MINUTES: Loso made a motion to approve the minutes of the
MëI.y 16 meeting; seconded by HëI.zen.

MAYOR REPORTS: 1) The Mayo r , Attorney, Chief of Po lice ëI.nd
Bar Owners have had several meetings to discuss the mechanics
and functioning of the arm band ordinance. Proposal worked
out was to require majors to wear the arm bands on nights
when minors would be a I lowed in the bars, stamp M on minors
hël.nds, hire a uniformed officer with pO\lfe r s of ëI.rrest, in the
bar, and not a II ow a I I you can drink on arm band nights.
Hazen made a motion to direct the attorney to prepare an
ordinance a.mendmen t, to make these changes in the arm ba.nd
ordinance, for Counc i I consideration. The motion was
seconded by Sadlo.

Nayes: None. Motion carried.
The Mayor ëI.lso st.ated that t.he bël.r owners wi I I meet annually,
in August, with the Mayor and Chief of Pol ice, to help
control problems and minor drinking.
2) f1ë1.yo r met with Mike Ryan of the College of St. Benedict,
and discussed annexation. The Mayor suggested that a I I the
College and Convent property be annexed and any other
property \lfithin the area., including a. I I a.dja.cent streets ëI.nd
roadways. St. Bens does not wish to be assessed, in the
future, for a proposed water ma.i n on Col lege Avenue. An

Counc i I to request an outdoor liquor permit for Sunday, June
30 for the LaPlayette, for a La. Jam. The previously
scheduled one was cance lIed because of snow. Hazen made a
motion to approve the request with the same s t i pu I a. t ions as
the permit for t1ay 5, including a $25 fee; seconded by Loso.

SPECIAL USE PERMIT REQUEST: Loso made ëI. motion to approve
the Special Use permit request of Scott Harms, to operate an
auto repair garage in a generël.l business zone, based on the
Planning Commissions recommendations, which \I/OU I d require the

1) The hours of operation \d I I not be prior to 7:00 a.m.
nor after 7:00 p.m.

exceed three (3) .
The property is located at 110 Birch Street West; Lot 4,

seconded by Sadlo.

OPEN TO THE PUBLIC: .John Kierzek asked about hiring part
time help. Also stated t hël. t the painting of the parK shelter
in Millstream Park has been expanded to include the cement
blocks.

CAPITAL OUTLAY - POLICE COMPUTER PROPOSAL: Counc i 1 considered
the proposals to procure a computer ëI.nd software for the
po lice department. The Couna i ì a 1 I m,,¡ed to have specs
prepared and sent to area vendors.

presented a. report of costs for East Ba.ke I' Street and Seventh
Avenue SEt The Counc i ! discussed costs to property adjacent
to Baker Street, outside the City boundary and not
assessable. If St. Bens \'Ii I I pa. I' tic i pa t e in the project,
East Ba.ker Street ca.n be improved from Seventh Avenue to
Second Avenue. Counc i 1 wi 1 I make a decision on the project

CLERK/ADMINISTRATOR REPORTS: 1) Need for generël. I cleël.ning of
city ha.ll and clerk's office. Counc i I a.l lowed to check and
see who would be available for this. 2) Audit report is
being typed now. Counc i I \I/Ì I I set up a special meeting date,
at the next meeting, for auditor to review it with the
Counci I. 3) The Bureau of the Census has responded that they
wi I I be revie\l/Ìng the dëlta which the City sent to them for
possible corrections in the count. The wi II look at the
boundary problems of the census blocks.
At 10:00 p.m. the Mayor extended the meeting to 10:15 p.m.
PARK tiA I NTENANCE \¡'/ORKER: Sadlo ma.de a. motion hire Ga.ry
Dona.baue I' and Mike Sworski, contingent on interview, for
temporary part time maintenance workers, with primary
attention to parks, with other \vork as needed, to maximum
expenditure of $6,000, from now until October 1. John
