MINUTES OF SPECIAL CITY COUNCIL MEETING HELD ON THURSDAY, JANUARY 15, 1976
The City Council of the City of St. Joseph met in speci~l session on Thursd~y,
t January 15, 1976 at 7:30 p.m. with the following members present: Mayor Harry
J. Knevel; Councilmen, Herman Schneider, Bud Reber, Hugo Weyrens, Steve Dehler;
Clerk Bob Johnson. Also present was :¡mgineer Joe Bettendorf.
The following changes in the Police Advisory Commission appointments wère made:
Don Kierzek, Chairman, Ed Kacures, Art Reber for 1976 - 77, Bob Viehauser,
Gerald Derr, Bill Lowell, Mrs. Lee Kapsner - 1976, approved on a motion by Stevè
Dehler seconded by Herman Schneider. Motion carried.
Police on-call time reviewed and examined. Employee lunch and coffee brea"
time discussed.
A motion was made by Hugo Weyrens seconded by Herman Schneider to establish a
40 hour work week to include 2 - 15 minute rest breaks each day. Motion carried.
Police Department employees shall not be required to serve for on-call periods.
If an employee is called back on emergencies he shall receive a minimum of
2 hours straight time pay with additional compensation for time beyond 2 hours.
Maintenance department employees will receive It times their hourly rate for
work performed after regular scheduled hours.
The above work and pay schedules were approved on motion by Hugo Weyrens seconded
by Bud Reber effective date of police policy to be Feb 1, 1976. Motion carried.
t Engineer Joe Bettendorf present: Rothfork sewer extension project examined -
developer or contractor to provide city with indenmity bond or cash deposit as
required by Sub Division Regulation Ordinance - insurance requirement to be
usual amount required.
Underground utility services on R.R. crossing project discussed. NSP contract
to be examined.
Engineer to prepare excavation ordinance after review with council.
New engineering contract for 1976 presented and approved on a motion by Hugo
Weyrens seconded by Herman Schneider.
Hearing on R.R. crossing project scheduled for March 18, 1976 at 8 p.m.
Motion made by Steve Dehler seconded by Hugo Weyrens to authorize Forester
attendance at workshop on January 26, 1976 at Skeeters, Avon, Minn. Motion
carried.
Motion wqs made by Steve Dehler seconded by Hugo Weyrens to approve clerk dept.
attendance at workshop in St. Cloud on Jan. 21 and 28, 1976. Motion carried.
Curfew ordinance revision presented for council review.
A motion was made by Bud Reber seconded by Herman Schneider to adopt ordinance
I No. 1976 - A curfew ordinance as corrected deleting section 4. Motion carried.
Snow plowing ordinance to receive further examination.
Bi-Centennial flag presentation - scheduled for Feb 1, 1976.
Rug for entrance of hall approved by council.

MINUTES OF SPECIAL CITY COUNCIL MEETING HELD ON THURSDAY, JANUARY 22, 1976
The City Council of the City of St. Joseph met in special session on Thursday,
January 22, 1976 at 7:30 p.m. in City Hall, St. Joseph MN., with the following t
members present: Mayor Harry J. Knevel¡ Councilmen, Herman Schneider, Bud Reber,
Hugo Weyrens and Steve Dehler; Clerk, Bob Johnson. Also present were: Fred
Klingbeil, Milner Carley engineering member, Don and James Landwehr, Nell
Pfannenstein, Bill Lorentz.
Fire Chief Mike Loso requested the purchase of a 20 Ib fire extinguisher -
cost approx $54.00. Approved on motion by Herman Schneider seconded by Hugo
Weyrens. Motion carried.
Tri Cap bus schedule and letter presented - schedule posted - copy to Linnemann's
Store.
Bi Centennial presentation of flag day program reviewed. Program scheduled for
Feb 1, 1976 11:30 A.M.
Hud Hearing opened at 8 p.m. by Mayor Knevel.
A resume of last years Hud Community Block Grant program was presented by Clerk
Bob Johnson. Mr. Fred Klingbeil presented additional information pertaining to
the 1976 pre-application. Mr. Klingbeil discussed eligible and ineligible projects.
Poverty low income - sub standard housing areas were revievred. Community needs
should be identified - project affecting poverty, elderly, low income will
attain most points.
~œs. Dave Pfannenstein was present to observe council proceedings on a class -I
project.
James and Don Landwehr were present representing the St. Joseph Development Corp.
James Landwehr indicated Region 7W and st. John's Mall Center representatives
encouraged them to again submit an application through the city relating to
dovmtown area improvement - redevelop downtown - further information will be
obtained relating to renewal and planning. Downtown renewal - land acquisition -
community center - another hearing next week Thursday, January 29.
Hearing closed at 9:40 p.m.
Council re-convened at 9:45 p.m.
A motion was made by Hugo Weyrens seconded by Steve Dehler to approve purchase
of three flourescent lights for hall. Motion carried.
Steve Dehler made motion to adjourn at 11:10 p.m. seconded by Hugo Weyrens.
