MEMBERS PRESENT: Mayor Mike Loso; Members of the Counc i I Donald "Bud" Reber, Steve Dehler, Leo Sad la, Ross Rieke. Clerk/Adm. Rachel Stapleton. OTHERS PRESENT: Stuart Goldschen, Joe Bettendorf. AGENDA APPROVAL: Reber made a motion to approve the agenda with changes; seconded by Sadlo. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None. Motion carried. Rieke arrived at 7:31 p.m. TREASURER'S REPORT: Dehler made a motion to approve the Treasurer's report as presented; seconded by Reber. Ayes: Loso, Reber, Dehler, Sad I 0, Rieke. Nayes: None. Motion carried. BILLS PAYABLE: Reber made a motion to approve the bil Is payable as presented; seconded by Dehler. Ayes: Loso, Reber, Dehler, Sad la, Rieke. I Nayes: None. Motion carried. MINUTES: Dehler made a motion to approve the minutes of the February 1 meeting as presented; seconded by Rieke. Ayes: Loso, Reber, Dehler, Sad la, Rieke. Nayes: None. Motion carried. MAYOR REPORTS: 1) Mayor and Dick Taufen met with Sister Kathleen Kalinowski concerning using St. Ben's water wh i Ie the iron removal water treatment facility is out of service due to repair and renovation of the facility. Sister Kathleen was agreeable to a I low use of their water as long as St. Ben's would still have an adequate amount and records are kept on the amount of water the City would use. A meeting wi I I be held on February 26 to discuss the sewer use agreement with St. Benedict's officials. 2) Mike Lindquist was hired as part time po lice officer tentative to Counc i I approva I. Reber made a motion to approve Mike Lindquist, as part time, temporary po lice officer at $9.50 per hour, not to exceed 32 hours per week, with PERA as the only benefit to be received. The motion was seconded by Rieke. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. I 3) There is a dumpster on Birch Street jutting out, into the str"eeL Cler"k to infor"m Po lice Department to rectify the hazard. 1763 SADLO: 1) Repair to the water treatment iron removal facility has begun, project cost estimate is $25,000. DUì~ i ng the r"epai rs, City water will be pumped directly to the tower, but wi I I use St. Ben's water as needed. REBER: No report. RIEKE: Planning Commission met February 5, but did not elect a Chairman or Secretary. Fred Sanda I, APO, met with member's recently to discuss the comprehensive plan. DEHLER: No report. CSAH 75 SIGNAL PROJECT: Joe Bettendorf, City Engineer, discussed the feasibility report, and proposed assessments. Counc i I generally agreed to assess curb and gutter where none exists, and give credit for useful life of existing curb and gutter. Side yard is established as the long side of the property with 50% cred i t. Water improvements will be assessed to the properties on a need basis. Council generally agreed that sidewalks on College Avenue, in the plans, wi I I be designated pub I i c safety sidewalks in the future, and should not be assessed to the property owner. Rieke made a motion to approve a resolution approving the feasibility report and ca II for a pub Ii c hearing on March 15. The motion was seconded by Reber. Ayes: Loso, Reber, Dehler, Sad la, Rieke. Nayes: None. Motion carried. WATER RATES: Counc i I reviewed the water report, revenue and expenditures and proposed capital projects. After discussion of need to increase revenue, Rieke made a motion to increase water rates to 95 cents per 100 cubic feet of water, with minimum at $9.50 per 1000 cubic feet of water bi-monthly. Sadlo seconded the motion. Ayes: Loso, Reber, Sad la, Rieke. Nayes: Dehler. Motion carried. CLINTON VILLAGE: Rieke made a motion to approve a resolution to reassess the balance of the assessments on the lots in CI inton Village which have not been sold, and ca I I for a pub Ii c hearing on April 5. The motion was seconded by Reber. Ayes: Loso, Reber, Dehler, Sad la, Rieke. Nayes: None. Motion carried. Mayor extended the meeting thirty minutes at 10:30 p.m. CLERK/ADMINISTRATOR REPORTS: 1) County overpaid the year end estimated tax settlement. Reber made a motion to refund the County $37,118.40 for overpayment of tax settlement; seconded by Dehler. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Reber made a motion to approve Clerk's attendance at conference; seconded by Rieke. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes; None. Motion carried. 4) Vacancy exists in Police Department. Counc i I committee should establish procedures and qualifications, to advertise position by the end of the month.
