April 19, 1990
Pursuant to due ca I I and notice thereof, the City Council for
the City of St. Joseph met in regular session on Thursday,
Apr i I 19, 1990 at 7:30 p.m. in City Ha I I .
MEMBERS PRESENT - Mayor Mike Loso. Members of the Council
Donald "Bud" Reber, Steve Dehler. Deputy Clerk Judy Weyrens
Councilmen Ross Rieke and Leo Sadlo absent.
AGENDA APPROVAL - Reber made a motion to approve the agenda
with additions; seconded by Dehler.
Ayes: Loso, Reber, Dehler.
Nayes: None. Motion Carried.
MINUTES: Reber made a motion to approve the minutes with
corrections; seconded by Dehler.
Ayes: Loso, Reber, Dehler.
Nayes: None. Motion Carried.
MAYOR REPORTS: 1) The bids for the CSAH 75 signal project
are scheduled to be opened on May 30, 1990. The begin
construction date is tentatively scheduled for June 15, 1990.
2) Instructed the Clerk send a letter to Jr. Studniski
concerning the parking on the corner of 2nd NW and Minnesota
Street West. Parked cars must stay back 17' from the
east/west boulevard and wi I I be stripped to indicate this.
In addition, the Clerk wi I I send a directive to the po lice
department informing them of the action the Counci I on this
situation.
COUNCIL REPORTS: REBER: No rep'ort
DEHLER: The park board met and discussed:
1) Cloverdale Tot Lot
2) Morningside Park - it wi I I be mowed this year
3) Joe Braun is working on developing the archery range
4) Winter Recreation
The City centennial committee met and will be meeting again
on May 2, 1990 to f i na I i ze the events for the centennial
year.
PERSONNEL POLICY: The Counc i I reviewed the first draft of the
revised personnel policy and proposed changes.
CLERK/ADMINISTRATOR REPORT: 1) Capital Outlay request for
tool box. Reber Made a motion to approve the capital outlay
request of Dick Taufen to purchase a new tool box for the F-
800 Truck for $200.00; seconded by Dehler.
Ayes: Loso, Reber, Dehler.
Nayes: None. Motion Carried.
2) Bar Violations: The po lice department reported three bar
violations -- April 7, 1990 at 01:35 - Midway Bar, April 12,
1780
1990 at 02:08 - Midway Bar, and Apri I 15, 1990 at 01:40 EI

a letter of warning ta the above mentioned establishm~nt.Fi
informing them that 1 more violation within a six month
period wi I I result in a hearing before the Counc i I .
3) Water Meter Po I icy - The Bui Iding Inspector, Ron
Euteneuer, requested the city amend the po I icy regarding the
issuance of water meters, to include the approval of the
building inspector before a water meter is issued. Reber
made a motion to amend the current po I icy on water meter
issuance as recommended by the building inspector; seconded
by Dehler.
Ayes: Loso, Reber, Dehler
Nayes: None. Motion Carried.
4) Bi II s Payable - Fire Department: Reber made a motion to
approve the bills payable for the fire department as
presented; seconded by Dehler.
Ayes: Loso, Reber, Dehler
Nayes: None. Motion Carried.
ADJOURN: Reber made a motion to adjourn at 9:55 p.m. The
motion was seconded by Dehler.
Ayes: Loso, Reber, Dehler.
Nayes: None. Motion Carried.
