the City of St. Joseph met on Thursday, March 1, 1990 at 7~30
p.m. in City Ha I I .
MEMBERS PRESENT: Mayor Mike Loso; Members of the Counc i I
Donald "Bud" Reber, Steve De hIe r, Leo Sadlo, Ross Rieke.
Clerk/Administrator Rachel Stapleton.
OTHERS PRESENT: Stuart Goldschen, Brian Krawczyk and members
of the CSB/SJU Cycling Club.
AGENDA APPROVAL: Dehler made a motion to approve the agenda;
seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
BILLS PAYABLE: Dehler made a motion to approve the bills
payable as presented; seconded by Sadlo.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
MINUTES: Dehler made a motion to approve the minutes of the
February 15, February 20, and February 21 meetings as
presented; seconded by Sadlo.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
MAYOR REPORTS: 1> C-SPAN 21 was discussed by the APO Fu I I
Board. This recently established planning organization,
seeking support of the area local governments. APO Executive
Board wi I I discuss it further. Mayor stated that he wi I I
take a conservative viewpoint, as the benefits to st. Joseph
appeared to be m i n i ma I , and the dues are costly.
2) A meeting with officials of St. Benedict's was held
concerning the sewer use contract and the problems with the
flow meters. Methods of evaluating the volume of sewer use
by St. Benedict's wi I I be worked out by the end of the month.
3) A meeting wi I I be held with representatives of School
District 742, and representative of the City, concerning
plans for looping a water main around Kennedy Schoo I, to
provide adequate water for fire protection to the property.
COUNCIL REPORTS: SADLO: 1) Local Government Forum was held
in St. Cloud, and discussed we II s in relation to ground water
pollution.
2) There is a traffic visibility problem at Minnesota Street
and 2nd Avenue NW, caused by a truck being parked on a
boulevard. Clerk to write letter to owner of business,
requesting no parking on boulevard.
3) The iron removal facility repair project is going well,
and approximately one half completed.

REBER: 1) Costs of operation of a municipal refuse haul ing
service should be investigated. When our current contract
expires, we wi II know if it would be cost efficient for our
residents to establish our own service, or accept a contr"act
from a private concern.
2) Recycling - we need to continue looking at workable
methods. Mayor stated that the County wi I I assist the
communities in establishing I'ecycl ing.
RIEKE: 1) Planning Commission met and discussed the
definition of a f am i I y and genera I I y agreed not to change it.
2) The easement between Park Terrace and CI inton Village
needs to be accessible to service the manholes on that sewer
line, or obtain another easement through the vacant lots of
Clinton Village. Counc i I genera I I y agreed that the existing
easement is adequate, and property owners would have to clear
it to make it accessible, when servicing of the sewer line is
necessary.
DEHLER: Storage of historical materials, prior to taking
them to the Historical Society, is necessary. Dehler
requested that the Council consider getting an adequate
cabinet to adequately preserve them. Dehler wi I I get

Mayor declared a recess at 8:35 p.m.
Mayor reconvened the meeting at 8:43 p. m.
GAMBLING LICENSE APPLICATIONS: Counc i I reviewed the gamb ling
license applications of the Lions Club St. Joseph and Central
Minn Sexual Assault Center St. Cloud. Rieke made a motion to
notify Central Minn Sexual Assault Center that the Council
would request that the State deny their application, if the
past requirements of reporting to the Counc i I on use of the
funds for the area residents, is not done; and that the Lions
Club f i I I out their applications completely. The motion was
seconded by Sadlo.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
CSB/SJU CYCLING CLUB RACE: John Krawczyk discussed with the
council their proposal to host 1990 NCCCC District
Championship bicycle race in St. Joseph, through the campus,
down Minnesota Street to College Avenue to the east entrance
of the campus. He discussed their proposed plans for traffic
control and security. Reber made a motion to allow the race
as proposed, and City wi II establish written stipulations
which wi II be required of the Club. The motion was seconded
by Sadlo.

CLERK/ADMINISTRATOR REPORTS: 1) CSAH 75 project a.cquisition
Pf'Ç¡Qi't¡:¡¡:¡ is pr'Qgï"'essing. Five properties are involved, and
four of them have responded to the City's ofti'tï"',
2) Po lice Officer Meyer has requested a speaker mic for his
use on duty at a cost of $60. Rieke made a motion to
approve the purchase as requested; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sad la, Rieke.
Nayes: None. Motion carried.
3) Richard and Karen Ahles have requested an adjustment of
their sewer use. They have used this water to f i I I their
poo I , through the house metered water, but it did not, nor
wi I I this water go into the sewer system. Sadlo made a
motion to approve an adjustment of 35,000 ga I Ions deleted
from their sewer charge; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
4) Water rate minimum was established at a two month period.
Rieke made a motion to establish the water rate minimum for a
two month period at 700 cubic feet, with a minimum charge of
$6.65. Dehler seconded the motion.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
LIQUOR ORDINANCE: Counc i I reviewed the Po lice Chief's report
on the functioning of the controls required, by the 18 year
old arm band I i quo r ordinance. Council requested that the
owners of the bars making use of the provision to a I low 18
year olds in bar, and using arm bands, respond in writing,
prior to the next counc i I meeting. They must respond on what
corrections they wi I I make, and what solutions they wi I I
provide to control the problems which have arisen. Also,
these bar owners wi I I come to the April 5 counc i I meeting to
discuss their proposed corrections and solutions.
ADJOURN: Sadlo made a motion to adjourn at 9:30 p.m. The
motion was seconded by Reber.
