Pursuant to due call and notice thereof, the City Counc i 1 fOï'
the City of SL Joseph met in regular session, on Thursday,
December 20, 1990 at 7:30 p.m. in City Ha II.
MEMBERS PRESENT: Mayor Mike Loso; Members of the Counc i I
Donald "Bud" Reber, Steve Dehler, Leo Sadlo.
Clerk/Administrator Rachel Stapleton. Ross Rieke was absent.
OTHERS PRESENT: Stephanie Hazen, Richard Taufen, Joe
Bettendorf.
AGENDA: Reber made a motion to approve the agenda with
addition of cost of living salary and benefit requests;
seconded by Sadlo.
Ayes: Loso, Reber, Dehler, Sad 10.
Nayes: None. Motion carried.
BILLS PAYABLE: Sadlo made a motion to approve the bills
payable; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo.
Nayes: None. Motion carried.
MINUTES: Dehler made a motion to approve the minutes of the I
December 6 and December 13 meetings with corrections of
typos; seconded by Reber.
Ayes: Loso, Re bel' , De hIe r, Sadlo.
Nayes: None. Motion carried.
COUNCIL REPORTS - SADLO: No report.
REBER: No report.
DEHLER: No report.
PUBLIC HEARING - BUDGET AND LEVY: Mayor Loso ca I led a public
hearing on the revised, proposed budget and levy for 1991.
The revised levy is proposed at $192,964, which is $13,000
less than the original amount of $205,964. After
considerable budget cutting, of the original proposed budget,
the Counc i I chose to lower the proposed levy to lessen the
burden of property taxes. The members of the public in
attendance were Richard Taufen and Stephanie Hazen.
Discussion was that the whole budget was revised, and a I I
areas cut, to include only the known immediate needs of the
City. Sadlo made a motion to approve the tax levy for 1991
at $192,964 with a budget as follows:

CITY ENGINEER JOE BETTENDORF REPORTS: The CSAH 75 signal
should be operational in about two weeks. We are still
waiting for one part for the system. Dehler made a motion to
request a speed study on CSAH 75, for signing, since there is
installation of a new stop light, and to consider reducing
the speed limit to 35 mph; seconded by Reber.

Also discussed \ýas the need for the emergency services to
override the control, in an emergency situation; if U turns
should be allowed; and that there wi I I be a period of drivers
getting used to the control device. Counc i I reaffirmed that
there would be no parking on College Avenue from Daniels
driveway to CSAH 75, and parking would be a I lowed except
during rush hours from the driveway south to all ey between
Birch and Ash Streets. On the west side there is no parking
from CSAH 75 to the a II ey between Ash and Birch Streets. The
stop sign by Hollander's wi I I remain.

Mayor reconvened at 9: 17 p.m.
VACATION: Sa.d I 0 made a motion to allow Richard Taufen to
take his remaining vacation days in January; seconded by
Dehler.
Ayes: Loso, Reber, Dehler, Sadlo.
Nayes: None. Motion carried.
STREET DEPARTMENT EQUIPMENT: Richard Taufen presented a
proposal to rent a pay loader from Case, for snow remova I .
Reber made a motion to rent a 1985 Case W20C loader for four
months at $909.41 per month, and to consider an option to buy
if the equipment is found to meet the needs of the Ci ty. The
motion was seconded by Sadlo.

SEWER USE AGREEMENT: Reber made a motion to appoint Mike
Loso to continue negotiation with St. Ben's on their portion
of the costs of sewer use; seconded by Sadlo.
Ayes: Loso, Reber, Dehler, Sadlo.
Nayes: None. Motion carried.
CLERK/ADMINISTRATOR REPORTS: 1) Dale Salo was determined to
be in violation of the building ordinance, by starting
construction without a building permit. Cha.rges a.re being
filed and wi I I be held in abeyance un t i I the next violation.
2) Ray Bechtold requested to ca.r ry 3 1/2 days vacation time
into 1991. Sadlo made a motion to a.pprove the carry over of
the vacation days, to be used in January of 1991; seconded by
Reber.

3) The Fire Chief reported tha.t two firefighters are
retiring, Joe Prom and Mark Loso.
SALARY AND BENEFITS: Counc i 1 reviewed the St. Joseph Po lice
Employees Federation requests as follows:
1) Remove health insurance cap - denied.
2) Increase uniform allowance to $100 every three months -
approved.
3) Longevity increase retroa.ct i ve to date of employment -
denied.
4) A I I holidays worked at time and one ha If - denied.
5) Guarantee a weekend a month off - left to discretion of
the Chief.
6) Brad and Steve to step five - approved.

7) Increase of $1,000 to each step - denied.
8) Increase in vacation days - denied.
9) Wage increase according to the cost of living - approved
as established by Counci l.
Dehler made a motion to approve the above approved requests,
(2, 6, 9) and to increase a II the employees salaries 5.4%
with benefit costs to City included in the increase, with
actual total base salaries to increase at 3. minimum of 4%.
to be figured by total salaries of all fu I 1 time employees
times 4% to be divided equally among the employees salaries.
The motion was seconded by Reber.

Salary step i ncre3.ses for Judy Weyrens and Lisa Reber to step
four; Bradley Meyer and Steve Erickson to step five; Rachel
Stapleton to step eight; were approved with a motion by
Sadlo; seconded by Reber.
Ayes: Loso, Reber. Dehler, Sadlo.
Nayes: None. Motion carried.
The assessor's salary request wi 1 I be considered at the next
meeting.
The new Po lice Chief Bradley Lindgren has signed an
employment agreement with a six month probation.
MAYOR REPORTS: The 1'1ayo I' stated that he has enjoyed most of
the responsibilities and requirements of the past eight years
as Mayo r. He appreciated all the assistance during his terms
as Mayor of St. Joseph. M3.yor Loso then declared the meeting
adjourned at 10:30 p.m. and turned the gavel over to Steve
Dehler as new 1'1ayor.
