MEMBERS PRESENT: Mayor Mike Loso; Members of the Council Donald "Bud" Reber, steve Dehler, Leo Sadlo, Ross Rieke. Secretary Lisa Reber. OTHERS PRESENT: Stuart Goldschen. AGENDA APPROVAL: Reber made a motion to approve the agenda with changes; seconded by Sadlo. Ayes: Loso, Reber, Dehler, SadIo. Nayes: None. Motion carried. MINUTES: Dehler made a motion to approve the minutes of the January 4, 1990 meeting as presented; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo. Nayes: None. Motion carried. Councilman Rieke arrived at 7:35 p.m. MAYOR REPORTS: 1) Reber made a motion to approve the $100.00 membership fee to Minnesota Rural Water Association for a one year trial period; I seconded by Rieke. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. 2) Mayor Loso requested the City Clerk to check into the drainage area of Millstream Park adjacent to the softball field and the required state permits for dredging this area. COUNCIL REPORTS: SADLO: 1) Sadlo passed out and discussed the 1989 Water Report with the Counci I . The maintenance schedule requires that We 11 No. 2 have the general internal and acid cleaning this year. 2) Rieke made a motion to approve the capital outlay request as presented by Sadlo for a chain hoist for the Baker St E I i f t station in the amount of $200.00; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. 3) A proposal for in-house repairs for the iron removal unit and fluoride room was presented with an estimated cost of $12,250.00. Reber made a motion to approve all necessary repairs as needed, but not to limit the total expenses to $12,250.00; seconded by Rieke. Ayes: Loso, Reber, Dehler, SadIo, Rieke. Nayes: None. Motion carried. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. RIEKE: The Planning Commission sub-committee met with APO member's Fr'!Õ!d Sandal and B ill Hanson Wednesday, January 17th. A discussion was held on the various ways of updating the Comprehensive Plan. When updating the Comprehensive Plan, the Council requests the Planning Commission to look into alternatives for sidewalk maintenance and r e pa i I' . DEHLER: 1) A broomba I I tournament wi I I be held at the hockey rink January 19th, 20th & 21st. The Counc i 1 requested a temporary stop sign be placed at the end of the a I 1 ey between 2nd Ave SE and 3rd Ave SE to help control the traffic. 2) Concern has been expressed with people playing hockey at the skating rink. The Police Department is requested to check on the warming houses to cut down on vandalism and misuse of the ice. 3) Sunday, January 21st, is the St. Joseph Centennial Kick-Off banquet at the EI Paso Club, starting with a social hour at 4:00 p.m. 3.2 OFF SALE APPLICATION: Reber made a motion to approve the 3.2 Re ta i I "Off Sale" application for St. Joseph Gas &. No bond wi I I be required providing proof of sales of preceding year of non-intoxicating malt liquor is under $10,000 annually, and proof, along with a sworn affidavit, is submitted to the City Clerk; seconded by Sadlo. Ayes: Loso, Reber, Dehler, SadIo, Rieke. Nayes: None. Motion carried. Mayor declared a recess at 8:55 p.m. Mayor reconvened the meeting at 9:00 p.m. CLERK/ADMINISTRATOR REPORTS: Baker Street Easement: District 742 approved the easement request of the City for Baker St E, with the provision that the City a 11 ow District 742 to a curb cut driveway at the west end of Baker Street when extended to Second Ave SE, to be used in the future as a school bus loading/unloading chute. Reber made a motion to accept the District 742 Baker St E easement as offered; seconded by SadIo. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. Wastewater Schoo I : Sadlo made a motion to approve Jim Marthaler's attendance at Wastewater School February 13th; seconded by Rieke. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. Historical Committ.ee Policy: Reber made a motion to accept the Historical Committee Po 1 icy as presented; seconded by Rieke. Ayes: Loso, Reber, Sadlo, Rieke. Nayes: Dehler. Motion carried. ( 4-1) Chiefs Conference: Rieke made a motion to approve the Po lice Chief's attendance at the Chiefs Confe:c'ence t'larch 26-29, and that a iu I 1 r'epo:c't 1758 of the conference be submitted to the Counc i I as required by policy; seconded by Sadlo. Tr'ee Inspector School: Sadlo made a motion to approve Jim Marthaler's attendance at the Tree Inspector Workshop March 28th; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. Vacation Carry-Over Requests: Sadlo made a motion to approve the vacation carry-over requests of ~ick Taufen and Jim Marthaler as presented; seconded by Reber. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. Utility Penalty: Reber made a motion to approve a 1. 5% per month penalty on all past due City utility accounts; seconded by Sadlo. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. Printer: Rieke made a motion to approve the purchase of a printer for the Clerk's Office; seconded by Dehler. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried. ST. Fire Department Treasurer, Jim Marthaler, requested the purchase of a f i Ie cabinet and brief case for storage of Fire Department records. The Council requested additional information. SIGN REQUEST: The Council reviewed the Street Sign Assessment presented by the Chief of Police. Sadlo made a motion to approve purchasing signs as needed, to be determined by a Committee of Loso and Reber; seconded by Rieke. Ayes: Loso, Reber, Dehler, Sadlo, Rieke. Nayes: None. Motion carried.
