NëI.yes: None. r-1otion carried 5:0 Snow Haul in¡:;: The Clerk's Office received a complaint from Ci3.r 01 TëI.mm, EI PëI.SO, requesting t ha. t the City remove the snow along the south side of their driveway. They are requesting this since a 1 I the businesses along Minnesota Street and College Avenue ha.ve their sno\", removed by the City. The Council discussed that the City removes snow .3.10ng Minnesota and Co I lege Avenue because they are County Roads, and the City has an agreement with them, and is paid per mil e for maintenance. Also discussed was the snOvJ removal fund that is no longer in existence. Mayor Dehler felt the possibility of revising the snow fund should be checked into. Motion defeated ;3: 2 Snow Bird Complaint: The Clerk's Office received a request from an individual who hël.d her car towed on Sunday, November 3. She is a housekeeper for one of the residents and because of the snow storm she s tël.yed over night and her car was towed. She was una.ware of the ordinance pertël.ining to winter parking and requested the Counc i 1 to refund her money. The Counc i I instructed Chief Lindgren to send a. letter to the individua.l explaining the Ordina.nces and the City cannot refund her money. Pol ice Chief Reports Towin~ of Snow Birds: As per the Ordinance, Chief Lindgren requested quotes from towing companies to tow vehicles left on City streets after 2:00 ët... m.. Krebsba.ch stated tha.t he and his brothers pi a.n to develop the vacant parcel on Minnesota Street that they currently own. They- have been doing resea.rch a.s to \...ha t types of businesses are needed and \·¡hð. t would work for them. .J i m presented a sketch dra\>JÌ ng of a proposed development that would possibly house a convenience store, fast food chð.i n, and a I iqlJor store. ¡.Jhen asked wh,:;¡t their t . fr.3me _lme for construction is, Jim stated t ha t late next .yea.r would be the earliest. Sadlo questioned \oJhether they would be requesting the a I ley to be va.ca. ted at the time of construction, Jim Jim also -- \oJas unsure. stated the development would be done in phases. Bob Krebsbach stated they would be the management for the liquor store if granted the license. The Counc i I discussed the possibility of placing a one year construction limitation on the liquor license. That is 1 the applicant of the I i quo I' license \ý i I I have one yea.r to be in operation before the license is negated. Jim stëlted that wa.s not a problem. Loso questioned the market on Minnesota Street -vs- the marKet on CSAH 75. .Jim responded, when people exit off an interstël.te, they are looking for two markets-- food/gas a.nd liquor ëI.nd feels they hël.ve a good location for the liquor store. Ted Dunca.n: Due to deer hunting, Ted Duncan could not be in a. t tendance at this time, but Mike Deutz spoke on his behalf. Mike stated tha.t they have been pursuing this license for 3 years. The liquor store would be housed in w h é'. t is currently rented out to a. hël. i r styl ist. The building would be 36 x 36. The Counc i I questioned the time schedule for the liquor operation if granted the license. Mike s t.3 ted tha.t he would begin any needed construction in Spring, and \ýOU 1 d have no reservations if the Counc i I pi ëI.ced a one year time schedule on the license. Hazen questioned the intent and ma.na.gement of the liquor operation.
