Pursuant to due ca I 1 and notice thereof, the City Counc i 1 for I
the City of St. .Joseph met on Thursday, December 6, 1990 at
7:30 p.m. in City Ha I I.
MEMBERS PRESENT: Mayor Mike Loso; Members of the Council
Donald "Bud" Reber, Steve Dehler, Leo Sadlo, Ross Rieke.
Clerk/Administrator Ra.che 1 Stapleton.
OTHERS PRESENT: Stepha.n i e Hazen, Bob Loso, Erica Erickson,
Mark Lambert, Dick Taufen.
AGENDA: Dehler made a motion to approve the agenda; seconded
by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
TREASURERS REPORT: Dehler made a motion to a.pprove the
October treasurers report; seconded by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
MINUTES: Sadlo ma.de a motion to approve the minutes of the
November 15 meeting; seconded by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried. I
t1A YOR REPORTS: 1) The stop sign on the frontage road, Cedar
Street Eas t, by Hollander's is controversia.l. The City
Engineer a.nd Street Superintendent, both think the stop sign
is in the proper place. Dave Holland felt the sign should be
moved dO\l/n about 400 feet. Speed limit signs wi I I be
installed on the service road. The Counc i I also discussed
needed traffic control on Birch Street frontage road, by
Herman Schneider's corner. Reber made a. motion to approve a
resolution to install stop signs to control east west traffic
on Cedar Street East at the access area to CSAH 57 at
approximately Second Avenue Northeast and Cedar Street East;
and to install stop signs to control east west traffic on
Birch Street East at First Avenue Northeast. The motion was
seconded by Sadlo.

2) The Mayor also discussed parking on College Avenue by
Daniel's Funeral Home. No Parking is a I lowed from Birch
Street to Daniel's driveway, as was previously agreed.

COUNCIL REPORTS - SADLO: 1) The sewer rodding machine,
previously reql_les ted, a.ppea.rs to meet our needs. I t ms.Y need
replacement of clutch and water pump. Sadlo made a motion to
approve purchasing the rodding machine as requested; seconded
by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
2) Cold Spring Electric has almost completed the fluoride
room project. Dick would like a fan switch hooked up to the
light switch. Council agreed that this should be included in
the project.
REBER: 1) Dale Salo is under the impression that the City
will remove snow from the roadway area from 101 East Dale
Street to 11th Avenue SEe This road is not up to City
standards and has not been accepted by the Ci ty. The City
does not maintain streets un t i I they are accepted by the
City. 2) Reber stated that he has enjoyed his terms of
office, a,nd this would probably be his last meeting. He also
thanked the Council, and stél.ted that they have been great to
work wi tho
RIEKE: The Planning Commission met and their recommendations
will be handled later in the meeting.
DEHLER: Recommended hiring James Blackmore as assistant
director of winter recreation, to be in charge of the
attendants at the rinks. Rieke made a motion to hire James
Blackmore as requested and the following rink attendants;
Chris Stang, Steve Notch, and Amy Christie. The motion was
seconded by Sadlo.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
Dehler also discussed allowing hockey on the skating rink
during specified hours, or dividing it for skating and
hockey. Counc i I generally agreed that hockey should only be
a I lowed at the hockey rink. Steve has checked on the costs
of installing a window in the warming house. Counc i I
requested that. he also check costs on install ing thick
plexiglass.
PLAT REQUEST: Ma.rk Lambert presented a preliminary plat
request, for North Park Addition, as previously considered at
a pub I i c heél.r i ng by the Planning Commission. The proposed
plat 1. 27 acres of property located located North of CSAH 75,
South of the Rai I road ROW, East of First Ave NW and Date St.
Described as follows: That part of Lot 4, Auditor's Subd. No.
9 of Lots 14, 15, 16, and 17 of Auditor's Subd. No. 4 of
the SW 1/4 NW 1/4 and the SE 1/4 of the NW 1/4 of Sec 10,
Township 124, Range 29, according to the plat and surveys
thereof on f i Ie and of record in the office of the Stearns
County Recor'der, Stearns County, Minnesota, described as

right of way line of cSAH 75 with the west line of said SE
1/4 of the NW 1/4 ; thence South 88 degrees 06 minutes 01

feet to said southwesterly right of way line of the
Burlington Northern Railroad; thence southeasterly 198.42
feet on a non tangential curve concave to the northeast

After review and discussion of the plat, and the Planning
Commissions recommendation, Rieke made a motion to approve
the preliminary plat as presented; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None_ Motion carried.
FINAL PLAT: After discussion Reber made a motion to approve
the above preliminary plat of North Park Addition as a final
plat; seconded by Sad 10.
Ayes: Loso, Reber, Dehler, Sad 10, Rieke.
Nayes: None. Motion carried.
FIRE DEPARTMENT REPORT: Chief Taufen presented the semi-
annual Fire report. The Counc i I accepted it and discussed
various Fire Department issues.

EQUIPMENT PROPOSALS: Dick Taufen presented quotes for rental
and purchase of snow removal equipment, for Counc i I review.
After- ðislj1J8Sitl!1. Reber made ~. motion to ~.pprove rental for
four months of a John Deere 544 size loader at $1,200 per
month. Dehler seconded the motion.
Ayes: Loso, Reber, Dehler, Sad la, Rieke.
Nayes: None. Motion carried.
Sadlo made a motion to overhaul the International Tractor
3514, at a maximum cost, of $4,450, after another quote is
received; seconded by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
Mayor Loso requested approval of Housing Inspector
appointment of Bud Reber, effective January 1, 1990. Sadlo
made a motion to approve the appointment; seconded by Rieke.
Ayes: Loso, Dehler, Sadlo, Rieke.
Nayes: None. Reber abstained. Motion carried.
STREET NAME: Rieke made a motion to approve the private
entrance road of St. Benedicts Convent to be named "Chapel
Lane," and a street sign designating it, cost of sign to be
born by St. Benedict's. Reber seconded the motion.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
POLICE CHIEF APPOINTMENT: Reber made a motion to approve
the appointment of Bradley Lindgren as Chief of Police, as
recommended by the Interview Board, subject to his
a.cceptance, after an employment agreement is reached. Sadlo
seconded the motion.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
Dehler made a motion to approve payment of $631. 47, for
services of Major Jones, for his assistance in the search and
evaluation process for appointing a Chief of Police; seconded
by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
PLANNING COMMISSION: Dehler made a motion to accept the
resignation of Bob Loso from the Planning Commission, January
1, 1991, due to his conflicting office of Councilor; seconded
by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
PERSONNEL: Reber made a motion to a I low Judy Weyrens to carry
four days vac~. t ion to be used in January of 1991; seconded by -
Sadlo.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.

PATROL CAR EQUIPMENT: Sadlo made a motion to approve a
request for two new tires for the patrol car; seconded by
Rieke.
Ayes: Loso, Reber. Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
SEMINAR: Rieke made a motion to approve the attendance of the
Clerk and Mayor Elect at a finance seminar, sponsored by the
League of Minnesota Cities in Alexandria, on December 11,
1990; seconded by Dehler.

Nayes: None. Motion carried.
DAMAGE CLAIM: Counc i I considered a damage claim to a car door
lock. Po lice report stated that this was a requested good
Samaritan assist, and the officer also did not feel the lock
broke when he attempted to open the door. Counc i I generally
agreed to deny the claim, as this was merely a good neighbor
assist. The Counc i I also requested that the Po lice
Department get liability release forms, and in the future,
have individuals requesting this type of assistance sign the
form prior to assist.
Counc i I established December 13, 1990 at 7:30 p.m. foX' a
special meeting to review the budget for 1990, for possible
revisions.
Reber made a motion to adjourn at 10:05 p. m. Sadlo seconded
the motion.
