JOSEPH, MINNESOTA June 3, 1976 The City Council met in regular session on Thursday, June 3, 1976 at 7:30 p.m. The Board of Review meeting was opened by Mayor Harry J~ Knevel at 7:3Ò p.m. I Members present: Herman Schneider, Bud Reber, Hugo Weyrens Jr., Steve Dehler, Harry J. Knevel, Ollie Lesnick, assessor. Absent: Bob Johnson, Clerk (grad) Also Present: Cy Wenner, County Assessor; Ed Pikarski. Cy Wenner explained the notices which were sent out. state increased market values allover except st. Cloud. Increase limited to 10% raise. Some citizens were concerned about the tax freeze. Mr. Wenner explained it. Mrs.Margaret Kelly was concerned about a 14% increase in 4 years on her property. She was satisfied with answer. Market value increase comes from ana~Zing the sales in the area. Dave Douvier concerned about value increase without ever seeing an assessor. Satisfied with answer. Mike Nierengarten not satisfied - will go to County Commissioners. Board of Review closed at 8:10 p.m. Treasurers Report Motion by Hugo Weyrens seconded by Herman Schneider to accept I treasurer report as presented. Transfer of Funds Motion made by Herman Schneider seconded by Bud Reber to authorize transfer of $25,000 from 1961 Sewer Fund - $9,000 to be made available immediately to open new account for 1976 Street & RR Crossing Imp. project. Motion made by Hugo Weyrens seconded by Bud Reber to return $2,531.70 engineering fees paid on RR Crossing project to Water Fund. Motion carried. Motion by Herman Schneider by Hugo Weyrens to transfer Revenue Sharing Funds of $9,000 to General Revenue. Motion carried. Motion by Hugo Weyrens seconded by Bud Reber to authorize Graffiti to sell sandwiches on sidewalk after parade. Motion carried. Motion by Bud Reber seconded by Hugo Weyrens to approve the revenue sharing planned use report. Excavation Ordinance reviewed. John Knapp suggested some changes on page 13, par. 5.8.1 (as herein after defined) after the words city forces - last par. 5.8.3 strike out "Bond" put in (cashiers check) - later strike out "Bond" substitute (deposited). Council does not have to approve the permit application, council will have to approve any waivers of applications. Paragraph 4.3 A certificate of Insurance - certificate shall state that insurance applies with all the provision of this ordinance. Signed _ noterized. Motion carried. Milner Carley to furnish us 40 copies of Ordinance. Herman made motion to approve their use of clerical time to furnish ~ seconded by Bud Reber. Motion carried. e6p/$S On application - include (and $500 cashiers check) after permit fee in second line. Motion made by Herman Schneider seconded by Bud Reber to approve application for excavation permit and excavation permit - Joe Bettendorf to furnish 200 copies of each Bid Opening set for July 15th 8:00 pm to take bids on RR Project - limit construction to 30 days with project beginning Sept lst approx. Motion by Hugo seconded by Herman Schneider. Motion carried. Council stated Molit~r to do no more excavating in City of st. Joseph until Eastern Park is done to the satisfaction of the maintenance supervisor. Also Tau£en Builders has to check with the county before digging aounty Aid Road 121. Motion by Bud Reber seconded by Hugo Weyrens to make Molitor Construction open up site in Eastern Park for City maintenance supervisor inspection. Motion carried. I Joe to prepare a letter to be written to Paul Molitor. Tri Cap Report 2 applicants qualified:Gary Pirkl and Ted Stanger. Program 12 weeks - 32 hours per week - start June 7, 1976 8 a.m. Governors Youth 3 people maximum will coins ide with Summer Recreation Program. Motion by Bud Reber seconded by Herman Schneider to authorize the hiring of 3 people on the Governors Youth Program. Motion carried. Motion by Hugo Weyrens seconded by Herman Schneider to authorize the hiring of Pat Schneider as Summer Program Director at $150 per week for 8 weeks to begin June 9th. Motion by Herman Schneider seconded by Bud Reber to authorize the purchase of 6 brooms w/handles @6.00 ea, 6 shovels at 5.25 ea., 3 lengths rubber garden hose at 11.70 ea., total 72.60 Paul Ewald Resignation deferred till next meeting - request Paul to come before the council. Fire Meeting Council requests clerk to notify Fire Chief and Asst Chief to be at the June 8th council and township fire meeting. Latest official news is Truck #1, July, Truck # 2 September. I Motion by Schneider seconded by Weyrens to rent power roller for laying tar up on Park Terrace - $35.00 per day, 1 day. Motion carried. Dick Taufen asked if people who dig in county and state properties need permits. We felt they do. 7nn '. ~,;¿ Kay and Dirk were concerned about putting curbing in front of their parking lot. There are many areas on the county road where people have to back out on to the county road.
