7, 1991 at 7:00 p.m. at the St. Joseph City Ha II, to hold a
pub lie hearing to consider a request to lift an existing
moratorium on the maximum number of off sale liquor licenses
allowed in the City of St. Joseph.
Members Present: Mayor Steve Dehler. Members of the Counci I:

Mayor Dehler ca I led the pub I i c hearing to order at 7:00 p.m.
and stated the pl..lrpose of the hearing was to receive pub I i c
input on the off sale liquor moratorium which went into
effect April 20, 1989. He also informed those present, that
a decision WI;) 1.1 I d not be made at this heël.r i ng, but at the next
scheduled City Counc i I meeting. After the pub I i c hearing
there wi I I also be a short Counc i I meeting. At this time
Mayor Dehler opened the floor for discussion.
Dave Ho I lander presented 185 petitions requesting the Counc i i I
to leave the existing moratorium on off s2!.le liquor licenses.
The petition was available for residents to sign in
Hollanders Liquor Shoppe and va.rious people went door to door
requesting signatures.
Mayor Dehler read a report prepared by Po lice Chief Brad
Lindgren stating how surroundings cities control off s ëI. I e
liquor licenses.
The Counc i I asked Chief Lindgren what the affects on policing
would be if another off sale license were issued. Lindgren
responded there WOI..1 I d inevitably be more problems including
an increase in underage purchasing.
B i I I Lorentz would like to see the moratorium r e ma. i n as is.
The license can be used as a. valuable commodity and should a
license holder decide to no longer se I I off sale liquor than
someone else can purchase that license. The license could
a I so be used as an instrument t.o keep the bEl. I' owners in
compliance with the liquor laws. I f an establishment would
have a liquor violation the City could revoke the license and
issue it to some.one else.
Jim Krebsbach discussed the possibility of obtaining more I
pub I i c input and possibly placing the issue on the next
Generël.l Election bël.llot.

City Attorney, ,John Scherer, discussed with the Counc i I .3.nd
those present, possible wa.ys of hël.ndl ing the liquor'
moratorium. The City has three potent i.3.! directions they C.3.n
take:
1. Keep the moratorium as it currently is.
2. Lift the moratorium completely.
3. Limit the number of licenses based on population.
There being no further discussion, Sadlo mël.de a motion to
adjourn the hearing at 8:00 p. m. ; seconded by Rieke.

Nayes: None. Motion Carried 5:0
COUNCIL MEETING
Highway Funds: The Counc i I discussed the proposed tr.3.nsfer
of Highway funds. Rieke made a motion to have the City Clerk
\ÿr i te a letter to the County in support of the funds tra.nsfer
and request information as to how the City of St. Joseph
could utilize those funds in the future. The motion was
seconded by Hazen.
Ayes: Dehler, Sadlo, Rieke, Loso, Hazen.
Nayes: None. Motion Carried 5:0.
Adjourn: Sadlo made a motion the Counc i I meeting at 8: 15 and
go into a closed meeting to discuss pending personnel
matters. The motion was seconded by Hazen.
Ayes: Dehler, Sadlo, Rieke, Loso, Hazen.
Nayes: None. Motion Carried 5:0.
At this time, 8: 16 p. m. , the Counc i ! went into closed
session for the Counc i I to confer with the Attorney.
The meeting re-opened at 8:35 with H.3.zen making a motion to
adjourn; seconded by Rieke.
Ayes: Dehler, SëI.d I 0, Rieke, Loso, Hazen.
Nayes: None. Motion Ca.rried 5:0.
