Pursuant to due ca I I and notice thereof, the City Counc i I for- the City
of SL Joseph met in special session on Tuesday, October 29, 1991 at
7:30 p.m. in the St. Joseph City Ha I I .
Members Present: 1'1ayo r Steve Dehler. t1embers of the Counc i I Leo Sadlo,
Ross Rieke, Bob Loso, Stephanie Hazen. Deputy C I er'k Judy We yr' ens .
Others Present: Kathleen f1urphy, Brad Lindgren, Rachel Stapleton.
Approve A~enda: Sadlo mël.d e a motion to approve the agenda with
revisions. The motion was seconded by Lo'so.
The purpose of the special meeting WëI.S to discuss with personnel
special ist, Kathleen Murphy, the rules ëI.nd regulëltions of Pa.y Equity.
1'1s. Murphy introduced herself to the Counc i I and presented él. 60 minute
presentation on the regulation of Pay Equity and \.¡ha t the City \.¡ou I d be
required to do. Once the study is completed and approved by the State,
the City wi I I be required to submit a new report every three years.
Ms. Murphy wi I I review the current job descriptions and would like to
establish another meeting night when the Counc i I could meet to assign
points to the positions. The counc i I ","' i I I conduct ëI. special meeting on
Wednesdél.y, November 6, 1991 at 7:30 p. m. for the sole purpose of Pay
Equity.
Annexation Request: Ray Bra.ndenbur ger is requesting annexation of his
property North of CSAH 75 as discussed with City Attorney John Scherer.
Joe Bettendorf, City Engineer suggested that when the City annexes Mr.
Brandenburger's portion, that at the same time the City clean up some
roads that were missed in the recent annexations. Loso made a motion
to approve the resolution annexing the following properties. The
motion \.¡as seconded by Rieke.

That part of County Road 133 located between the center line of
East Minnesota Street and the North line of the Southea.st Quarter

Truck Compliance: Dick Taufen, Pub I i c Works Di rector, Presented the
Counc i I with a. lis t of needed repairs on the trucks that need to be
I certified with the State. The Counc i ì requested Mr. Taufen to get cost
estimates on the repairs before a. Counc i I decision.
Liquor Applications: The Counc i I had a round table discussion on the
process the applicants must go through when an off sale liquor license
becomes avai lable. At the next Counc i I meeting the Counc i I would like
ea.ch applicant to come to discuss their plans for the available
license.
Easement Violation: Councilor Loso questioned the status of the
Easement and fence violation on 4th Ave NW. Mayor Dehler wi II contact
the City Attorney to discuss the progress.
Mi II stream House: Councilor Sa.d I 0 questioned the se I ling of Millstream
House and if it \.¡ou I d se II at the ëI.uct i on. He feels t ha. t the house
should be demolished and removed now. The Counc i I wa.s in general
agreement to wait until a.fter the auction to see if the house would
se II.
Policy: The Counc i I discussed the manner in which decisions are made a. t
the Counc i I table, and when a decision is made, it is made by the
entire board and not one individual. When residents call and question
actions undertaken by the Counci I, one individual members name should
not be given out. Councilor Loso would like to remind a 1 I departments
of this, as recently the Clerk's Office gave his name to residents
I complaining about the no pa.rking signs near Centennial Park.
'-'linter Recreation: The hours for the sKating rink hël. v e been set. They
are as follol.'¡s: 4:00 p.m. to 8:00 p. m. Mondays thru Fridays, and 1:00
p.m. to 9:00 p.m. on non-school days.
Basebëlll Park: The Council would like the Clerk's Office to discuss
with the Baseba I I Association whether or not they are renting out the
ba.l I diamond near Centennia.l Pa.rk and invite them to discuss this
mël. t t e I' with the Counc i I at a future meeting.
MTC: The Counc i I discussed the recent presenta.t i on of the Metropolitan
Transit Commission to provide pub I i c transportël.tion to St. .Joseph
residents. Due to the costs of the proposal and undetermined ridership
at this point, Loso made a. motion instructing the City Clerk to send
the MTC a letter thanking them for their time and the City of St.
Joseph is not interested at this point in time. The motion was
seconded by Sadlo.
Adjourn: Hazen made a motion to adjourn at 9:45 p.m. The motion wa.s
seconded by Rieke.
