MINUTES OF REGULAR CITY COUNCIL MEETING HELD ON , JANUARY 7, 1976
The City Council of the City of St~Joseph met in regular session on Thursday,
January ¡, 1976 with the following members· present: Herman Sèhneider, Hugo .
Weyrens, Bud Reber, Steve Dehler; Clerk Bob Johnson; Treasurer Leo Sadló.
- Acting Mayor Herman Schneider opened meeting at 7:45 p.m.

Treasurer Leo Sadlo presented the monthly fund report.·

A motion was made by Hugo Weyrens seconded by Bud R~ber to accept report as
presented. Motion carried.
Attorney Tom Javonavich present, representing Robert Gamades, regards application
for rezoning from R2 residential to R3 Multiple including the following variances:
Planning commission re-examined all layouts and re-recommended new layout.
Javonavich No. 1 reasons for recommendation were as follows: (as listed in '
Planning Commission meeting minutes dated 1/5/76.) . retains 20 ':í"t- side yard
requirement and includes moreparking.area.
A motion was made by Bud Reber seconded by Steve Dehler to approve Gama~es
application as reviewed and recommended by Planning Commission~
A motion was made by Steve Dehler seconded by Hugo Weyrens to pay bills as
presented. Motion carried. !
Hugo Weyrens, Council Planning Commission representative, presented a new plat
containing portions of Zone 1, east of city, relating to park area designation
and other pert~nent matters such as lot size, street design~ etc. Joint Powers
annexation board has scheduled meeting.
Petition for annexation submitted by Lyman Hull, for area north of Wastewater
... Treatment Plant comprising 8.26 acres was tabled due to the absence of Attorney
John Knapp.
The following ",ppointments for 1976 were approved on motion by Hugo Weyrens JI!.
seconded by Herman Schneider. Motion carried.

Sidewalk snow removal to be enforced where sidewalk is continuous for at least
one block. Steve Dehler to contact equipment operators. Letter to the follow-
ing businesses or persons: Snow placed on streets or sidewalks must be removed
~ within 24 hours after deposit - Krebsbach Motor Co., stueve Garage, Salls Cafe,
Martini Mobil.
Letter to Northwestern Bell relating critical parking conditions abutting Bell·
property in city.

A motion was made by Bud Reber seconded by Hugo Weyrens to vost no parking signs
on east side of 2nd Street N.W. at Minnesota Str 200 ft north to alley. Motion
carried. Posting to be delayed until all communications and substitute plans
are received.
Ordinance No. 15 curfew to be rewritten and revised for next council meeting.
Snow plowing ordinance reviewed - further study to be made.
Police Chief Lorentz reported installation of screen in police car. Police
Department policies - procedures and operations reviewed. Further police
operational study was tabled until next meeting.
Motion made by Steve Dehler seconded by Bud Reber to approve job description of
Chief of Police and Patrolmen as corrected.
A motion was made by Bud Reber seconded by Hugo Weyrens to approve purchase of
self-defense spray at a cost of $86.00. Motion carried.
Police equipment purchase request to be examined at next meeting.
