MEMBERS PRESENT: Acting Mayor Donald "Bud" Reber; Members of the Counc i I steve Deh I er' Leo Sadlo, Ross Rieke. Clerk/Administrator Rachel Stapleton. OTHERS PRESENT: Stuart Goldschen. AGENDA APPROVAL: Sadlo made a motion to approve the agenda; seconded by Dehler. Ayes: Reber, Dehler, Sadlo. Nayes: None. Motion carried. Rieke arrived at 7:35 p.m. BILLS PAYABLE: Sadlo made a motion to approve the bills payable; seconded by Dehler. Ayes: Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. TREASURER'S REPORT: Counc i I tabled the treasurer's report to review at the next meeting. MINUTES: Dehler made a motion to approve the minutes of the I May 17th meeting with a rewording correction; seconded by Sadlo. Ayes: Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. COUNCIL REPORTS: SADLO: 1) Dick Taufen is working with the City Engineer to get a wiring contractor for the fluoride room portion of the water filtration project. 2) Minnesota Va I ley Testing Laboratories is interested in purchasing the flow totes. Sadlo made a motion to se I I the two flow totes as requested for $4,000 on an as is basis; seconded by Rieke. Ayes: Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. REBER: A flooding problem is developing by the storage area by the maintenance shop, due to a beaver dam. DNR has been contacted for assistance. RIEKE: The Planning Commission met and Dale Victor of Sunset Supply requested that the area around their property remain industrial zoned, to provide for their growth plans. The Commission also discussed establishing workable methods of party contro I. They felt a student - community commission needs to be established. A I so suggested raising rental I housing permit fees to cover the costs of extra services required. General feelings were to get to a manageable 1795 solution to the problem, and requested that the City Attoroney attend a Planning Commission meeting. DEHLER: The area around the bathrooms at Mi II stream Park need sodding. Rieke made a motion to approve up to $325 for sod for the area; seconded by Sadlo. Ayes: Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. Dehler also presented plans to fence the Cloverdale Tot Lot, Ho I low Park Tot Lot, and the Horseshoe pits at Millstream Park. Counc i I discussed the qualities of fencing, for durability in parks. Sadlo made a motion to approve the plans and fencing if costs have been budgeted; seconded by Deh I er. Ayes: Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. ANNEXATION PETITION: Irma Hoffmann presented a petition to annex her property, which has a duplex on it, on Minnesota Street, in order to get City water service to the property. Rieke made a motion to a II ow the petition and approve an amendment to the Joint Resolution for Orderly Annexation Between the Township of St. Joseph, Minnesota and the City of St. Joseph, Minnesota. The property approved for annexation is legally described as: A I I that part of the Northwest Quarter of the Southeast Quarter (NW 1/4 SE 1/4) of Section Ten (10), Township One Hundred Twenty-Four (124) North, Range Twenty-Nine (29) West, Stearns County, Minnesota, described as follows, to-wit: Beginning at a point on the Northerly line of the Old Minnesota State Highway #52 distant 305 feet West of the Easterly line of the Northwest Quarter of Southeast Quarter of said Section 10; thence running Northerly a distance of 305 feet, more or less, to a point on the Northerly line of said NW 1/4, which point is 316 feet West of the Easterly line of said NW 1/4 SE 1/4; thence running Westerly along said Northerly ¡ i ne of said NW 1/4 SE 1/4 a distance of 173 feet to a point; thence South a distance of 316 1/2 feet, more or less, to its intersection with the Northerly line of Old State Highway #52 at a point which is 463 feet Westerly of the East line of said NW 1/4 SE 1/4; thence Easterly along said Northerly line of said Old State Highway #52 for a distance of 158 feet to the point of beginning, less and excepting the North 200 feet of said above described tract; and that portion of the Northerly thirty-three (33) feet of Minnesota Street, adjacent to said tract. The motion was seconded by Sadlo. Ayes: Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. The Mayor declared a recess at 9: 17 p.m. \ 1796 The Mayor reconvened the meeting at 9:2.5 p.m. LIQUOR LICENSE TRANSFER: Sadlo made a motion to approve the liquor license transfer' application of Har"\{ Loso, f room th~ Midway on Main, to Loso's Main Street Pub. Also approved were the following licenses, all contingent on State approval and compliance with State and local requirements: Liquor; On-Sale, On-Sale trSundaytr , Off-Sale Non-intoxicating Malt Liquor; On-Sale, Off-Sale Cigarette License Amusement Licenses - 6 Entertainment Licenses - 1 The motion was seconded by Dehler. Ayes: Reber, Deh I er, Sadlo, Rieke. Nayes: None. Motion carried. LIQUOR LICENSE: Sadlo made a motion to approve the Club Liquor license for the American Legion Post 328 as presented; seconded by Dehler. Ayes: Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. CLINTON VILLAGE: Rieke made a motion to approve the reservation and purchase of, (as required to obtain these parcels of tax forfeited property), Lot 1, Block 3 for future planning; and Lot 6, Block 3, for future access to Ho II ow Park Tot Lot; Clinton Village Addition, Stearns County Minnesota. The motion was seconded by Sadlo. Ayes: Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. LIQUOR VIOLATION: counc i I discussed a liquor violation of underage drinking at Midway on Main. Because of the pending transfer, requested a strong letter be sent to the new liquor license holder stating that violations wi I I not be tolerated. CLERK/ADMINISTRATOR REPORTS: 1) Clerk presented a gambling license application for St. Joseph's Parish for the Centennial Celebration, August 18. 2) Park Refuse, BFI has requested to allow curbside recycl ing in St. Joseph, at no cost to the residents or ci ty. Council was in general agreement to allow curbside recycling and to keep the barrels for recycl ing also. 3) Mike Roach, a Planning Commission member has moved out of the area, and leaves a vacancy on the Planning Commission. Clerk to advertise for residents interested in the position. 3) Requested to send Judy Weyrens and Lisa Reber to a seminar on fund accounting and utility software, in St. Cloud. Rieke made a motion to approve the costs for the two employees to attend the seminar. The motion was seconded by Dehler. Ayes: Reber, Dehler, Sadlo, Rieke. Rieke made a motion to hire Gary Donabauer for the summer and to advertise locally for applications, for an additional temporary position; seconded by Sadlo. Ayes: Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. 5) Summer recreation program requested minor equipment. Rieke made a motion to approve the purchase of a tee stand for tee ba I I , and baseballs; total cost $59.64; seconded by Sadlo. Ayes: Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried.
