaned out to park the Police Car in it when it is not in use. Park Board will find an area and get the slides and jogging course installed. If this is not done soon, will need to find another location to store this equipment. 2) New flag pole will be installed in front of City Hall; will pour a pier of concrete for a base. DEHLER: No report. I HOOKUP FEES, WATER METER POLICY: The Council agreed to the following policy clarification: Application for a water meter and all fees paid, for any property requesting hookup to City Services, shall be made at least ten days prior to releasing 1708 water meter and turning on the water. I ST. JOSEPH FIRE RELIEF ASSOCIATION: Ken Twit, representing the St. Joseph Fire Relief Association, presented an annual financial report of their needs for 1990, and requested a $200 a year retirement increase for the members. Reber made a motion to approve a $200 a year increase, based on the needs presented in the report, in retirement for the active members of the St. Joseph Fire Relief Association, to make the retirement $800 per year for active members, contingent on St. Joseph Township's approval. The motion was seconded by Sadlo. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None. Motion Carried. Fire Chief Richard Taufen reported that the St. Joseph Volunteer Fire Department is hosting the Lake Region area meeting on July 17 and the City Council is invited. The Mayor declared a recess at 9:00 p.m. The Mayor reconvened at 9:08 p.m. CLERK/ADMINISTRATOR REPORTS: 1 ) A complaint was received concerning a raised area at the edge of Minnesota Street, which caused difficulty for bicycle riders. Will have City Engineer and County Engineer review the situation and make I recommendations. 2) Clerk presented a gambling license application of Watab Creek Chpt/MN Deer Hunters Association. 3) Discussed request for cat control in the City and presented sample ordinances for Council to review. 4) A request was received from a Patrolman to have lunch break at his home in Wilshire Apartments where he recently moved. Council felt that the City would have greater protection with an Officer living so close to the City limits and that this request would not adversely affect the Police protection of the City. Dehler made a motion to approve the request, providing the Chief submit in writing, a request and his recommendations. The motion was seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None. Motion Carried. 5) A report on a chlorine leak at the wastewater facility was reported. The chlorine damaged much of the equipment and an assessment of the damage is continuing. The insurance company has been notified. Reber made a motion to approve the pay request of Giroux Construction for repairs to various City buildings, previously approved; seconded by Sadlo I Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None.
