Pursuant to due ca 11 and notice thereof, the Ci ty Counci 1 for the City
f::>f St. Joseph met in regular session on Thursday, January 4, 1990 at
7:30 p.m. in the St. Joseph City Ha 1 1 .
f1embers Present: Mayor Mike Loso. Councilmen: Donald "Bud" Reber,
Steve Dehler, Leo Sadlo, Ross Rieke. Deputy Clerk Judy Weyrens.
Others Present: Stuart Goldschen.
A;(enda Approva 1 : Reber made a motion to approve the agenda as
presented; seconded by Sadlo.
Ayes: Loso, Reber, Sadlo.
Nayes: None. Motion Carried.
Councilman Rieke arrived at 7:32
Councilman Dehler arrived at 7:38
Bills Payable: Reber made a motion to approve the bills payable as
presented; seconded by Sadlo.
Ayes: ' Loso, Rebe I' , Sadlo, Deh 1 er, Rieke.
Nayes: None. Motion Carried.
Minutes: Sadlo made a motion to approve the minutes of the December
21, 1990 special meeting as presented; seconded by Reber.
Ayes: Loso, Reber, De hie I' , Sad 10.
Nayes: None. Rieke abstained. Motion Carried.

Sadlo made a motion to approve the minutes of the December 21, 1990
regular meeting as presented; seconded by Dehler.
Ayes: Loso, Reber, Dehler, Sa.d I o.
Nayes: None. Rieke abstained. Motion Carried.
Mayor Reports: Herman Schneider presented his resignation as plumbing
inspector effective January 1, 1990. Requested the City Clerk prepare
a letter of appreciation for his years of service and have available
for the Counc i I to sign at the next meeting. Sadlo made a motion to
accept Herman Schneider's resignation as plumbing inspector; seconded
by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.

1990 Appointments: Dehler made a motion to approve the Mayor's
appointments for 1990; seconded by Rieke.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion Carried.
Presented a new po 1 ice po 1 icy to ensure consistant routine patrol car
maintenance and re-establish work ethics. Sadlo made a motion to
approve the po lice po 1 icy as presented; seconded by Reber.
Ayes: Loso, Reber, Deh 1 er, Sadlo, Rieke.
Nayes: None. Motion Carried.
Counc i I Reports: Sadlo: The chemical room wi I I need some repairs.
Sadlo wi I I meet with the Ci ty Engineer and Dick Taufen before the next
Gounc i I meeting to discuss the needed repairs.
Reber: The a.lley along Elm Street has been surveyed by David Regan
Surveying, and the rocks along Arlene Strickler's home are in the
street right-of-way. Since these rocks could do damage to the snow
removal equipment, the Counc i I requested the Ci ty Clerk send a letter
instructing Strickler to remove the rocks within 10 days of receipt of
the letter. ! f the rocks are not removed, the City wi I 1 remove them
at no expense to the City.
2) Reber requested. the Counc i I approve $15 - $20 to I' e pa i I' the wa 1 1 in
City Hall. Sadla made a motion to approve $20 for Reber to make the
necessary repairs; seconded by Rieke.

Nayes: None. Motion Carried.

En~ineerin;( Rate Schedule for 1990: Dehler made a motion to table
approve of the 1990 rate until the next meeting¡
f1otion died for lack of second.
Rieke made a motion to approve the rate schedule for 1990 as
presented; seconded by Sadlo.
Ayes: Loso, Reber, Sadlo, Rieke.
Nayes: Dehler. Motion Carried 4-1.
Bar Violation: The Counc i I reviewed the bar violation of the La
Playette on 01-01-90. Since all parties involved in the violation
ware cooperative with the po 1 ice depar tment, the Council· will place
the violation in the f i Ie should future violations occur.
Adiourn: Sadlo made a motion to adjourn at 8:27 p.m. ; seconded by
Dehler.
Ayes: Loso, Reber, Dehler, Sadlo. Rieke.
Nayes: None. Motion Carried.
