JOSEPH, MINNESOTA 673 MINUTES OF REGULAR CITY COUNCIL MEETING HELD ON THURSDAY, FEBRUARY 5, 1976 The City Council of the City of St. Joseph met in regular session on Thursday, - February 5, 1976 at 7:30 p.m. with the following members present: Mayor Harry J. 1\nevel; Councilmen, Herman Schneider, Bud Reber, Hugo Weyrens. Absent Steve Dehler (vacation out of town). ~ob Johnson, clerk. Attorney John Knapp. Treasurer Leo Sadlo presented his monthly report. Treasurer report approved on motion by Herman Schneider seconded by Hugo Weyrens. Motion carried. ßngineer Joe Bettendorf. Two bids received on city trailer - Lorentzjt25.00, Bechtold $31.00. A motion was made by Herman Schneider seconded by Bud Reber to authorize sale to highest bidder, Ray Bechtold. Motion carried. Mark Zimmer, on agenda, representing St. Joseph Recreational Assn. Six other members were also present. John Knapp presented a resume of the lease agreement. Green Thumb Program to be investigated by Bob McCormick. Use of maintenance equipment question explored. Mower equipment to be made available at descretion of maintenance superintendent. Default in payment - liability of Rec. Assn. - Legion as note holder - breach of lease - city may be liable in case of default. Lease copy to rewritten and prepared for execution at next regular meeting on March 4, 1976. Lyman Hull easement and property use question examined. Engineer report: excavation ordinance presented - copies to be reviewed prior to next meeting - March 4, 1976. Liquor ordinance question - window requirement in ordinance to be deleted. Curb and gutter on R.R. project discussed - water line extension north of R.R. examined. Storm sewer size on R.R. Crossing Project recommended change to 21" from 15". A motion was made by Bud Reber seconded by Herman ßchneider to approve bills as presented. A motion was made by Herman Schneider seconded by Hugo Weyrens to purchase used scanner for Police Dept. for approx $170.00 to $180.00. Motion carried. Voting for motion Herman Schneider, Hugo Weyrens, Harry Knevel. Voting against motion, Bud Reber. A motion was made by Herman Schneider seconded by Bud Reber to approve general revenue tax levy increase of $4000.00. Motion carried. The increase was based on new construction valuations only. A motion made by Bud Reber seconded by Hugo Weyrens to approve subscription renewal of Revenue Sharing Bulletin. Motion carried.
