CITY OF ST. JOSEPH, MINNESOTA
MINUTES OF SPECIAL CITY COUNCIL MEETING HELD ON THURSDAY, FEBRUARY 3, 1976
The City Council of the City of St. Joseph met in special session on Tuesday,
February 3, 1976 at 8 p.m. with the following members present: Mayor Harry J. 1
Knevel; Councilmen, Herman Schneider, Bud Reber, Hugo Weyrens. Absent: Steve
Dehler, councilman, (vacation - out of town). Also present were: James Landwehr,
Donald Landwehr; Dick Dwenell and Dennis Wi~ek of R7W Commission, Bill Meinz,
Roman Reber.
Fred Klingbeil reported on his contact with st. Paul Hud office relating to
Community Block Grants since the last pUblic hearing on Thursday, Jan. 29, 1976.
Health clinic need reviewed - lack of resident medical doctor cited. Compre-
hensive planning question presented - monitor process of Hud explored. Dennis
Wilzck elaborated on past procedures relating to housing needs for grant appli-
cations in this area" - local imput favorable to Hud. Wilczek suggested gearing
for 1977 grant program, indicating the demand for time to prepare good program
for grant application. Comprehensive planning to become more critical - important
prior to application - planning for land acquisition - request package - directed
toward low income housing. R7W does prepare comprehensive planning - narrative
relating to low income senior housing. Discussion of improved gamble this year -
900,000 total funds available.
Pre-application to be directed toward one project, land acquisition, to include
planning etc. Narrative portion considered most important this year. Central
city location for elderly - city under 10,OOO can designate city as neighborhood
area - 5 minute radius - 5 block area in downtòwn area. Relocation costs large
items - eastend water and sewer needs - health hazards - develop comprehensive
plan - includes well, tower, land acquisition. R7W will aid in pre-application
formation. RTIV notifies all areas of city application allowing 15 days for I
objections - any olSjection require' public hearing. Fred Klingbeil will be
developing narrative with assistance for R7W - relating to water ~' sewer to
Zone 1 - requires comprehensive planning for city to include commercial area,
medical clinic, low and moderate income housing. City identified these needs.
therefore a comprehensive plan is required to evaluate. Letter from Joint Powers
Board to be included - well analysis not necessary for pre-application, general
statement for pre-application - local real.tòr 'statements - engineering statement
also to be included. Fred Klingbeil to prepare rough draft of pre-app for
review at I p.m. Friday, Feb 6, 1976 - R7W representatives to be present.
