Pursuant to due call and notice thereof, the City Council for- the City I
of st. Joseph met on Thursday, November 16, 1989 at 7:30 p.m. in City
Ha I I.

Reber, Steve Dehler, Leo Sadlo, Ross Rieke, Clerk/Adm. Rachel
Stapleton.
OTHERS PRESENT: Dale Salo, Stuart Goldshen.
AGENDA APPROVAL: Rieke made a motion to approve the agenda with
changes; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried,
TREASURER'S REPORT: Sadlo requested separating the operating revenue
from the reserve amounts, particularly in the Fire Fund, on the
Treasurer's report. Rieke made a motion to approve the treasurer's
report with transfers of tax receipts to the appropriate funds and
quarterly fire protection from the General Fund to the Fire Fund;
seconded by Sadlo.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
MINUTES: Reber made a motion to approve the minutes of the November 2,
1989 meeting as presented; seconded by Rieke. I

Nayes: None. Motion carried.
MAYOR REPORTS: No report.
COUNCIL REPORTS: SADLO and REBER: No report.
RIEKE: Planning Commission met but did not elect a Chairman or
Secretary due to attendance by only four members. Judy Weyrens
requested to assist the comprehensive planing and zoning committee in
their review and updating, as a coordinator of the committee, for an
educational pro j ect. The Counc i I discussed current requirements of the
ordinance pertaining to building and parking, in the business zone.
Dehler suggested that variances issued for off street parking
requirements imposed a monetary payment for each parking space not
provided. A parking fund would be established to provide for future
costs to create parking areas. Esthetics also need to be addressed in
the ordinance.
DEHLER: 1) Park Board met and is preparing a five year plan for
Morningside Park to be presented to the Counci I.
2) Winter Recreation plans are being prepared. Dehler made a motion to
approve Dan Stark as winter recreation director; seconded by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
The Council reviewed a proposed amendment to the liquor ordinance which I
would allow "beer gardens. " Changes to the proposed draft would a II ow
music at levels which the noise ordinance would a I low, fence maximum

sports activities, non gender references. Counc i 1 wi I I consider
revised amendment at next regular meeting.
Mayor declared a recess at 8:25 p. m.
Mayor reconvened the meeting at 8:35 p.m.
CLOVERDALE ESTATES THIRD AND FOURTH ADDITION: Dale Salo discussed with
the Counc i I requirements of payment for these additions. He felt that
his input of $5,000 plus his payment of costs for the engineering study
for drainage should be adequate to cover the costs of drainage for the
area. Counc i I was in general agreement that this was adequate and
current costs of pursuing drainage negotiations and plans would be born
by the Ci ty.
Mr. Salo also questioned the b i I I he received for cleaning the sanitary
sewer of debris. He felt that he should not be responsible for it.
City Engineer and Pub I i c Works Superintendent had stated that cause was
from spring runoff into open basements, Mr, Salo did not reca 11 any
open basements at that time. Counc i I w i I I get statement from Engineer
and PubI i c Works Superintendent and review the issue.
Mr. Salo requested that he be allowed until December 11 to pay the
amount due to the City for costs the City incurred, for his
development. Rieke made a motion to a I low Mr. Salo to continue
construction of homes in his development, according to the agreement,
providing he make payment in fu 1 1 by December 11, 1989. I f payment in
f u 1 I is not made by that da t e, all current bui Iding permits wi 11 be
invalidated. The motion was seconded by Sadlo.

Mr. Salo also presented a request to the City to instal t the
improvements in Cloverdale Estates Fifth Addition, and to start the
administra.tive work on the Fifth Addition, now, and the actual
construction of the improvements in the spring of 1990. Rieke made a
motion to table the request un t i I the second meeting in December;
seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
CLERK/ADMINISTRATOR REPORTS: 1) Water Treatment Facility renovation
rebid is scheduled for opening on November 29, with Counc i 1
consideration on December 7.
2) St. Joseph Po lice Employee's Federation presented wage and benefit
requests for 1990. Council wi 11 consider at the November 30th meeting.
3) Resolution recognizing Mayor's expenses which are included in the
annual salary, Counc i I wi I I consider at the November 30th meeting.
4) Parking violation ticket forms need to be ordered, Counc i I
genera I 1 y agreed that parking by fire hydrant increased to $15, and
handicap violation increased to $100, snow removal violations stay at
$5.

Prevention Safety Officer school in t.he Cities December II-I!:>; seconded
by SadIo.

CIVIL DEFENSE DIRECTOR: Rieke made a motion to approve Robert Loso as
Civil Defense Director for the City with êI, $25 a month stipend for
expenses; seconded by Reber.
Ayes: Loso, Reber, Dehler, SadIo, Rieke.
Nayes: None. Motion carried.
CAPITAL OUTLAY: Rieke made a motion to êI,pprove the capital outlay
request for the \.Jastewater Pump Station, of insulated rubber boots at
$49.99; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
ADJOURN: Sadlo made a motion to adjourn at 9:35 p. m. The motion was
seconded by Reber.
