HomeMy WebLinkAbout1976 [02] Feb 19 74 CITY OF ST. JOSEPH, MIN NESOTA MINUTES OF SPECIAL CITY COUNCIL MEETING HELD ON THURSDAY, FEBRUARY 19, 1976 The City Council of the City of st. Joseph met in special session on Thursday, Feb ruary 19, 1976 at 7:30 p.m. with the following members present: Mayor Harry I J. Knevel; Councilmen, Herman Schneider, Bud Reber, Hugo Weyrens, Steve Dehler; Clerk Bob Johnson; Attorney John Knapp. Also present were: Bill Lunser, Jim and Don Landwehr. A motion was made by Hugo Weyrens seconded by Steve Dehler to direct Planning Commission to proceed with the necessary public hearing required to amend Zoning Ordinance No 59 - 5A Subdivision 3to increase minimum lot size for single family dwelling from 7500 sq ft to 10,000 sq ft. Motion carried. A motion was made by Steve Dehler seconded by Bud Reber to schedule public hearing for R.R. crossing re-location on March 18, 1976 at 8 p.m. Motion carried. A motion was made by Bud Reber seconded by Herman Schneider to approve softball park lease agreement between St. Joseph Recreational Assn. and City as prepared and corrected by Attorney John Knapp. Motion carried. Surveyor Bill Lunser was present regards east end annex area - park area question reviewed. Placement of city park in east and area being reviewed. Street design patterns were examined. Collector and thoroughfare street relocation discussed. Council to consider presenting question to city planning firm. A motion was made by Bud Reber seconded by Hugo Weyrens to request City Planning Consultant attendance at special meeting to be scheduled. Motion carried. St. Joseph Medical group - request for official appointment of Dehler as council I representative presented by James Landwehr. St. Joseph, Cold Spring Area Medical Planning Council, Inc., composed of 2 representatives from st. John, St. Bens, City of St. Joseph, Cold Spring and CMGHO. Mr.. Landwehr also requested a letter of endorsement from city council - question of legality of city appointment of council representative to the health organization posed. A motion was made by Herman Scbneider seconded by Hugo Weyrens to prepare a letter supporting the planning concept of the above organization. Motion carried. Copy of letter on file. Police report presented by Bill Lorentz - patrolmen courses in police work dis- cussed, March II - 12 in st. Cloud - session approved on motion by Bud Reber seconded by Steve Dehler. Motion carried. st. Johns - St. Ben's - st. Patrick Day parade scheduled for March 14, 1976 approved on motion by Herman Schneider seconded by Hugo Weyrens. Motion carried. Dick Taufen, present: old CASH 2 condition discussed and reviewed - surplus plow sale question to be considered - Taufen - Weyrens to explore. Exhaus t fan installation costs to be obtained. A motion was made by Bud Reber seconded by Herman Schneider to approve pre- payment of $500.00 to city auditors for work performed on city audit. A motion was made by Hugo Weyrens seconded by Bud Reber to approve 6% salary I increase for city clerk for 1976. Motion carried. Motion made by Hugo Weyrens seconded by Herman Schneider to approve clerk attend- ance at Clerk Conference Bloomington on March 10 - 11 - 12. Motion carried.
