Mayor Dehler ca I led the meeting to order .;!.nd introduced t-1s.
Beigbeder, professional grant writer, to the Counci I. She
discussed wi th the Counci I, upda.t i ng and resubmitting grðnt ,

app I i Cël. t ion for ëI. water stora.ge facility. She felt there is
a need for a new survey to show current low to moderate
income data in St. .J oseph. Also, she discussed the various
facts needed to set our City a.pa.rt and show greater need than
other applicants, such as growth of the area, water I
constraints limit economic development, large proportion of
non- taxa.b I e property, fire fighting capabilities great.ly
diminished.
Joe Bettendorf refreshed the Counc i I on proposed plans for a
storage facility and location, and size of proposed new
mains. He a 1 so dis{~usseà past plans and a. study of fire
fighting effects on water ma.ins, in various locations.
Counc i 1 disc1..~ssed various methods of doing S1~rV8)r, .3.nd agreed
that personal door to door conta.ct would bring in the highest
return ra.te. The Coune i 1 agreed to do the survey and invite
the Planning Commission to assist. them. Bob Loso agreed to
do the planning of routes and organizationa.l planning.
The Counc i I requested Ms. Beigbeder to submit. ëI. proposal for
her services, for their review, and if accepted to submit
monthly reports on progress.
The Counc i I adjourned at 8:45 p.m. with a. motion by~ Sadlo;
seconded by Rieke.
Ayes: Dehler, Sadlo, Rieke, Loso, Hazen.
Nayes: None. Motion carried.
