JOSEPH, MINNESCY.rA July 8, 1976 The City Council of the City of St. Joseph met in regular session on Thursday, July 8, 1976 at 7:30 p.m. in City Hall. Members present: Herman Schneider, Bud Reber, Hugo Weyrens, Harry J. Knevel, I Mayor; Bob Johnson, Clerk; Attorney John Knapp; Leo Sadlo Treasurer. Also present Bill Jones, Bill Lorentz, Police Chief, Del Terwey, St. Joseph Township supervisor. Meeting was opened at 7:40 p.m. by Mayor Harry J. Knevel. Treasurer Leo Sadlo presented the monthly fund report. A motion was made by Weyrens seconded by Reber to approve treasurer report as presented. Ayes: Schneider, Reber, Weyrens, Knevel. Nayes: None Agenda Hearings: Bill Jo~s, Mobil Home Court owner presented a request for an· off-sale liquor license for store operation to be located on west side of 1st Ave NW from H\Y,1 52 north approx 200 ft. A 40 x 40 structure with basement being considered. Five year plan to commercialize area being studied. City to examine municipal off-sale operation data available from League of Municipalities. Councilman Dehler arrived at 8:10 p.m. Bill Wasner representing Lions Club indicated Lions willing to purchase three security lights in Park Shelter area. A motion was made by Bud Reber seconded by Weyrens to allow Lions to install I 3 or more lights in above described area. Ayes: Schneider, Reber, Weyrens, Knevel, Dehler, Nayes: None Grant Anticipation Note Sold to First State Bank @ 5~ interest ($25,000) payable semiannually - callable at any time. Establish sinking fund for Wastewater Treatment Plant federal grant project. A motion was made by Bud Reber seconded by Herman Schneider to authorize issuance of the Grant Anticipation Note in the amount of 25,000 at 5~ interest from the First State Bank. Ayes: Schneider, Reber, Weyrens, Knevel, Dehler. Nayes: None Fire contract Council and Attorney Knapp reviewed fire contract and made necessary changes prior to final contract preparation. Sister Moira Wild on Agenda also present Sr. Mary, Attorney Mike Sullivan representing St. Benedict's Convent participation in fireprotection concept reviewed. $6,500.00 to be contributed by St. Benedicts at this time by College-Convent, toward purchase of FMC Hipressure unit. Balance upon delivery of second fire truck unit, ($6,833.00). Second installment $13,333. due Jan 1, 1977; I third installment due Jan 1, 1978 $13,333. City to send letter of gratitude to College-Convent Boards for cooperation and participation in fire protection. 700 '-'ù Wastewater Treatment Plant Operation: Water pumping basis, 1962 agreemen~ other data examined and reviewed. Engineer discussed sewerage measurement method as cost basis. Indicated EPA to set regulations after plant up- grading. Storm water diversion or treatment will also be a matter to I be considered. Three to four years estimated before construction start. Total yearly water pumping for city and College to be compiled. Copies to Convent and Engineer Bettendorf. Further studies to be made to determine most equitable method of measurement and cost apportionment. Delivery of Fire Truck A motion was made by Hugo Weyrens seconded by Steve Dehler to approve $300.00 advance payment for 2 men to Tipton, IndA to cover expenses in accepting deli very of FrlIC Fire Truck and training. Departure time 5:30 a.m. Sunday July 11, returning Friday, July 16 at 1:15 a.m. A motion was made by Schneider seconded by Reber to approve insurance for fire truck (FMCjHipressure unit) on a $1000 collision deductible basis. Quote of First State Agency to be accepted. Ayes: Schneider, Reber, Weyrens, Dehler, Khevel Nayes: None Plans on Project No 76-2168 A motion was made by Dehler seconded by Reber to approve Plans on Project No. 76-2168 concrete curb and gutter for Lots I, 2, 3, Blk 11 Original Townsite. Gohman 14 plex unit. Ayes: Schneider, Reber, Weyrens, Dehler, Khevel. Nayes: None. Police Liquor Complaints dated 5/30/76 - 6/19/76 - 6/24/76 - 7/4/76 report presented by Chief Lorentz. Report placed on file. ..--.. Motion carried. Bills presented approved on motion by Weyrens seconded by Reber.
