JOSEPH, MINNESOTA MINUTES OF SPECIAL CITY COUNCIL MEETING HELD ON THIJRSDAY, JANUARY 29, 1976· The City Council of the City of St. Joseph met in special session on Thursday, -, January 29, 1976 with the following members present: Councilmen, Herman Schneider, Hugo Weyrens Jr., Steve Dehler. Absent: Mayor Harry J. Knevel (out of city) and Bud Reber, councilman (out of city). Also present were: Fred Klingbeil. The meeting was opened at 7:30 p.m. by Acting Mayor Herman Schneider. A motion was made by Hugo Weyrens seconded by Steve Dehler to approve purchase of 2 BÅ’centennial emblems at $1.90 each. Motion carried unanimously. Second Hud Hearing on Community Block Grant program opened at 8:10 p.m. Fred Klingbeil reported on contact with Hud people since last hearing on Thursday, January 22, 1976. Mr. Klingbeil reported land aoquision eligible - demolition downtown revewal - should relate to poverty low income to have priority. James Landwehr, Mrs. Robert Walstrom, Bill Lorentz were also present. Mr. Klingbeil presented resume of pre-application format. Another, meeting will be scheduled to include R7W and St. John t s Mall people. Council preparing list of community needs. Hud hearing adjourned at 9:30 p.m. Attorney to prepare copies of lease agreement and send to clerk for council distribution. Radio monitor availability from local source cited. NSP franchise to be available at next meeting. Snow plowing policies and ordinance reviewed - with maintenance and police dept. Bicentennial plans reviewed for Sunday. Park lease agreement reviewed by council with Attorney Knapp. Check insurance costs - public liability question - tenant insurance effect on city policy. Attorney to prepare new lease copy and forward to clerk. Lyman Hull petition to be tabled until plans have been examined by the Planning Commission. A motion was made by Hugo Weyrens seconded by Bud Reber to approve policy of Mutual Aid to Minnesota Highway Patrol and Stearns County Sheriff Dept. for mutual assistance in the event of emergency.
