LOSo: 1) Loso attended an emergency mana.gemen t seminar in
Arden Hi I Is ëI.nd discussed Emergency Operation Center plans.
2) A tree on Lot 1, BlocK 1, Ho I low Park is growing over a
sewer main and needs to be cut down.
HAZEN: Hazen presented a personnel mël.nua I which she compiled
for the Ci ty. I t contains information on personnel
manël.gement. A copy wi I I be aVël.i lable for members of the I
Counci 1. Job descriptions need to be updated. The Mayor
stated that ~Joe and Mary Ann Fitzgerël,ld hël. v e offered to
assist the City in updating job descriptions and other

approve a. 100 watt high pressure sodium street light, on the
northeast corner of First Avenue Nt·] and CSAH 7.5; seconded by

3) POLICE PART TIME EMPLOYEES: Chief Lindgren presented
recommendations from the Po lice Interview Boa.rd to hire
Virginia Gustin and GQrdon P rQcha.s ka. Counc i I discussed the
needs of the new Officers. Chief Lindgren stated tha.t
Officer Prochaska. has everything he needs, uniforms, I ea.ther,
and wea.pon, but Officer Gustin wi I I need uniforms, lea.ther
and weapon. Loso made a. motion that the City I1li I I provide two
pants, hl/o shirts, one jacket, one hat, ëI.nd leather and
\,¡eël.pon for officers as needed a.nd City wi II retain Qwnership
of the uniforms and equipment. The motion was seconded by

5) LIQUOR ORDINANCE AMENDr-1ENT: HëI.zen made a motion to
approve an amendment to the liquor ord i nël.nce which recinds
the requirements of bonding for license holders, for the sale
of intoxicël.ting a.nd non-intoxicating ma.l t liquor, to conform

Rieke made a motion t () approve a. resolution authorizing the
City Attorney's office to revise the I i quo r ord i na.nce so tha.t

6) PETITION REQUESTING ELECTION: Sa.d I 0 ma.de a motlon to
accept the petition, which has the required amount of va. I id
signatures, requesting <3n election on the proposed purchase
of the Roske property .3. t $150,000, and in view of the costs
of a. special election, to put the question on the bal lot at
the next scheduled election i f the property is s t i I I
avai lable. The motion was seconded by Rieke.

2) r1r. Bet.tendorf presented a prelimina.ry cost figures for
Ea. s t Baker Street a.nei Seventh Avenue SE improvements.
Counc i I felt a I I the adjoining property O\',1ne I' s should share
in the costs of the upgrading of the streets. John Scherer
ò.g I' eed to talk to representatives of St. Benedicts concerning
their share of the cost.s~ Hazen made a motion to \,'a it for
St. Benedicts response before further planning is done. The
motion was seconded by Rieke.

4) The Counc i I previously a.s ked if the County would reduce
the speed limit on County Road 2 before the \.¡es t entrance

into the City. The County increased the speed on that area.

with the area by Ka.y' s Kitchen and recommend corrections for

6) COlmc i I discussed the County request to transfer funds
from the municipa.1 a.i~COt.1nt , ëI.nd the purpose of these funds.
These funds are for County participation in improvements on
County roads within municipalities.
OPEN TO PUBLIC: Mike Hazen questioned the Counc i I on money
spent on the . officer's investigël.tion proceeding~, a.nd
po. 1 ce
the status of the situation, and when a. report wi II be issued
for pub I i c information. Sa.d I 0 stated that \I/hen the
litigation is over the pub I i c wi II be informed. Bud Reber
asked if this po lice matter wi I I have costs like the "Bush
Investigation?" Ken Twit asked if the po lice department is
living \I/ithin their budget, and \>Jhere the money \1/ ill come
from, for the last months of the year, if the po lice goes
over their budget. Mayor Dehler stated that the City has
been under budget for years and wi II continue to try to s t a. y
within the budget. Tom Rothfork presented a petition to
annex a parcel of property adjacent to the City. The Council
received the petition and \d II consider it a.t the next
regular meeting.

Rieke made a motion to purchase two safety harnesses for the

New requirements for trucks over 20,000 lbs. include
certification that a I I parts are operating and are according
to standards. The City has two trucks which wi I I have to be
certified. Inspection wi I I cost $25 each and repairs and
corrections I,d I I be required.
Acting MëI.yo r Sadlo extended the meeting 10 minutes.
Truck drivers \d I 1 be required to have class B drivers
licenses and t\>JO endorsements. Rieke mël.de a motion to ëI.llow
City Maintenance employees to take time off to take the
additional test and the City \I/OU I d reimburse the employee for
the difference between the Cla.ss C license a.nd the required
Class B, for existing employees only. The motion was
seconded by Hazen.

PERSONNEL MATTERS: Because of the lat.eness of t.he hour, and
the Counc i 1 needed legal opinion on .Jef f Young's request to
recind the two day suspension, the Counc i I wi I I consider this
matter at the next meeting.
BAKER STREET: Mr. Taufen a.sked if t.he Counc i I wished to ha.ve
calcium chloride applied to Baker Street. C01..mc i 1 generally
agreed to wait and see if the improvement project wi I I go
through.
MAINTENANCE PERSONNEL: Mr. Taufen also requested more help.
The increase in the work load has made it impossible to
accomplish without extra help. Counc i I wi I I consider at the
next meeting.
