AGENDA APPROVAL: Sadlo made a motion to approve the agenda; seconded by Reber. Ayes: Loso, Reber, Sadlo. Nayes: None. Motion carried. Dehler arrived at 7:38 p.m. MINUTES: Sadlo made a motion to approve the minutes of the May 17th meeting; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None. Motion carried. MAYOR REPORTS: No report. Rieke arrived at 7:42 p.m. I COUNCIL REPORTS: SADLO: 1) Clarification is needed on required fees for properties which existing buildings are to be removed and new buildings are to be constructed. Counc i I discussed that the purpose of water and sewer hookups are to buy into the system, and properties which are already connected and have paid prior assessments, do not pay hookup charges. Water meter charges are to pay the costs of the meter, but the City retains ownership of the meters. Dehler made a motion to require properties, which are already connected to the water and sewer systems of the City, to be charged only inspection and related fees, and not charged hookup fees. Water meters are the property of the City, and customers are required to pay a fee, to cover the cost of the water meter, when a meter is installed. When a new meter is required in construction of a new building, the total cost of a new meter is the responsibility of the property owne I' . The motion was seconded by Sadlo. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. I 1799 2) Quotes for the electrical work for the fluoride room of the wa.ter treatment facility project were received from Design Electric, Inc. of $4,500, and Cold Spring Electric Services, Inc. of $4,293. Sadlo made a motion to accept the quote of Cold Spring Electric Services, Inc. as presented; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. RIEKE: A resident requested to have a street light installed at the corner of 8th Avenue and Baker Street Southeast. Mayor stated that there was a request for a street light at the a I ley on First Avenue Northwest, between Ash and Baker Streets. Counc i I determined that both of these areas are in need of lighting. Dehler made a motion to have street lights installed at both of these locations; seconded by Reber. Ayes: Loso, Reber, De hIe r, Sadlo, Rieke. Nayes: None. Motion carried. DEHLER: 1) Recreation Department requested that the City provide food for the summer recreation participants for the Mini-Olympics and those who work on the Fourth of July cleanup float. Counc i I was in general agreement to a I low this if it is an allowable expenditure. 2) Dehler requested that the a I I ey on Birch Street, between First and Second Avenues Northeast, be barricaded in preparation for the CSAH 75 signal project. 3) Costs to fence the Tot Lot Parks and the Millstream Park horseshoe pits, six feet high, with top and bottom ra iI, are about $6,600. Sadlo made a motion to a I low the fences to be ins ta I led as presented, and allow approximately $7,000 for the project; seconded by Rieke. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. 4) Park Board recommended to move Morningside Park sign on 95th Avenue to the entry area on 10th Avenue, and make a pedestrian opening to Morning side Park on 10th Avenue. Also requested that the bottom of the s I ide defect in Centennial Park be corrected. Refer to maintenance depar tment. 5) Park Board also requested more enforcement of restricting motorized vehicles in the parks. 6) There is a need for drinking fountains in the parks. Rieke made a motion to approve repair and installation of drinking fountains in Millstream and Centennial Park; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. COMMUNITY COMMITTEE: Representatives of St. Ben's and St. John's discussed with the Counc i I establishing a committee to seek ways to alleviate problems caused by student rentals and 1800 raise the quality of life for a I I the residents. Membe t" s of the committee wi 11 be representatives of St. John's, St. Ben's, students from both colleges, permanent residential propet·ty owners, the liquor license holders, rental property owners, city counci I, police, and judicial system, and wi II meet at City Hall on July 12, at 7:30 p.m. The Mayor declared a recess at 9:03 p. m. The Mayor reconvened the meeting at 9:15 p. m. CITY ENGINEER REPORTS: CSAH 75 SIGNAL PROJECT: Joe Bettendorf, City Engineer, updated the Counc i I on the CSAH 75 signal project, with begin construction date, July 9, and Signal Turn-on date, December 15, 1990. He a 1 so presented construction traffic flow proposa I, which would allow one lane traffic each way, on CSAH 75 through out construction. Dehler discussed the traffic problem in the alley between First and Second Avenues Northeast, between Minnesota and Birch Streets. Dehler made a motion to close the alley at the Birch Street entrance prior to construction. Motion failed for lack of a second. At the suggestion of Mr. Bettendorf, Dehler made a motion to recommend, at the preconstruction conference, to have the contractor close the entrance to CSAH 75, by this all ey, early in the construction schedule. The motion was seconded by Rieke. Ayes: Loso, Reber, Dehler, Sad la, Rieke. Nayes: None. Motion carried. KENNEDY WATER MAIN LOOP: Inspection fees for installation of this water main were not figured in the bids. City Engineer did not feel that the project needs a full time inspector from their office. A competent individual could do the inspection and their office could assist that person. Counc i I was in general agreement to retain an inspector, to do the inspection and reports, with assistance from the City Engineers office. STREET IMPROVEMENT PLAN: Dehler made a motion to have Mr. Bettendorf and Dick Taufen begin preparing a five year street improvement recommendation plan; seconded by Rieke. Ayes: Loso, Rebe r. Dehler, Sadlo, Rieke. Nayes: None. Motion carried. CURB AND GUTTER: Counc i 1 discussed need for uniform curb and gutter in the Ci ty. Curb and gutter should be staked, and put in correctly, according to specifications of the City. 1801 APO DUES: Reber made a motion to approve the 2nd half assessment of APO, of $1,640; seconded by Sadlo. Ayes: Loso, Reber, Dehler, Sadlo, Rie¡'~e. Nayes: None. Motion carried. STEARNS COUNTY MUNICIPAL LEAGUE: Dehler made a motion to approve the annual Stearns County Municipal League dues of $25; seconded by Rieke. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. CLERKS INSTITUTE: Dehler made a motion to approve Rachel Stapleton's attendance at Clerks Institute in St. Pau I, July 16-20; seconded by Sadlo. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. Sadlo made a motion to approve the Clerk's attendance at an Election Judge Training Seminar at Alexandria; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. FIRE DEPARTMENT BILLS: Rieke made a motion to approve the half year Fire Department b ill for fire ca I I s and drills, and officers salaries of $13,060. The motion was seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. AUDIT: Mr. Tom Murray, City Accountant, has requested the Council accept his resignation from the required duties of the City, due to other time pressure commitments he has made. Mr. Marlin Boeckmann, City Auditor, has stated that he would assist the City, in finalizing out 1989 accounting, in conjunction with the audit. Sadlo made a motion to accept Mr. Murray's resignation and accept Mr. Boeckmann's assistance in accounting, as needed; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. CLERK ADMINISTRATOR REPORTS: 1) Disposal of dogs in the pound needs clarification. Council genera I I y agreed that dogs for disposal are to be taken to the Veterinarian to be put to sleep. Also, the Counc i I will consider any reques t, the po lice department may have, for necessary equipment to handle dogs, when the request is presented to the Council, by the Chief, in writing. 2) NSP Company donated the poles for hanging banners, to the City. The Centennial Banner wi I I be hung soon. Council requested that the City send a thank you letter to NSP Company. 1802 3) The Lions Club officially turned the new bathroom and st.tlr"¡;;¡.gi:? building, which they constructed at Millstream Pëlrk, over to the Ci ty, Counc i I requested t hël. t the City send the Lions Club, a letter of appreciation, and a certificate of service to the community. 4) Park Board presented their roster of members. Counc i I requested the Clerk to look up the number of members allowed and report back to the Counci I. 5) Clerk presented the lis t of changes of property values as a result of the local board of equalization and review meeting which the County Board of Equalization wi II consider.
