Joseph, Minnesota April 14, 1976 Minutes of Special City Council Meeting Held on Wednesday, April 14, 1976 The City Council of the City of St. Joseph met in special session on Wednesday, April 14, 1976 at 7:30 p.m. in City Hall. I Members Present; Herman Schneider, Bud Reber, Hugo Weyrens Jr., Steve Dehler, Harry J. Knevel, Bob Johnson, Rttorney John Knapp. Also present were: Planning Consultant, Richard D. Fredlund, Associate of Wehrman, Chapman Associates, Inc. with offices in Mpls and Fargo-Moorhead. The Planning Firm prepared the City Comprehensive Plan in 1960. Planning Commission Members Present: Chairman Ben Kremer, Mrs. Robert Kelly, Mike Ryan, St. Benls representative. Others Present: Joint Powers Board (Orderly Annexation) County Representative LaVern Plantenberg, Fred Reber, st. Joseph Township, Norb Eikmeier, James Landwehr r- Dick Taufen. Mayor Harry Knevel opened meeting at 7:30 p.m. ~rpose of meeting To re-examine comprehensive plan of city relating to east end annexation area. Street and throughfare placement examined. Dick Fredlund, Planner: Suggested encouragement of development in Zone 1. Dis- couragement in Zone 2. Chase St. probably designated 80 ft collector street. 80 ft width standard but based on 4 lanes of traffic - bicycle paths question posed. Park land dedication question also explored - 5% of area for parks I considered equitable - dedication dependent upon density - funds in l;œu of park land no longer restricted in use. 30 ft residential street considered acceptable. Designate apartment building areas in plan. Smaller units 2 or 4 plex OK in general resident area. Mul ti-uni ts in park area 1) in heavy traffic areas 2) not as desirable for single family Federal regulations dictate non-discriminatoryplanning for apartments. Total sß~aration of units or areas has created other problems. Cadwell St. probably more desirable as cross street to Rassier Road. 4 units per quarter section to slow development. Con.i~eration for future water facilities necessary. Policy development should be initial action. Policy easier to generate - greater importance than map. Planner to develop some policy plans for consideration by City. Policy plan to apply to all devel- oping areas - policies must be in agreement between city and township. Metro Coqncil development guide-purchase at Metro Square Building. Planner to secure copy for city. Policy plans to be developed by Planner Fredlunq. Soil study of areas to be secured - County wide study completed. Motion made by Schneider seconded by Weyrens to a 15 minute recess. Ayes: Schneider, Reber, Weyrens, Dehler, Knevel. Nayes: None. Motion carried. Council reconvened at 10:15 p.m. Approval of Minutes I Minutes of 3/4/76 - 3/15/76 - 3/25/76 were approved. Motion made by Weyrens seconded by Reber to correct March 25, 1976 minutes to read: add uNo action taken" after Dehler request for city letter in seeking funding for medical planning. Ayes: Schneider, Reber, Weyrens, Dehler, Knevel. Nayes: None 688 Liquor Ordinance Review Attorney Knapp presented ordinance review. Changes in ordinance to be pre- pared by Attorney Knapp. I Meeting changed Audit to June 16, 1976 at 7:30 p.m. Board of Review - June 3, 7:30 Regular Council - June 3, 7:30 Purchase Army surplus truck A motion was made by Reber seconded by Dehler to approve purchase of Army surplus truck. Ayes: Schnêider, Reber, Weyrens, Dehler, Krievel. Nayes: None Well No. 2 screen cleaning Motion was made by Schneider seconded by Reber to approve Well No 2 screen cleaning. Ayes: Schneider, Reber, Weyrens, Dehler, Knevel. Nayes: None. Motion made by Reber seconded by Weyrens to adjourn at 12:15 p.m. ~1~ I City Clerk
