Pursuant to due ca II and notiGe thereof, the City Count i I for
the City of St. .J oseph met in Specia.l Session on Wednesdël.Y.
August 28, 1991 at 10:00 a.m. in the St. Joseph City Ha I I .
Members Present: Mayor Steve De hie r. Members of the Counc i I
Leo Sadlo, Ross Rieke, Bob Loso. Stephanie HëI.zen. Deputy
Clerk Judy Weyrens.
Others Present: City Engineer Joe Bettendorf, Pub 1 i i:; Works
Director DicK Ta.ufen. Po lice Chief Brël.d Lindgren ëI.nd Stuart
Goldschen.
The primary purpose of this meeting Wël.S to discuss the Water
Storage Facility Community Block Grant; more speGifically the
financing.
Po lice Chief Request: Chief Lindgren discussed with the
Counc i I the need tQ hire part-time personnel to go under
cover and help the Po I ice Department control house pa. r tie s .
Loso made a motion to a.pprove the hiring of p<ii.rt-time
personnel to work undercover a.s needed. The motion WëI.S
seconded by Hazen.

Councilor Rieke arrived at 10: 15 a.m.
Water Stora~e Facility: Joe Bettendorf, City Engineer
discussed with the Counc i I a.lternatives of financing the
City portion of the water storage fa.cility. if the City is
successful in obtël.ining a grël.nt. Should the City succeed in
securing a grant, the City portion would be approx. $600,000.
Among items discussed were:
1. Assessments--The CounG i 1 discussed the pros/cons of
blanket assessments -vs- .3.ssessments for only those
properties with a watermain being replël.ced.
2. Bond--A portion of the project could be bonded for.
Monte Eastvold. Finël.ncial Consultant for St. Joseph.
prepared a. sëI.mp I e debt schedule illustrating the
costs of bonding. Statues 429 require that if a
project is bonded, 20% of the project costs must be
assessed.
3. Increase in fees:
a. Increase Water Rates: The rates are currently
at $.95 per 100 cubic foot.

b. User Fee: (surch.3r ge) The Gounc i I discussed

c. Hookup Fees: The City currently charges $;300

Due to other commitments Councilor Rieke left at 10:45 a.m.
Joe Bettendorf ëI.I so presented the rough dra.ft of the
engineering report for the water storage f3cility grant
application. Mr Bet.tendorf asked for comments and questions.
Councilor Loso expressed concern for the need to stël.rt.
