MEMBERS PRESENT: Mayor Mike Loso; Members of the Council Donald "Bud" Reber, Steve Dehler, Ross Rieke. Clerk/Administrator Rachel Stapleton. OTHERS PRESENT: Stuart Goldschen, Bob Deem, Marv Banowitz, Richard Taufen. AGENDA APPROVAL: Reber made a motion to approve the agenda with additions; seconded by Dehler. Ayes: Loso, Reber, Dehler. Nayes: None. Motion carried. Rieke arrived at 7:35 p. m. BILLS PAYABLE: Reber made a motion to approve the bills payable; seconded by De hIe r. Ayes: Loso, Reber, Dehler, Rieke. Nayes: None. Motion carried. MINUTES: Dehler made a motion to approve the minutes of the April 10, with clarification, April 19, and April 25 meetings seconded by Reber. Ayes: Loso, Reber, Dehler, Rieke. Nayes: None. Motion carried. MAYOR REPORTS: 1) John Wah I, Building Construction Coordinator of District 742, met with the Mayor to discuss a proposed water main loop, between Second Avenue and Third Avenue, on East Baker Street, in conjunction with the Kennedy School project, which wi I I install a water service loop around Kennedy Schoo I. Mr. Wahl stated that District wi I I participate in the costs of the block of water main on East Baker Street at fifty percent (50%) ; contract price of this block is $6,756. 2) Mayor stated that he has discussed with County Officials, the need to establish lower values on the vacant lots in Clinton Village. The County Auditor wi I I present a proposal to the County Board to set new values on these lots, at their next meeting, in order to make them sellable. The special assessments wi I I be covered in the new values. COUNCIL REPORTS: REBER: 1 ) Dennis Stueve requested that the City install fence posts for a fence between his property and the City property, and he would put up a screening fence. Counc i I is willing to donate steel post material for this fence, with any processing and installation costs to be the responsibility of Mr. Stueve. 2) Reber discussed the need to repair the concrete in front 1782 of City Hall; Maintenance Supe ï- i n te~iden t to ï'eview t.hß. j)Ï'oblem and see what pl'oducts are available to repair the concrete. 3) Need to determine i f there is a catch basin at the car wash to collect debris which is washed off CEt. r· 5 ~ tCI pr"event it from being deposited in the sanitary sewer. 4) Clerk to send a directive from the Council to Po lice Department. to enfor"ce ordinance which prohibits indoor furniture from being used outdoors. RIEKE: Planning Commission wi I I meet on May 7 to consider a request for rezoning and a special use permit to a II ow the construction of a gas station and car wash, and a variance request to allow a sign, larger than allowed. The Commission wi I I also consider a request to a II ow part of a business property to be used for rental residential, on a property which does not provide the required off street pa r kin g . On May 9 the sub-committee wi I I meet with a professional on survey structuring for community input on updating the Comprehensive Plan. DEHLER: No report. REFUSE SERVICE: Robert Deem and Marv Banowitz, Park Refuse Service, discussed with the Counc i I their proposal to establish a recycling program in St. Joseph. They have gotten a new truck, designed specifically for picking up recyclable goods, and June 1st intend to implement a curbside recycling program for their fu I I service customers. Since St. Joseph's contract is not a fu I I service contract, they requested a charge per customer, in addition to the regular monthly rate, for recycl ing. The Council felt additional charge to customers is not appropriate, nor conducive to encouraging recycl ing. Mr. Deem stated he would be willing to provide containers at a central location for customers to bring their recyclables, at no cost to the City or residents. Containers would be provided for cans, plastics, clear glass, and newspapers, starting June 1 s t, and would provide weekly pickup until the County is prepared to assist in establishing a permanent recycling program. Mayor declared a recess at 9:35 p.m. 1'1ayor reconvened the meeting at 9:45 p.m. CAPITAL OUTLAY REQUESTS: Reber made a motion to approve a capital outlay request for Parks and Streets of a tractor mount post hole auger, not to exceed $957; seconded by Dehler. Ayes: Loso, Reber, Dehler, Rieke. Nayes: None. Motion ca.rried. Dehler made a motion to approve a replacement broom for the street sweeper at $2,871; seconded by Reber. Ayes: Loso, Reber, De hIe r, Rieke. Nayes: None. Motion carried. 1783 Rieke made a motion to approve the purchase of 24 tr"affic QQnes~ total cost $256.80; seconded by Reber. Ayes: Loso, Reber, Dehler, Rieke. Nayes: None. Motion carried. CLERK/ADMINISTRATOR REPORTS: 1) Clerk pr'esented a gambling license application for the St. Joseph JayCees. No action necessary. 2) There is a problem with the electric service to parts of Millstream Park. Mayor wi I I review the situation with an electrician and get estimate of work needed. 3) Access to water controls in the Millstream Park house were discussed. Counc i I requested the Clerk communicate to the occupant of the house, that the house will be vacated and no longer available for occupancy, effective September 1, 1991. 4) Clerk presented proposed building inspection forms. Council approved building permit application, certificate of occupancy, building inspection, and sign permit forms as presented with a motion by Reber; seconded by Dehler. Ayes: Loso, Reber, Dehler, Rieke. Nayes: None. Motion carried. 5) Residents of Cloverdale Estates 3rd and 4th Addition have requested street signs. Maintenance Department has received them and wi I I install them as time permits. 6) Grant proposal from a professional grant writer was presented. Rieke made a motion to a II ow Denise Beigbeder to prepare Single Application for preliminary review up to $175; seconded by Reber. Ayes: Loso, Reber, Dehler, Rieke. Nayes: None. Motion carried. 7) Ca I I Before You Dig meeting wi I I be held in St. Cloud on May 16. Mike Loso and Ross Rieke wi I I attend. SUPERINTENDENT OF PUBLIC WORKS REPORTS: A tractor is needed by the Maintenance Department as previously requested on capital outlay budget requests. An auction with an adequate tractor is coming up. Counc i I agreed to a I low Mr. Taufen to bid on the tractor, up to $3,000, if he felt it meets the City's needs.
