CITY OF ST. JOSEPH MINNESOTA June 17, 1976
The City Council of the City of St. Joseph met in special session on Wednesday
June 16, 1976 at 8,p.m. -
Members present: Herman Schneider, Bud Reber, Hugo Weyrens Jr., Steve Dehler,
Harry J. Knevel, Bob Johnson, Attorney John Knapp.
Also present: CPA Tom Murray, Asst. Buzz Benson.
City Audit Report~ Ci ty,4udi t report presented and reviewed. Copies to council.
Mr. Murray and Mr. Benson with the aid of transparancy projection presented
most of the 41 pages of the city~udit report on scre~n for explanation
and review. Mr. Murray indicated he would be available for further questions
and consultation at any time.

The City Council of the City of St. Joseph met in special session on Thursday,
June 17, 1976 at 8 p.m.
I Members present: Herman Schneider, Bud Reber, Hugo Weyrens Jr., Steve Dehler,
Harry J. Knevel, Bob Johnson. Absent: Attorney John Knapp.
Also present: Bill Lorentz, Police Chief, Jeff Young, Mrs. Donald Fleming,
Mrs. Bud Reber, John Schroeder.
Meeting opened at 8:10 p.m. by Mayor Knevel.

by Mayor Knevel and Councilman Weyrens. Street and intersection change
ideas were examined - matters to be submitted to Planning Commission and
Park Board.
Report of cattle pass use for pedestrian under pass presented.
Weed problems cited by John Schroeder
l\irs. Donald Fleming on agenda at 9 p.m.
Mrs. Fleming reported on police incidents - Jan. 9, 1976 fight - son came
to stop fight - outnumbered by students. Officer in patrol car saw incident
passed by twice not aiding.
l\'Irs. Fleming questioned: May 21 - 22 (11:30 - 12 midnight)
I Officer Young and companion left city - gone to Waite Park on coffee break
during busy night.
May' 26 and 30 log question raised
Officer Young checked police log - log indicated Young not on duty - on Christmas
Holiday. Log also indicated Young off on May 26 and worked during day on May
30, 1976
Mrs. Fleming reported calling police chief the following week - after Jan 9,
1976. Chief did not return call.
Lorentz reported receiving call - believed her request was for his looking into
incident.
Mrs. Fleming reported not receiving answer from Police Dept.
Paul Ewald worked Jan 8 - 9, Young 10 - II
May 21 - 22 Coffee break out of city - Young indicated Waite Park Police had
information that could not be put on radio.
Question of Jan 9 being proper incident date to be determined hy rfurs. Fleming
to call back after proper date has been determined.
I June 11, 1976 4:45 p.m. - Police patrol car - downtown St. Cloud - in session
with Waite Park patrol vehicle in St. Cloud Township. Question posed by
Councilman Weyrens.
Officer Ewald log examined -
Question of officers leaving city without permission or notifying Police Chief
also posed.

Coffee break question - no places open on Sunday night in tovm for coffee break
reported by Police Dept.
Alley parking policy questioned - no ticketing unless alley is blocked - present I
police policy. Policy received council approval.
Motion made by Dehler seconded by Weyrens to approve call in of Jeff Young for
2 hours on May 19, 1976 - 7:30

East Side Glass Motion by Reber seconded by Weyrens to approve purchase doors (glass)
for city hall from East Side Glass and screen door from Great Plains

Hockey Rink - Great Plains statement question (136.31)
Motion made by Schneider seconded by Dehler to approve bill

Meeting at Kay's w~ith O.C. Dierkhising, Engineer Bettendorf, Councilmen Dehler
and Schneider to meet on Tuesday June 22, 1976 at 10:30 a.ID.
Curb & gutter installation Motion made by Schneider seconded by Reber to approve
curb and gutter installation for Lots 1, 2 and 3 Block 11, Original Tovmsite,
(Gohman 14 plex Creamery property) as stated in Milner Carley and Asso.
letter to Gohman Construction Co. dated June 16, 1976 signed by Joseph --
Bettendorf - letter on file.

House to house selling A motion was made by Weyrens seconded by Reber to approve
house to house sellingof handicrafts by "Handicrafts by Handicapped of
Minnesota" for a period of 7 days.

Sign Purchase Motion made by Reber seconded by Dehler to purchase 50 street
sign posts - 6 ft (4.60 Rausch) (4.24 Lyle) (check post gauge)

Duluth League Mini Convention Motion made by Reber seconded by Schneider to approve
the following statement for attendance at Duluth League Mini Convention
Weyrens $86.00 - meals and mileage - per diem. Johnson $6.00 meals.

4th of July Parade question Reserves to Waite Park June 27 - parade. ~aite Park
Reserves to exchange and be here on July 4th - 4 hours reserve tlffie.
Same funding total for polic_ing on 4th as last year.
Motion was made by Dehler seconded by Weyrens to authori~e Chief of Police I
to exchange Police Reserve service on 4th of July and Walte Park Spas Tag
Parage and to budget same total as 1975 4th of July for police duty.
