Pursuant to due ca I I and notice thereof, the City counc i I for
the City of St. Joseph met on Thursday, November 15, 1990 at
7:30 p.m. in City Ha I I .
MEMBERS PRESENT: Mayor Mike Loso; Members of the Counc i I
Donald "Bud" Reber, Steve De hIe r, Leo Sad la, Ross Rieke.
Clerk/Administrator Rachel Stapleton.
OTHERS PRESENT: John Becker, Brian Udermann, Roger Schmitz,
Mike Hazen, Mary Gamades, Paul Kahlert, Gregg Schmeiner, Hugo
B Weyrens, Bob Loso, Art Reber, Cliff Kemper, Mike Terwey,
Steve Frank, Dennis Stueve, Marguerite Hewitt, M. A. "Duke"
Hewitt, Andrew M. Brixius.
AGENDA: Rieke made a motion to approve the agenda; seconded
by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
MINUTES: Dehler made a motion to approve the minutes of the
November 1 and November 8 meeting; seconded by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
MAYOR REPORTS: No report.
COUNCIL REPORTS - SADLO: The requested utility rodding
machine wi 1 I be looked at next week. This type of machine
would be beneficial especially in the new additions, which
have the PVC sewer line s.
REBER: No report.
RIEKE: B i I I Hanson and Fred Sandal of APO, intend to come to
the next Planning Commission to discuss transportation
issues. The Planning Commission wi I I have three vacancies
for the new year.
DEHLER: Park Board met and discussed various repairs needed;
the bridge removed from Millstream Park should be installed
at Morningside Park. The Counc i I was in general agreement
that the City keep the bridge for possible installation in
Morningside Park. Counc i I also discussed heating the Hockey
Rink shelter. Counc i I felt that it should be heated only if
there could be adequate controls and managed properly.
R. Rieke left at this time.
POLICE TRAINING: Dehler made a motion to approve a Joint
Powers Agreement to Form Central Minnesota Training
Association which would provide continuing training, at an
equitable cost, for the local law enforcement officers of the
area; seconded bySadlo.
Ayes: Loso, Reber, Dehler, Sad 10.

PUBLIC HEARING - HOUSING VIOLATION: A pub I i c hearing was
call ed to order at 8:00 p.m. to consider alleged housing
violations on a property at 111 College Avenue No r t h. The
viola.tions consist of renting without a license and noise
violations. Mary Gamades, property owne r, stated, through
her attorney correspondence, that the property ownership has
not been transferred to her, yet. Mrs. Gamades stated that
she did not know that the property was not licensed, and that
she had done some of the corrections which were required by
the housing inspector. She was given an extension on the
time to get the roof fixed, (\.¡hich has elapsed and the roof
st i I I is not fixed). Paul I<ahlert spoke for the renters. He
stated that they did not realize the first violation was a
noise violation, because the Officer only a.s ked them to turn
do\.¡n the volume, which they did. The second noise violation
occurred when they did not realize the noise was that loud,
and there \.¡as activity outside the house, due to other
circumstances_
City Attorney, John Scherer discussed the situation, that the
rental housing license has lapsed, and therefor the
grandfather a I lowance of R-l in a General Business Zone, is
no longer in effect. The property owner would have to
reapply for a rental housing license and get a special use
permit allowing R-3 use in that zone. Reber made a motion to
vacate the premises at 111 College Avenue North, by January
1, 1991, and secure an injunction if necessary. The property
owner would be a I lowed to reapply for a. rental housing
license, if a special use permit is granted, to a II ow an R-3
use in a business zone, is applied for, and granted. The
motion was seconded by Sa.d I o.

Mayor declared a. recess at 8:30 p.m.
Mayor reconvened the meeting at 8:40 p.m.
PUBLIC HEARING - BUDGET: f'1ayo r Loso call ed to order a.
hean i ng on the proposed budget and levy for 1991, and
requested public input.
Bob Loso asked why there is such a large percentage increase.
This is the maximum increase a I lowed under state statute
formula. I t is based on Ièlst years needs, with inflation
adjustment of 3%, household gro\>Jth. and adjustment for State
aid reduction.
Mike Hazen asked on the growth of the area. It is adjusted
using a formulèl. bèlsed on building permits.
Steve Frank stated that he felt the City is operating very
economically but everyone dislikes taxes, and understands
that the City needs the revenue to provide the needed
services. The State, with their budget constraints, may not
provide as much aid as expected. A II indications are that
local government aid to Cities may be cut. Mr. Frank asked

if the budget provided for high cost needs, including a new
water storage facility. No, this budget includes only the
expected funding needs of the City for operating expenses and
capital outlay. Funding for large facilities wi I I have to
come through some other means.
Steve Frank asked if user fees were charged for the baseba I I
pa r k. Currently no fees are charged for that park, but the
baseba I I groups have done many of the improvements and much
of the upkeep.
Dennis Stueve asked why the costs of each level of government
continue to escalate so much. The City can only address the
City's costs, but the increasing regulations and mandates
consume increasing amounts of the City's revenue.
David Daniel of Daniel Funeral home sent a written request to
reduce spending to avoid the 13.83% tax increase.
The Counc i I genera II y agreed to consider the budget and do
further study on increases to individual properties, prior to
accepting the final budget.
There being no further pub I i c i npu t, Sadlo made a motion to
adjourn the hearing; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo.
Nayes: None. Motion carried.
OFF SALE LIQUOR APPLICATION: Mike Deutz asked the Counc i I if
they would consider lifting the moratorium on allowing more
off sale liquor licenses. This Council felt it is
inappropriate for them to make this decision, with the
changes in the Counci I , for the next term. Mr. Deutz may
request this action of the new Counc i I after January 1.
Reber made a motion to adjourn; seconded by Sadlo.
Ayes: Loso, Reber, Dehler, Sadlo.
Nayes: None. Motion carried.
