February 7, 1991 at 7:30 p.m. in City Ha II.
MEMBERS PRESENT: Mayor Steven Dehler; ¡1embe I' S of the Counc i I
Leo Sa.d I 0, Ross Rieke, Bob Loso, Stephanie Hazen.
Clerk/Administrator Rachel Stapleton.
OTHERS PRESENT: Denise Rowe, Sheri Fleck, Ron A. Euteneuer,
Lyle Cruser, Fran Court, Ralph Meye r, Claude Menzhube!',
Stuart Goldschen, Erica Erickson, Joe Bettendorf, Kevin Gray.
AGENDA APPROVAL: Rieke made a. motion to a.ppr ove the agenda;
seconded by Hazen.

MINUTES: Sadlo made a motion to approve the minutes of the
January 17 meeting, but indicated that the motion to present
the retiring Po lice Chief, his service revolver, as a
remembrance compensation and a 1 10vJ the purchase of another
revolver for $100 wa.s deemed inappropriate action. The
revolvers were disposed of as surplus property at an auction
along ¡oJ i th bicycles, helmets, two other service revolvers,
I and other surplus goods. The motion was seconded by Rieke.

Rose Arnold, County Commissioner for our district, met with
the Counci I. She discus~ed lost State Aid revenue, the
census count inaccuracies, County highway plan, County
Highway maintenance aid ha.s been approved for the Ci ty, and
other matters relating to the County and City.
PUBLIC INPUT: Dennis Stueve ëI.sked how the County adopt a.
highway mile program is go in g . Rose Arnold stated that it is
going very we I 1. Many organizations have volunteered to
adopt a mile to keep it free from litter.
¡1A YOR REPORTS: 1) Mayor presented the Stea.rns County
Historical Society's Activity Schedule for 1990. 2) Dale
Salo wi 1 I provide the City with mylar sepia as builts, of his
additions, as required by the Developers Agreement. Our
Engineer responded to him of the City's need for as builts.
3) Requested that the Planning Commission consider requiring
that notices for hearings, which impact a development, to be
sent to a I I the properties in the development.
4) Appointed Ross Rieke as Counc i I liaison to the CORE
I Committee. Loso made a. motion to a.pprove the appointment;
seconded by Sadlo.

BAKER STREET: Joe Bett.endorf, City Engineer, reviewed with
the Counci I, previous study on upgrading East Ba.ker Street.
A large portion of it. is not a.ssessable, because it is not

the City Engineer and Ma.yor meet with I'epresenta t i ves of St.
Ben's and see if a workable agreement ca.n be reached. The
motion was seconded by Hazen.

GAMBLING LICENSE APPLICATION: Denise Rowe a.nd Mark Zimmer
discussed the gambling license application of Central
t1i nnesota Sexua.1 Assa.u It Center, a.nd the amount of funds
which are used in the St. Joseph community. Ms. Rowe stated
that they would submit quarter I y statements of the use of the
funds, to the Counci I, by the fifteenth of the month
following the quarter. Sa.d I 0 made a motion to approve the
gamb ling license application of the Central Minnesota Sexual
Assa.u It Center as presented, with quarterly reports
submitted and an effort made for community awareness of the
service of the or gan i za.t ion; seconded by Rieke.

Ralph Meyer presented gambling license applications of t.he
St. Joseph Lions Club for two locations, The Lions at the El
Paso and Lioness at the Main Street Pub. Mr. 1'1eye r gave a
summary of the financial assistance which the Lions Club has
given to the communit.y, from g3mb ling funds. Hazen made a.
motion t.o approve the gamb 1 i ng license applications of the
St. Joseph Lions Club a.s presented; seconded by Sad 10.

Nayes: None. Motion carr·ied.
The Counc i I discussed with .John Scherer, City Attorney,
allowances for developing an ordinance to regulate gambling
in the City. Counc i I felt it would be a.ppropr iate to meet
with the license holders, to develop regula.tions which would
be accepta.b I e to a 1 I , meeting to take place after current
legislative session closes.
