Pursuant to due ca I I and notice thereof, the City Counc i I for
the City of St. Joseph met on Thursday, October 18, 1990 at
7:30 p.m. in City Ha I 1 .
MEMBERS PRESENT; Mayor Mike Loso; Members of the Counc i 1
Donald "Bud" Reber, Steve De hie r. Clerk/Administrator Rachel
Stapleton. Leo Sadlo and Ross Rieke were absent. Sadlo was
out of the area and Rieke was ill.
OTHERS PRESENT: Alan Rassier, B i I I Henderson, Mike and
Stephanie Hazen.
AGENDA APPROVAL: Dehler made a motion to approve the a.genda;
seconded by Reber.
Ayes: Loso, Reber, Dehler.
Nayes: None. Motion carried.
MINUTES: Reber made a motion to approve the minutes of the
October 4, meeting as corrected; seconded by Deh I er.
Ayes; Loso, Reber, Dehler.
Nayes: None. Motion carried.
MAYOR REPORTS: 1) Rental property at 111 College Avenue N, I
needs to complete repairs, as required for licensing. Dehler
made a motion to send a certified letter to the property
owner requiring the repair work to begin within five days, or
action wi I 1 be taken, as housing ordinance a I lows. The
motion was seconded by Reber.
Ayes: Loso, Reber, Dehler.
Nayes: None. Motion carried.
2) The Stearns County League met in Cold Spring. Discussed
at the meeting was that emphasis on budget wi I I be the major
concern, for a I 1 levels of government. Jeff Bertram stated
that he would support holding the line for LGA this yea I' , but
would probably cut back next year. Also the County wi II
provide grants for recycling.
COUNCIL REPORTS; REBER: 1) Send letter to the Legion
thanking them for the flag. 2) Snow plowing at the area of
the signal project wi I 1 be more difficult this year. The
snow wi I 1 have to hauled away. A plan for removal for this
area wi I 1 have to be worked out. 3) The porch in the
apartment of the annex building needs repair. Temporary
repair wi 1 I be done this fall, and a permanent proposal needs
to be considered in the spring. 4) Permission was given to I
a I low a. tree to be planted in Centennial Park, for the first
a.nniversary of the Jacob Wetterling abduction.
DEHLER: Department of Trade and Economic Development,

I Outdoor Recreation Grants Section, made an inspection of
Millstream Park and requested that the City address concerns
of theirs including: Provide handicap parking spaces, trails
overgrown, and in general need of maintenance and repair, and
a composting area which appears to be within the park area.
Counc i I requested the Clerk to answer the letter, and that we
would appreciate knowing when they visit our City.
REFUSE RATES: After discussion, Dehler made a motion to
establish the refuse rates for 1991 for owner occupied
residential properties at $15.00 per un it, with senior
citizen rate at $7.50. The motion was seconded by Reber.
Ayes: Loso, Reber, Dehler.
Nayes: None. Motion carried.
CLERK/ADMINISTRATOR REPORTS: 1) Clerk presented an
application for exemption from lawful gambling license, of
the Sno-Joes, Inc. 2) Shingles on Centennial Park shelter
need repair. 3) A noise violation was received on 111
College Avenue N.
WELL NO. 3 - FINAL PAYMENT: Reber made a motion to approve
the final pay request of Molitor Excavating of $581; seconded
I by Dehler.
Ayes: Loso, Reber, Dehler.
Nayes: None. Motion carried.
SALT AND SAND BUILDING: After discussion of add on of $398,
for removal of unanticipated, buried concrete and rocks,
Reber made a motion to allow payment to Great Plains Supply
Company for materials and construction of a salt and sand
storage building of $7166; seconded by Dehler.
Ayes: Loso, Reber, Dehler.
Nayes: None. Motion carried.
ADJOURN: Reber made a motion to adjourn at 8:30 p.m;
seconded by Dehler.
Ayes: Loso, Reber, Dehler.
Nayes: None. Motion carried.
