Pur sUël.nt to due call and notice thereof, the City Counc i I for
the City of St. Joseph met in regular session, on Thursday,
January 3, 1991 at 7:30 p.m. in City Ha I I .
MEMBERS PRESENT - OUTGOING COUNCIL: Mayor Mike Loso; Members
of the Counc i I Donald "Bud" Reber, Steve Dehler, Leo Sadlo,
Ross Rieke. Clerk/Administrator Rachel Stapleton.
NEW COUNCIL: Mayor Steven Dehler; Members of the Counc i I Leo
Sadlo, Ross Rieke, Bob Loso, Stephanie Hazen.

OTHERS PRESENT: Peter Loso, Nick Loso, Noreen Loso, Nathan

Mayor Loso ca II e d the meeting to order at 7:30 p.m.
MINUTES: Sadlo made a motion to approve the minutes of the
December 20, 1990 meeting as corrected; seconded by Reber.
Ayes: Loso, Reber, Dehler, Sadlo, Rieke.
Nayes: None. Motion carried.
OUTGOING MEMBERS REPORT: Reber stated that it has been an
honor and joy to serve the City as Councilor the past 18
years, and thanked a I I who had worked with him. He stated
that the 1990 Council did an excellent job and expected the
1991 Counc i I to do a better job. Loso thanked a I I who worked
with him and intends to continue to watch the operation of
the City. THANK YOU MAYOR MIKE LOSO AND COUNCILOR DONALD
"BUD" REBER FOR YOUR SERVICE TO THE CITY OF ST. JOSEPH.
Steve Dehler presented an ëI.ward for service to Mayor Loso and
Councilor Reber and thanked them for their years of service
to the City.
NEW COUNCIL - OATHS OF OFFICE: Clerk/Administrator
administered oaths of office to Steven Dehler, Stephanie
Hazen, and Bob Loso.
Mayor Dehler declared a recess at 7:40 p.m.

COUNCIL REPORTS - SADLO: The Case loader appears to meet the
needs of the City.
LOSO, HAZEN, RIEKE - No report.
WARMING HOUSE HEATER - HOCKEY RINK: Counc i I discussed the
need for a different heater at the hockey rink warming house.
Sadlo made a motion to approve installation of a heater for
the hockey rink warming house, by Metro Plumbing & Heating
for $697.00. The motion was seconded by Hazen.
Ayes: Dehler, Sadlo, Rieke, Hazen.
Nayes: Loso. Motion carried.
OPEN TO PUBLIC: Mike Hazen asked if this Counc i I intends to
penal ize rental units for renting without a license, and if
they intend to control liquor and 1 i guor establ ishments,
through the laws. Counc i I felt that discussion between the
new Po lice Chief, City Officials and and affected
individuals wi I I be considered. Elmer Rakotz asked on rental
housing and if the City would or could mandate a specific
lease form be used in St. Joseph. The City may not infringe
on property owners rights, but wi I I continue to monitor and
license rental housing.
CLERK/ADMINISTRATOR REPORTS: 1) CSAH 75 signal is expected
to be flashing amber by Friday night and wi I I have it operate
flashing for about a week to warn motorists of a change.
Then the signal wi I I be turned on to be full y operational.
2) Clerk presented the Engineer's rate schedule for 1991.
Rieke made a motion to approve the schedule as presented;
seconded by Loso.
Ayes: Dehler, Sadlo, Rieke, Loso, HëI.zen.
Nayes: None. Motion carried.
The meeting was adjourned with a motion by Rieke; seconded by
Sadlo.
Ayes: Dehler, Sadlo, Rieke, Loso, Hazen.
