Pursuant to due ca I I and notice thereof, the City Counc i I for
the City of St. Joseph met on Thursday, November 1, 1990 at
7:30 p.m. in City Ha I I .
MEMBERS PRESENT: Mayor Mike Loso; Members of the Counc i I
Donald "Bud" Reber, Steve Dehler, Leo Sadlo, Ross Rieke.
Clerk/Administrator Rachel Stapleton.
OTHERS PRESENT: Alan Rassier, Jenny Peterson, Pat Schneider,
Dan Schneider, Dale Rooney, Jeff Hess, Mark Lambert.
AGENDA APPROVAL: Reber made a motion to approve the agenda;
seconded by Sadlo.
Ayes: Loso, Reber, Deh I er, Sadlo, Rieke.
Nayes: None. Motion carried.
BILLS PAYABLE: After discussion of the bills, Sadlo made a
motion to approve the bills, with the requirement of further
review of specific bills; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
MINUTES: Reber made a motion to approve the minutes of the I
October 18 meeting; seconded by Dehler.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
MAYOR REPORTS: 1) Mayor has not received the monthly po lice
reports. The patrol car received about $1,400 damage in ë:J.n
accident, where it jumped the curb at the baseba II park and
went down the embankment. The vehicle is still driveable,
and the Mayor recommended deferring making a decision on
repairing it, until the new car comes next month.
COUNCIL REPORTS: SADLO: The Sewer Department requested a
purchase of d. used jet machine. Sadlo wi I 1 see if it meets
the needs of the City and report at the next meeting.
REBER: Street Department is requesting a front end loader
for snow remova I. Reber recommended that a request be
submitted, with costs, for lease or rent amounts for the 1991
snow season, for a front end loader; a conveyor with blower
type option; also ë:J. cost estimë:J.te of repairs for our current
tractor. Rieke made a motion to approve the request to
purchase three 100 foot ro I Is of plastic snow fence at $345;
seconded by Reber.

RIEKE: Planning Commission held a hearing, with
recommendations to be considered later in the meeting.
DEHLER: Park Board recommended to hire Jim Blackmore to be
the supervisor of the skating rink attendants, with wages at
a higher rate.
BASEBALL PARK IMPROVEMENTS: Pat Schneider presented a
proposal for Baseba I I Park improvements, from the St. Joseph
Baseball Team Inc. The plan includes fencing, landscaping,
sprinkler, maintenance equipment, storage building, and
bleachers/grandstand. He discussed beginning with fence and
landscaping, and requested City assistance along with donated
funds. The Counc i I generally agreed to consider this matter
at the budget meeting.
The Mayor declared a recess at 8:49 p.m.
The Mayor reconvened the meeting at 8:58 p.m.
VARIANCE REQUEST - MARK LAMBERT: Mark Lambert requested a
variance of fifteen feet, on the rear yard setback, adjacent
to Railroad ROW, to allow for the construction of an eleven
unit apartment building in a Multiple Family, R-3 zone. The
property is located at 129 1/2 Cedar Street East and is
described as the combined following parcels.
PARCEL "B"
Beginning at a point 132 feet West of the Southeast corner of
said Lot 16, being on the North line of Pine Street; thence
North parallel to the East line of said Lot to the South line
of the Great Northern Rai I way Right-of-way: thence West along
said Right-of-way to the West line of said lot 16: thence
Southwesterly following said west line to a point, to-wit:
The Southeast corner of Lot Three (3) of said Auditor's
Subdivision; thence East 38 feet, more or less, to a point
192 feet West of the East line of said Lot 16, Auditor's
Subdivision No. 4; thence South to the North line of pine
Street of Auditor's Subdivision No. 9, in the Vi I I age of St.
Joseph; thence East 60 feet to the place of beginning.
LESS and EXCEPT the southerly 200.00 feet thereof.
PARCEL "C"
The Westerly Sixty-six (Wly 66' ) feet of the Easterly One
Hundred Thirty-Two (Ely 132' ) Feet of Lot Four (4) of
Auditor's Subdivision No. Nine (9) , in the Vi I I age of St.
Joseph, less and except the South Two Hundred (So. 200' ) Feet
thereof.
PARCEL "D"
The Easterly Sixty-six (Ely 66' ) Feet of Lot 4 of Auditor's
Subdivision, less the Southerly Tow Hundred (S I y 200' ) Feet

PARCEL "E"
The Easterly 66 feet of the Southerly 200 feet of Lot 4 of
Auditor's Subdivision No. 9 of Lots 14, 15, 16, and 17 of
Auditor's Subdivision No 4 of the SW 1/4 of the NW 1/4 and SE
1/4 of NW 1/4 of Section 10, all in Township 124, Range 29.
Rieke made a motion to approve the va..r i ance as requested, and
as recommended by the Planning Commission; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. t10tion carried.
Reber made a motion to require a six foot fence along the
entire west side of the property and a four foot fence along
the south 200 feet of the east side and a six foot fence on
the remaining portion of the east side edge of the property.
The motion was seconded by Rieke.

CLERK/ADMINISTRATOR REPORTS: 1) The counc i I must meet as a
Board of Canvassing by November 8. Meeting established for
7:30 on November 8.
2) Krebsbach Oil Company has app lied for a cigarette license
for the remaining two months of the year. Rieke made a
motion to approve a cigarette license for Krebsbach Oil
Company for November and December of 1990; seconded by Re bel' .
Ayes: Loso, Reber, Dehler, Sa..d la, Rieke.
Nayes: None. Motion carried.
3) Reber made a motion to approve a maintenance contract for
the Fire Department computer, with Qual ity Electronics, for
$500 per year, as approved by the Fire Board; seconded by
Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
4) Sadlo made a motion to accept the high bid of Jeff Taufen,
of $550, for the surplus City computer; seconded by Rebe I' .
Ayes: Loso, Reber, Dehler, SêI.d I 0, Rieke.

5) Rieke made a motion to ë;!,pprove a clarification of the
zoning or'd i nanoe ~ that a rear" yar'd setback~ for- an accessory
building, is five feet from the property line; seconded by
Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
The meeting was adjourned at 9:40 p.m. with a motion by
Sadlo; seconded by Reber.
